Steps Could Ban
Coloring Used
In Oleomargarine
Washington (U.R) The Food
and Drug Administration is tak
ing steps that could ban use
of four coal tar colors in color
ing butter, oleomargine and oth
er foods.
The FDA said there have been
r.o reports of any injurious ef
fects on human beings from the
four coal tar colors involved,
yellow. No. 1, 2, 3, and 4.
But it said studies on animals
indicate "that excessive amounts
of these closor could cause in
jury." Must Initiate Proceedings
FDA Commissioner George P.
Larrick said that in view of
these findings the agency is re
quired by law to "initiate pro
ceedings to remove" the colors
from the list certified for use
in foods.
The law requires that an ap
proved coal tar color must be
"harmless" regardless of the
amounts used. The FDA certifies
coal tar colors which may be
legally used in foods.
Notice Given
The agency gave notice of its
action in a proposed resolution
published in the Federal Regis
ter Wednesday. Under the regu
lation, the colors would be
dropped from the food list but
still be permitted in drugs and
cosmetics for external use.
The FDA said it has certified
only small amounts of yellow
No. 1, most of which is reported
to be sold for export. v It said
no lots of yellow No. 2 have
been certified and that appar
ently it is not being used.
Yellow No. 3 and No. 4, the
FDA said, are used extensively
in coloring butter, oleomargine
and other foods.

About Slaying of
Two Chicago Girls
Chicago (U.R) A dishwasher
viho affects Elvis Presley side
burns and a ducktail ' haircut
was questioned today about the
strange deaths of two teen-aged
sisters.
Authorities identified the new
suspect only as Benny and flatly
refused to give any further de
tails. But witnesses said Benny, in
his early twenties, was seen Jan.
6 in a skidrow restaurant with
two young girls.
Two persons said the girls re
sembled Barbara Grimes, 15,
and her sister, Patricia, 13,
whose nude and frozen bodies
were found Tuesday in a ditch
on the city's outskirts.
The dishwasher was arrested
V'ednesday night in the Star and
Garter theater on skidrow.
Came Into Restaurant
A sheriff's officer acknowl
edged making the arrest but re
fused to say more. Chicago po
lice complained that they were
not informed of' the arrest and
said - it violated - a pledge of
cooperation among the various
law enforcement agencies.
Mrs. Minnie Duros, 68, who
with her husband owns the D
and L . restaurant, said the
Grimes sisters came Into the
restaurant with Benny about
5 a.m. Jan. 6, nine days after
they had disappeared from
home.
Mrs. Duros was shown photo
graphs of the sisters and said,
"I'm sure they were the Grimes
girls." '
In addition to Benny, a dark
complexioned man, a Mexican
or Puerto Rican, was with them,
she said.
A cab driver who saw the
girls in the restaurant also iden
tified them as the Grimes sisters.
He. said they looked "sick,
drugged or drunk."
Left With Men
Mrs. Duros said the girls and
the two men ate breakfast. She
said the older girl appeared to
be "in bad shape."
She said they got into a car
with the two men and drove
off, but returned about 9 a.m.
with Benny, ate again and left.
Mrs. Duros said Benny work
ed as a truck driver or laborer,
and often worked nights for her
as a dishwasher. But she . said
she had not seen him since he
came in with the two girls.

Counter Proposal
Made in Plan for
Guard Training
Washington (U.R)' Forty
seven state adjutants general
have made a counter proposal to
the administration's plan that
would require all National
Guard recruits to- .take six
months active duty training.
The adjutants general pro
posed Wednesday that guard re
cruits between 17 and 18V4 be
given 11 weeks training and
those between 18V4 and 25 six
months.
The National Guard fears that
the longer training for all re
cruits would discourage volun
teers. The adjutants general offered
their proposal at a meeting call
ed by the National Guard Asso
ciation to develop strategy aimed
at seeking congressional help in
scuttling the program.
At the same time," the ad
ministration moved to rally con
gressional support for its own
tougher program.
President -Eisenhower and
Army Secretary W i 1 b e r M.
Brucker outlind the administra
tion plan at a White House meet
ing of GOP legislative leaders.
Later, Republican Leader Wil
liam F. Knowland laid it before
the Senate Republican Policy
Committee. . . , '
The National Guard said it fa
vors "a period of basic training"
for all reservists but believes it
"should be of such duration as
to be acceptable to young men."
It said it doubts the six-months
program would be "acceptable"
to an "adequate" ; number of
wouldbe volunteers.
Prince Congratulated
By Happy Subjects;
Celebration Goes On
Monaco (U.R) A proud and
beaming Prince Rainier, showing
no signs of the traditional ner
vousness of a new father, ap
peared on the palace balcony
today to accept the congratula
tions of his happy subjects.
It was his first public appear
ance since Princess Grace gave
birth to an eight pound, three-
ounce daughter early Wednes
day. Princess Caroline Louise
Marguerite was b.rn during a
rainstorm, but Monaco was
flooded with bright Mediterran
ean sunshine today.
Crowd of 5.000
The Prince waved- and smiled
at a crowd estimated at 5,000,
about twice the population of
this tiny principality on the
Riviera. Four Monegasque chor
al groups, totaling more than
250 voices, led the crowd in an
impromptu concert of traditional
native tunes.
The Prince came out on the
balcony when the crowd roared
in unison "Vive le Prince. Vive
la Princesse Grace. Vive la Prin
cesse Caroline."
An - official bulletin released
by the attending physcians said
the Princess slept without wak
ing for a six-hour stretch from
midnight to 6 o'clock this morn
ing. Palace sources said Grace got
out of bed today. They said she
spent about an hour walking
about with the help of a nurse
and sitting up to chat with Rain
ier and her mother, Mrs. John
B. Kelly Sr., Philadelphia.
. Doctors announced this morn
ing that the baby was 20 inches
long at birth.
Touriiti Aid Celebration
Holidaying American sailors
and tourists flocked into Monaco
to help the local citizens to cel
ebrate, and to wish the Prince,
his princess and their daughter
well.
. Monagasques filed into the en-
tryway of the palace court to
sign their names and signify
their good wishes in Princess
Caroline's birth register.
Scores of citizens nursed hang
overs but refused to allow the
throbbing heads to interfere
with another day of wild cele
brating. Happy Monagasques, tax-free
and draft-free for another gen
eration, danced in. the streets
outside the palace walls Wednes
day night, and there was no end
of the supply of free-flowing
champagne.
