Expulsion Threatened
In a move tailored to fit Port
land's camapign to stamp out
juvenile crime, Dr. Minear told
the student body that those who
do not agree with his program
face expulsion.
He said "I told them we would
allow no fancy haircuts at the
beginning of the new semester."
He commented that "employers
normally take one look at a
duck-tail haircut or an Elvis
Presley sideburn and reject the
student from any consideration."
Dr. Minear was given the full
support of the city school admin
istration. He threatened loss of driver's
licenses for students who "squir
rel" their cars and announced
a ban on profanity which he said
showed a weakness of vocabu
lary and moral character.
Tobacco Banned
Regarding smoking by high
school students Dr. Minear said
"if a student is found to be in
possession of tobacco he will
face suspension."
He recalled that for years
there had been a truce between
school authorities and students
so long as there was no smoking
at school. "No more" he said.
"Even in the cases where par
ents have given the kids permis
sion they haven't the authority
to give them permission to break
the law we will rule out tobacco."

Klamath Indian Bill
Washington (U.R) Urging
that more time is needed for
"orderly" disposal of timber be
longing to the Klamath Indians
in Oregon, Sen. Richard L. Neu
berger (D-Ore.) yesterday intro
duced a bill to extend federal
supervision over the reserva
tion. The bill called for an 18
month delay in proposed termi
nation of federal supervision
over the tribe.
The present reservation in
cludes about 600,000 acres of
pine timber worth about $80 mil
lion. Neubergr contended that the
tribe should not be "cut hastily
adrift," and that more time was
needed for "orderly and sound
disposal of the timber that it
"not be sold recklessly on the
auction block."
Agency Pooling To
Cut Delinquency Eyed
Portland (U.R) Judge Don
ald E. Long of the city's court
of Domestic Relations yesterday
called for a pooling of Portland's
youth agencies to determine what
can be done to curb juvenile de
linquency but warned there is
no quick and easy solution to
the problem.
The judge's remarks came at
a session of court, police and
school officials in Mayor Terry
D. Schrunk's office. The new
mayor had called the meeting to
seek recommendations for a pro
gram designed to curb juvenile
delinquency.
Judge Long took exception to
several suggested ways to help
bring the delinquency under
control. No benefit -was seen by
the judge for the use of teen-age
offenders names in newspapers.
