Expansion of SOC Is
Discussed at Meeting
Dr. John Richard, chancellor
of the jute iyiteru of higher
education, and "Dr. Elmo Steven
aim, president of Southern Ore
pn college, met with aouthern
Urtgan members of the 1957-58
Wiltture yesterday.
Attenfling tbe meeting, held
Cti the SOC campus, were Rep.
Al Littrell, Medford, and Sen.
Philip Cowry, Medford; Rep.
Clcct Bobert Duncan, Medford,
Btp.-lct F. I. Bristol,. Grants
24, ead Trava Cross, assistant
tn the chancellor.
CeMuions
Difcussions included expan
sion nd development plans for
the cgjlege in Ashland, fastest
growing f 'the seven campuses
in the state system, and the pro
, posed '57-'59 budget for the sys
tem as a wholes
Dr. Stevenson pointed out that
SOC anticipates continued ln
creal enrollments at the col
lege, with a corresponding need
for added stiff, land and build
ings. He reviewed the building
program already under way, and
needs fer the immediate future.
Now under construction are a
physical education and health
plant, to cost 5548,000, and a col
slege union, to cost $340,000.
About half of the sums are state
appropriations, the rest is from
gifts and Student fees.
Other Plans
Other plans call for' a new
$460,010 science building, a cen
tral heating plant at $414,000
and a new women's dormitory
at 5384,000, half of which will
be self-liquidating, all of them
in the 1957-59 budget requests ot
the state system, and a men's
dormitory and central cafeteria.
Flans for the following four
years call for some $3,000,000
worth of construction, for dor
mitories, classroom buildings,
and other structures.
Dr. Richards went through the
proposed budget for higher edu
cation for the coming biennium,
which is more than 40 per cent
higher than the one for the cur
rent two-year period. He ex
plained the reasons for the in
crease by pointing out that en
rollments are far higher now,
and will continue to rise, over
any previous level, due to in
crease population and to the fact
that a higher percentage of
young people are going on to
college; because of a general in
crease in the prices of supplies
and equipment; because of the
need for increasing faculty sal
aries to attract and keep good
people, and because prior appro
priations have not been ade
quate to keep the system at a
continuous and necessary rate of
growth to accommodate the in
creases. The total requested for the
coming period is 563,570,931, in
cluding $16,001,536 in non-state
income, leaving an appropriation
request of $47,569,395. Inis is
$14,519,752 more than the $33,
049,643 appropriation for the
current biennium.

John Day Dam May
Be Federal Project
Washington iU.PJ Obser
vers here today predicted that
theo administration backed part
nership construction proposal
for the John Day dam on the
Columbia' river may be shelved
in faver of federal construction
of the project.
" Although Interior Secretary
Fred A. Seaton has made it
cleat that the administration
edes not plan to abandon its
eparnersiiip power policies, it
was pointed out that the John
eDay partnership, bill has failed
to' receive action in the last
two sessions of Congress.
Basis for the prediction were
the facts tftat additional electric
energy sources are a "must" for
th. national welfare.- that Con-
gness fast year voted funds to
ccimplete planning for the dam
and ealsoa the fact that voters
of the Pacific Northwest failed
to support candfdates who back-
i the partnership proposal in
the laet election.
