Russia's Economic Relations With
Satellites Discussed for Decisions
(Editor's not: This ii an
other in a series of articles
discussing the "Great Deci
sions . . . 1957" program. The
program started in Jackson
county Sunday, and will con
tinue for eight weeks. The
article today discusses Russia
and the satellites, and the
independence of Poland.)
Russia's economic relations
with her satellites are exceed
ingly complex. The basic idea
of Moscow is to have several
key commodities flow across
Communist borders, with each
satellite economy geared into
the larger Russian - controlled
economy.
East Germany, in 1956, ex
ported about half its machine
tools, electric generators, pre
cision instruments, optical goods,
nd other items to the Commu
nist bloc. In return. East Ger
many got most of its coal from
Poland; oil, iron ore, manga
nese, chrome ore and steel from
Russia.
Major Source
Czechoslovakia has been a
major source, for the Commu
nist world, of machine tools,
power plants, motor vehicles and
consumer goods such as textiles,
shoes, glassware, and porcelain.
Coal to feed these industries
comes partly from Czech mines,
partly from Poland.
Poland was to supply Russia
end the satellites, during 1956.
with 24,500.000 tons of coal. But
the new Polish regime needs
more of its coal for domestic
use. By December, 1956, coal
exports had dropped 5.000,000
tons, and 1957 exports will prob
ably drop. to 13 or 14 million
tons. As a result, industries in
Poland and the other satellites
which depended on Polish coal
have had a severe setback. And
Russia, which in some .years has
taken half of Poland's coal ex
ports at guaranteed low prices,
has also felt the pinch.
Hungary's Industry, which
supplied the Communist bloc
with diesel locomotives, electri
cal equipment, and barges, col
lapsed as a result of the revolu
tion. Hungarian factories were
90 per cent dependent on coal,
buy Hungarian coal mines (like
Hungarian bauxite and uranium
mines) are idle as a result of
sabotage, lack of miners, and
lack of transportation equip
ment. The problem of Poland's coal
Is just one example of recent
setbacks to Communist economic
planning in Eastern Europe. As
part of its move for more "inde
pendence" from Moscow, the
new Polish government is re
vamping its five-year plan to
emphasize more trade with the
rest of the world, and put more
emphasis on industries the Poles,
rather than the Russians, want.
Coal Problem
Because of the coal problem,
East Germany and Czechoslo
vakia will produce and export
less industrial goods in 1957.

Hungary will need foreign aid

ing by a Circuit Court judge has
left unanswered the question of
whether the grand jury investi
gating vice conditions in Port
land last summer acted legally
when it moved into the state
office building from the county
courthouse.
Circuit Judge Eugene K. Op
penheimer yesterday ordered
the dismissal of a writ of ha
beas corpus filed by Raymond
A. Roadnight, city policeman
who was indicted for perjury.
The court held the habeas cor
pus proceeding to be moot be
cause Roadnight was admitted
to bail following the filing of
his petition.
Roadnight's attorney, Fred
Jensen, contended that the
grand jury's indictments were
void because of the shift of ven
ue. Jensen said he plans to ap
peal to the State Supreme Court.
11 Cases of Mumps
Reported Last Week
Medford had 10 cases of
mumps and Ashland had one
case during the week ending
Jan. 18, according to Dr. A. Erin
Merkel, public health physician.
Second most frequently re
ported communicable disease
during the week was measles.
Medford had the nine case re
ported.
Other communicable diseases
reported for the week were pink
eye, Phoenix and Butte Falls,
one each, and Jacksonville, two;
pneumonia. Talent and Ruch,
one each; chicken pox, Medford
six, and Phoenix, three; influen
za, Ashland, three, Ruch, one,
and Shady Cove, three; trench
mouth, Medford, 'one: impetigo,
Phoenix and Gold Hill, one each;
strep throat, Ashland, one, Ruch,
two; epidemic pleurodymia (a
type of flue) Ashland, two; infec
tious hepatitis, Medford, two;
and whooping cough, Shady
Cove, one.

