Findings Indicate
"The findings indicate that
the benefits to be gained by re
moving the marketing area re
strictions for salvage removal
will greatly outweigh any dis
advantages." Woozley said.
The order, scheduled for pub
lication in the federal register
this week, specifies that any
salvage timber, together with
such minimum amounts of inter
mingled or adjacent green tim
ber as are necessary for eco
nomic operations, may be manu
factured in any O and C mar
keting area which has been
established by the secretary of
the interior, or the director of
BLM.
Areas Established
The market areas were estab
lished by the department in
1947 when it divided the O and
C lands consisting of more
than 2,000,000 acres of heavily
forested terrain in western Ore
gon into 12 sustained-yield
marketing knits each with ap
purtenant marketing areas.
Better conservation and forest
management are-expected to re
sult from the speedier utiliza
tion of salvage timber which the
greater marketing flexibility
will facilitate.
Removal of the restrictions on
salvage timber in all areas will
permit any purchaser of O and
C salvage timber to have it pro
cessed in any plant in any O
and C marketing area, Woozley
explained.
Past Experience
Past experience has shown
that timber of comparable value
has gone unsold in one market
ing area yet has been in strong
demand and readily salable in
an adjoining area.
As an example, Woozley cited
sales held last month in the
south coast marketing area
where 30.000.000 board feet of
timber, including 5.5 million
feet of salvage timber, were of
fered for competitive bidding.
Most of the salvage and some of
the green timber went unsold,
and the price paid for the tim
ber sold was only 1 per cent
above the appraised price.
This contrasted with sales of
similar timber held the previous
day in the Upper Willamette and
Siuslaw river marketing areas in
which 28,000,000 feet, including
15.00,000 feet of. salvage tim
ber, were all sold at prices aver
aging 36 per cent, above ap
praised prices.
Abnormal Variation
"This shows an abnormal var
iation in demand for salvage tim
ber in different marketing areas
a situation that will be alle
viated by bringing heretofore
ineligible buyers into the mar
ket, and at the same time taking
out dead timber which should

The BLM director indicated
that every effort will be made
to keep the volume of green tim
ber necessarily included in sal
vage sales as low as is consist
ent with the requirements of
practical economic logging, and
that a separate account will be
kept of the standing green tim
ber. It was emphasized that the
increased recovery of salvage
timber made possible by the bu
reau's action will not materially
affect the quantity of green tim
ber that may be cut on a sustained-yield
program in any
established unit.
Woozley explained that sal
vage timber, which became a

tions of O and C lands were
damaged by severe windstorms
in 1951, consists of usable por
tions of fallen or severely dam
aged trees, logging leftovers, or
standing trees which are dead or
dying as the result of fire, in
sect attack, or other causes. This
type of timber is not included
in inventories and not charged
against allowable cuts.
The O and C lands derived
their designation from an 1866
federal grant to the Oregon and
California Railroad company
which reverted to the United
States in 1916 for failure to com
ply with stipulations of the
grant. '
Deadline Announced
For Siskiyou Fair
Yreka Deadline for regis
tration of booth entries in the
Siskiyou county fair will be Aug.
6, Ed Mathews, fair manager, has
announced.
Entries must be in place Aug.
17 at 11 a.m. at the fairgrounds

many of the 4-H and FFA
