Local Government
To Be Topic of
League Speaker
Freeman Holmer, director of
the Institute of Public Affairs
at Willamette university, Salem,
will discuss the findings of the
Oregon legislative committee on
local government, at a League
of Women Voters luncheon and.
general meeting to be held Sat
urday, November 17. at 12:30
in the Rogue Valley Country
club. This will give the commu
nity an opportunity to acquaint
itself with the processes of the
legislature in order to provide
for country home rule where
desired.
Since revision of the state con
stitution has been the study of
the League of Women Voters of
Oregon since 1953. League mem
bers are preparing for possible
call to action during the 1957
Legislature. The current study
of constitutional revision is at
the county level.
The state league committee
studying this has posed five
questions to be studied and an
swered by local Leagues around
the state, of which there are
12. Briefly, the five questions
asked will be:
1. Do you favor a uniform
structure of government for all
Oregon counties?
2. Is the enabling legislation
for the county manager plan
too restrictive?
3. Would you favor a more
gradual changing of the tradi
tional offices?
4. Would you favor a consti
tutional amendment to permit
home rule for those counties
wishing it?
5. Does your league prefer
several optional forms of gov
ernment that counties could
adopt?
These questions and many
more related ones will be taken
up in the coming session of the
Oregon legislature. Anyone in
terested in hearing Mr. Holmer
discuss these questions, or have
questions they would like to
ask, is invited to attend. Reser
vations are not necessary to hear
Mr. Holmer speak. Luncheon
reservations can be made by
calling Mrs. Homer Marx, 2-6845
or Mrs. Fred Carr, 2-6619.
