Hells Canyon Fight in Senate
Expected To Be Touch-and-Go
WATCH THAT TAPE
Mexico City (U.R) Irate
beauty contestants charged Mon
day that the judges "padded the
figures" when they reported that
Erna Baumann, Miss Mexico of
1956, is a "perfect 35." The con
testants said it was only a slip
of the judges' tape that made it
appear that the 18-year-old
blonde beauty, born in Mexico
of German parents, measures 35-21-35
from top to bottom. "Miss
Baumann's measurements are in
no way perfect," snapped one
embittered runner-up.

Republicans who are trying to
kill the bill concede that the is
sue may be decided by only a
vote or two, so closely divided
is the Senate on the question.
The outcome could even be
determined by timing more than
anything that is, who happens
to be out of town when the vote
is taken. Even the whereabouts
of President Eisenhower may af
fect the result, for at Gettys
burg he is largely removed from
the immediate scene of legisla
tive battle on Capitol Hill and
unlikely to be intervening per
sonally. If all the Senate Democrats
voted for the Hells Canyon bill,
it would be passed by at least
the 49-to-47 margin by which
they can outvote Senate Repub
licans. But despite the fact that
the Democratic leaders are mak
ing this a major party issue,
they can't count all their mem
bers in the fold, especially sev
eral from the Southern wing.
May Affect Campaigns
The Southerners are being
told with some emphasis by
their northern colleagues that
the outcome of this question may
affect tha result of the two hot
Senate election campaigns in

and Warren G. Magnuson are
defeated Democrats will prob
ably lose control of the Senate
and Southern Democrats who
now hold the chairmanships of
many committees will lose these
commanding positions of author
ity.
But It was not until the Re
publican National Committee an
nounced 10 days ago that Wash
ington Gov. Arthur B. Langlie,
Magnuson's challenger, was to
oe the iieynoter of the GOP con
vention that Southerners began
to realize how much the GOP
ic going to put into the effort
to boost Langlie and defeat Mag
nuson. And reportedly many
were converted to the Hells Can
yon cause for this political rea
son.
On the opposition side, the ad
ministration, which has backed
Idaho Power Co.'s venture in the
Snake River, is doing all it can
to stop the high dam bill. For
this reason most western Repub
licans are splitting away from
the usual bloc of bipartisan
western supporters of new fed
eral projects.
Sen. Arthur V. Watkins (R
Utah), who led the successful
campaign in Congress for the
$760 million federal Upper Colo
rado reclamation-power project,
is turning into a leader of the
opposition to Hells Canyon. Re
portedly, this is in payment of
his debt to the administration
for its help in putting the Upper
Colorado project through.
One western Republican, who
has yet to announce his decis
ion, has confided that some time
ago he was telephoned by Eisen
hower who personally asked him
to oppose the high dam bill.
This is the administration's big
gun, of course, and the fact that
Eisenhower has since fallen ill
and is now convalescing at Get
tysburg may reduce its imme
diate fire power . on wavering
Republicans.
Among these are the North
Dakota senators, Langer and
Young, who often vote-with the
Democrats on farm and resource
issues, particularly those involv
ing public power. It would prob
ably take as much party pres
sure to line them up against
Hells Canyon as it would to get
such Southerners as Sen. Harry
Byrd to vote for the bill.
The additional factor leading
to uncertainty is absenteeism. It
is the rarest of occasions that all
96 Senators are on hand for any
vote, no matter how vital. So
whether there will be more ab
sentee Democrats than Repub
licans or vice versa when the
roll is called may tip the bal
ance for or against the bill, de
spite all the carefully laid plans
of both sides in this titanic po
litical struggle in Congress.

'Temporarily' Split
Hollywood (U.R) Actress
Joanne Dru disclosed today she
and her husband, actor John Ire
land, have separated "tempor
arily" following their July
Fourth' quarrel at a gay Holly
wood barbecue party.
The pretty actress, divorced
wife of singer Dick Haymes, was
released from Cedars 'of Lebanon
hospital yesterday where she was
treated for a black eye and
broken nose. She said she and
the lanky actor separated in an
attempt "to work things out."
Miss Dru said she planned no
immediate divorce action but ad
mitted she had consulted her at
torney. She said she would re
main at home until fully recov
ered from injuries suffered in
an alleged auto accident. -
The . actress, mother of three
children by Haymes, claimed
the accident occurred when she
and Ireland were driving home
from the party at the home of
actor Mark Stevens. Her friends,
however, believed the Injuries
were" a result of the domestic
battle. . ; '