and economic disruptions have
thus forced Russia to "give in
stead of get with the satellites
For example, Russia has can
celed Polish and Rumanian
debts amounting to $1,200,000,
and has promised credits and
loans worth another half a bil
lion to these same countries.
Apart from trade losses, con
cessions, grants and loans, Rus
sia is also having to pay the bill
for losses of military troops and
equipment in Hungary. The total
Russian bill for satellite unrest
is already well over $2,000,-000,000.
Yugoslavia was the first of the
Communist states to steer an
independent course in politi
cal, military and economic mat
ters. Stalin's reaction was to
throw Yugoslavia out of the
Communist "family" in 1948.
Cordial Relations
Not until after Stalin's death
were cordial relations restored
between Yugoslavia and the
Russian bloc. Economic relations
are currently at the point where
the Soviet Union holds the top
spot in Yugoslav trade, and a
delegation left Belgrade last
week to negotiate a trade agree
ment for 1957. "
Poland waited until late 1956
to take its steps toward inde
pendence from Moscow. Wlady
slaw Gomulka, an anti-Stalin
Communist leader who had
been in prison since 1951, was
restored to power Oct. 19. In
the eight weeks that followed,
Gomulka's government wrung
important concessions from Rus
sian leaders.
Politically, Poland was prom
ised "complete equality" and
' noninterference in internal af
fairs" by Russia Nov. 18. Polish
leaders even went so far as to
abstain Nov. 24 on a UN vote
calling for the Hungarian regime
to admit UN observers. It was
the first time in UN history that
Poland had failed to vote with
the Communist bloc.
Movement of Troops
On the military side, a Dec.
17 agreement between Poland
and Russia provides that "the
movement of Soviet troops (in
Poland) . . . shall in each case
require the consent of the Pol
ish government" and Russian
armies are prohibited from "in
terfernce in the domestic af
fairs" of Poland.
The Gomulka government has
also made it clear that Poland's
economy will, in the future, be
tailored to Polish interests, not
Russian or other satellite inter
ests. To help ride out economic
readjustments, the Polish gov
ernment has considered econom
ic aid from the West, and offer
ed to buy 200,000 tons of U.S.
surplus wheat last August.
Communique Issued
On the last day of 1956 a com
munique was issued in Warsaw
by Polish and visiting Yugoslav
Communist party leaders:
"No one Communist country
has a right to interfere in the
affairs of another or to dictate
its actions."
U.S. leaders in Congress and
the executive branch are now
asking themselves (1) how real
Polish independence may be,
and (2) what the U.S. can do
to encourage Polish freedom
from Moscow domination.
Economic Planning
The chairman of the Polish
state economic planning com
mission, Stefan Jedrychowski,
declared Nov. 20 that Russian
economic assistance so far has
"eliminated the necessity for
asking for a loan in the West.
This fact, however, does not ex
clude the possibility of such a
transaction under conditions fa
vorable to us."
The Gomulka government in
Poland is still a Communist
government (as is Marshal Tito's
in Yugoslavia). But the Ameri
can public .faces this challenge:

tion" was announced today to
end Tokyo's dry spell.
A letter signed "Portia" in
the letters to the editor column
of the Asahi Evening News ask
ed the paper's editors to "kind
ly advise the Weather Bureau
that I can confidently predict
rain ... on Sunday, followed
by irregular showers later in the
week.
"Things have gone far enough
and drastic action must be tak
en. I have therefore decided to
wash and polish my car on Sun
day afternoon," Portia reported.
Bombs Damage Two
North Ireland Targets
Belfast, Northern Ireland
(U.R) Bombs damaged two tar
gets of the outlawed Irish Re
publican party in Northern Ire
land Monday night.
The first damaged a police
post in County Derry and the
second wrecked the Glenshane
Pass bridge in the Sperring
mountains on the main highway
between Belfast and Londonderry.
Needle Favorite
Death Toll Now 36
Taipeh, Formosa (U.R)
Nine civilians died of injuries
today, boosting to 36 the death
toll in the accidental explosion
of an artillery shell in central
Formosa Sunday.
Twenty- seven persons were
killed instantly and 33 seriously
wounded when a Chinese Na
tionalist soldier dropped a shell
he was carrying off the range
after firing practice. Most of

Telephone Company
Establishes Record
A record of 4,922,000 hours
worked without a fatality was
established by Pacific Tele
phone's 6,896 employees in Ore
gon during 1956, according -to
J. H. Creager, local manager.
The record was also upheld
by Pacific Telephone employees
in California, Washington, Ida
ho and Nevada. They worked a
total of 59,785,000 hours with
out an accident resulting in
death, Creager said.
The company reported a total
of 151 accidents during the year
that resulted in one or more
days off the job. Only 17 of
those accidents were recorded
in Oregon.
Throughout the nation the
Bell Telephone system recorded
its best safety record since 1940.
There were five fatal accidents
three in motor vehicles and
two by electric shock.
Hiroshima Man Dies
Of 1945 Bomb Effects
Hiroshima, Japan (U.R)
Newspapers today reported the
death of Hiroshima's "first atom
bomb victim of 1957."
Kamekichi Kaneko, 68, died
at the Red Cross hospital Mon
day of a blood ailmer.t caused
by a lack of white corpuscles,
sometimes caused by atomic ra
diation. Newspapers said Kaneko was
two miles from the center of
the atom bomb blast Aug. 6,
1945. He was not injured and
showed no ill-effects until last
October, it was said.
Ike Oldest President
To Start Second Term
Washington (U.R) Presi
dent Eisenhower, who was 66
last Oct. 14, is the oldest presi
dent inaugurated for a second
term.
One president, William Henry
Harrison, was older when he be
gan his first term. Harrison was
68.- He caught pneumonia at hi
inauguration on March 4, 1841,
and died" after 31 days In office.
