Waler Experiment
Involving Oregon
Drainage Outlined
Salem OI.R) An experi
ment in inter-related uses of wa
ter which would involve the en
tire drainage basin of an Oregon
stream was outlined by Gov.
Elmo Smith to the Natural Re
sources committee here yester
day. The proposal, if carried out,
would be the only known test of
its kind in the United States,
according to members of the Wa
ter Resources boad which has
been particularly interested in
this venture. The board has tak
en the initiative in the proposed
study.
The natural resources com
mittee, made up of representa
tives of departments and com
missions concerned with water
uses, authorized Gov. Smith to
name a technical committee to
develop a detailed outline of
procedure including recommen
dation of a western Oregon
stream for the outdoor labora
tory study.
Would Determine Usage
As a partial approach to the
problem of scientific stream
management, the governor point
ed out that this test stream pro
gram would be a means of de
termining how Oregon may ach
ieve multiple-purpose use of its
water resources.
"Many studies have been made
relative to single uses of water,
but little is known of the rela
tionships of one use to the oth
er," Gov. Smith said. He added
that the proposed experiment
would be in an area in which for
esters, engineers, fishery biolo
gists, soil conservationists and
others could all test their ideas
for the river basin.

Historian Dies at
Hospital in Eugene
Eugene (U.PJ Dr. Dan El
bert Clark, considered one of
the leading historians in Ameri
ca, died at Sacred Heart hospit
al in Eugene late Tuesday night.
The 72-year-old historian was !
head of the history department ;
at the University of Oregon from
1940 to 1950.
Dr. Clark had been in poor
health for some time. He retired
from the university in 1951 af-;
ter 30 years on the faculty.
The author of four books, Dr.
Clark gained widest recognition
with his latest, "The West in Am
erican History." Published in
1937, the book is still in use in
more than 100 colleges in this
country.
One of the most well - known
figures on the University of Ore
gon campus, the historian's class
es have been attended by thous
ands of Oregon students.

voters will be asked in Novem
ber to pass on an exposition-recreation
center split between
downtown and Delta park area
with facilities for Pacific Inter
national livestock shows.
This was the result of nearly
six hours of debate in the city
council yesterday. The measure
the voters will pass on, splits
the eight-million dollar E-R
commission.
Mayor Fred L. Peterson intro
duced the measure, in an attempt
by the council to satisfy all the
factions involved in the dispute
over location of the center.
The measure passed by a bare
3 to 2 vote. It will be placed on
the November ballot as a new
charter amendment.

per pound on Oregon ladino
clover seed sales made alter
Sept. 1 was approved, recently
by the recently organized La
dino Clover commission.
The tax was voted on ladino
clover seed of 95 per cent or
higher germinatior and will be
collected by seed dealers. The
major portion of the tax this
year will be applied to adver
tising and promotion of seed
grown in Oregon.
The seven-member commis
sion elected J. A. Macy chair
man. Other members of the com
mission include Burle Burresont
Gold Hill; K. A. Harris, Willis
Freeman, W. Roy Stevenson.
