Congress Speeds Up Work Load in Effort To Adjourn in Two Weeks
Waihington U.R) Con-
fresi stepped up its work tempo
today in an effort to adjourn
within two weeks.
Both houses began the rush
to wind up the 84th session by
calling up for debate controvers
ial matters involving, directly
or indirectly, the racial issue.
The House tackled President
Eisenhower's four-point civil
rights program and braced for
what was likely to be its sharp
est and most prolonged debate
of the year. Southerners were
ready to put through every pos
sible parliamentary block in the
bill's path, but it was expected
to pass.
The Senate, meeting 2V4 hours
earlier than usual, planned to
consider Mr. Eisenhower's nom
ination of Solicitor General Si
mon E. Sobeloff to be a Circuit
Court of Appeals judge in the
circuit covering Virginia, Mary
land, West Virginia and North
and South Carolina.
Southerners also object to
Sobeloff's nomination. As solic
itor general he presented to the
Supreme Court the government's
arguments on how the court's
school desegregation decision
should be carried out.
Congress hoped to wind up its
session in time for members to
have a brief vacation before the
national political conventions.
The Democratic convention op
ens Aug. 13 at Chicago; the Re
publican convention, Aug. 20 at
San Francisco.
There were some optimistic
predictions that Congress would
quit by the end of this week
and some pessimistic ones that
adjournment is unlikely until in
early August. But the week end
of July 28 was considered the
best bet.
The big issues remaining to be
dealt with are:
Civil Rights: With the back
ing of nearly all Republicans
and Northern Democrats, the
measure is virtually certain to
pass the House. But most obser
vers believe it will be sidetrack
ed in the Senate, where it would
face a Southern filibuster.
Foreign Aid: The Senate plan
ned to take up this week a bill
providing S4,000,000,000 foreign
aid appropriations, but a floor
fight to trim it appeared likely.
The House already has approv
ed a $3,400,000,000 appropria
tion. A conference committee
probably will have to work out
a compromise figure.
Social Security: A bill lower
ing retirement ages for women
and disabled workers is sched
uled for Senate debate this week.
The House passed a similar bill
last year,
Housing: The Senate has pass
ed a housing bill continuing pres
ent housing programs and pro
viding for expanded public hous
ing. In the House, the measure
has bogged down in the Rules
committee in a fight over the
public housing features.
There are a number of other
bills slated for consideration in
one or both houses. Among these
is the administration measure to
raise postal rates. It has cleared
the House but may not get be
fore the Senate before adjourn
ment. Senate-approved bills await
ing House action include legis
lation authorizing government
construction of atomic power re
actors, a flood insurance pro
gram and liberalized insurance
program and liberalized pensions
for federal workers.

Possible Crash Cause
Portland, Me. (U.R) A
congressional investigator says
the crash of two airliners June
30 into Grand Canyon which
killed 128 persons may have re
sulted from "sightseeing."
Rep. Robert Hail (R-Me.), said
the pilots may have veered off
their prescribed course to give
passengers a view of the canyon.
"If this is what happened, and
it doesn't seem to me unlikely,
the passengers paid a very high
price for a few moments of scen-

called on Gov. Earl Long to veto
a bill, passed by the recent ses
sion of the Legislature, which
would prohibit Negro and white
athletes from competing with or
against each other in Louisiana.
