Morse Unconvinced
Of Need for Doctrine
Washington (U.R) Sen.
Wayne Morse (D-Ore.), said yes
terday this country should not
"spill American blood for Arab
ian oil" in developing a policy
toward the Middle East.
He said that he so far has not
been "convinced" of the need
for the new "Eisenhower Doc
trine." The plan calls for the
use of American troops, if nec
cessary, to protect the Middle
East from Communist aggres
sion. Another senator who voiced
doubts about the president's
plan was Sen. Joseph R. Mc
Carthy (R-Wis.). who frequently
has clashed with Morse in the
Senate.
McCarthy said he could not
agree that Congress should "ab
dicate its duty" by giving Mr.
Eisenhower standby authority to
use U. S. forces.

Smut Said Cause Of $5 Million Damage in 1956
Portland (U.R) Smut
Pacific Northwest wheat grow
ers' public enemy No. 1 claim
ed S5 million damages again in
1956.
Dr. C. S. Holton, U. S. Depart
ment of Agriculture plant path
ologist, said in a report present
ed to a regional smut-control
committee the percentage of
wheat graded smutty was down
7.3 per cent from the previous
year's figure but the monetary
loss was the same because in
festations were more severe.
Based en Replies
The report was based on re
plies of a questionnaire distrib
uted through the Pacific North
west Grain Dealers Association.
Figures were compiled on a
bushel basis from grain receiv
ed at elevators in Oregon, Wash
ington and Idaho.
Another report compiled by
the USDA Grain Division from
records of handlers who sample
each grower's consignment, plac
ed the smut figure at 30.3, but
it did not indicate the number
of bushels sampled.
Idaho First
Nevertheless, other reports
showed that the black fungus
condition was worse in Wash
ington and Idaho than in Ore
gon. Idaho, second in produc
tion, was first in smut percent
age. Washington, the largest
producer, was second.
Dr. Holton's survey showed
that Elmar wheat led the list in
both production volume and
smut percentage, with more
than half of that variety graded
smutty.
However, the report indicat
ed the future looked brighter
because there was an increased
seeding of the smut-resistant
club variety Omar wheat, the
report said.
