District Warden Tells Duties;
Background of Forest Service
Curt Nesheim, district warden
of the southwest Oregon district
of the state department of for
estry, explained the functions
snd background of the state
forestry organization to the
Jackson County Chamber of
Commerce roundtable yesterday
noon at the Jackson hotel.
He said there are three for
estry departments in Medford
all working close together and
stemming from the government.
The first is the U.S. Forest
service, responsible to the de
partment of agriculture, and the
second is the Bureau of Land
Management, responsible to the
department of Interior, Nesheim
aid.
Responsible to Stais
The organization he is connect
ed with, the department of for
estry, is responsible to the state
of Oregon, he explained. Nes
heim added that the state de
partment of forestry is broken
down Into IS districts, each one
with a district warden directly
responsible to the state forester.
The state forester Is respon-
fible to the stale board of for
estry, who appoints him, and
they. In turn, are responsible
to the people, he explained.
Nesheim said the governor is
chairman of board of forestry.
The chief responsibility of the
board of forestry is fire control.
Districts Explained
Of th 15 districts under the
state forester, nine are associate
districts on a non-profit basis,
and the other six, Nesheim said,
are all directly responsible to
the state forester. On the state
level, he added, the board of
forestry protects about 500,000
acres in Josehpine county and
more than a million acres in
Jackson county.
Nesheim stated that the state
forester is responsible for pro
tection of public, private and
county lands. However, he said,
"if woodland owners want to
finance their own fire protection
they can if they meet with state
fire protection standards."
The southwest district protects
about 400,000 acres of BLM
lands, he said, and exchanges
services with the U.S. Forest
service on a acre for acre basis.
The department of forestry is
finance'd by land owners on a
so-much-per acre basis and by
taxpayers from the state general
fund, he said.
Many Men Needed
Manpower needed to protect
the district from fire, Nesheim
commented, consists of nine for
esters, 28 wardens, 15 lookouts,
37 crew men, six road and main
tenance men, nine cooks and five
clerks. Their principle job, he
explained, is to prevent and ex-
tingush fires.
Other services of the district
warden's office here include giv
ing assistance to land owners
who need help to get the most
production out of their land.
Usually the office is open five
days a week and eight hours a
day, but it will always open
up in case of an emergency, he
explained.

Three Seoul Awards
Prospect At a court of honor
held July 2 in Prospect, Explor
er Scout Walter Friday of troop
19, Prospect, son of Mr. and Mrs.
Michael Friday, now residing at
Copco, Calif., was presented the
Silver award.
This honor is the highest
rank earned and awarded in the
Explorer program. Cliff Hansen,
Scout executive of the Crater
Lake Area council, made the
presentation.
Last January 4, Walter receiv
ed his Eagle award and on April
29. he received a religious
achievement honor, the God and
Country award. This was pre
sented by the Rev.-R. L. Greene,
Prospect Episcopal church pas
tor. Walter is the only Scout in
Jackson county to receive all
three of these awards.
Beginning with July 1956,
monthly benefits as high as
$108.50, based on maximum
wages, will be paid under the
Social Security Act.

Swap Stories of
Unusual Events

orphan musk oxen that drink
themselves silly on water and
baby elephants being weaned
with the use of empty whiskey
bottles were told at a meeting of
the International Union of Direc
tors of Zoological Gardens.
Zoo directors from around the
world swapped stories about
some of the "delinquency" prob
lems they have experienced with
their animal wards.
Sven Anderson of the Copen
hagen zoo told one about Hans
and Trine, one of the very few
pairs of musk oxen in captivity.
The musk oxen of east Green
land were being wiped out in
1953 because of an unusually
severe winter. Two calves, a
male and female, left the herd
to seek food on their own. They
turned up at a meteorological
station where they were fed a
diet of bread, potatoes and beer.
The animals thrived and were
crated up and sent to the Copen
hagen zoo when summer ar
rived. Chimp Vandals
The musk oxen, Anderson
said, have n"o sense of their wat
er capacity, so the zoo had to
ration the liquid intake of Hans
and Trine.
From Ceylon came a story
about baby elephants being
trained to wean on empty whis
key bottles. Maj. A. N. Weinman
of the zoo at Behiwela, Ceylon
told it.
Because Ceylon elephants are
wrecking farm crops, the gov
ernment has given permission
for them to be shot. This leaves
a lot of baby elephants mother
less, and Weinman's zoo receives
about one a month. The ele
phants are so small they have to
be trained to feed on the bottle,
and Weinman uses an empty
whiskey bottle, held on the side
of an adult elephant and craftily
slipped into the baby's mouth
until it gets the idea.
Vandal chimps turned up in
the Chester, England, zoo and
their house had to be dis
mantled to make "honest citi
zens" of the apes. The chimps
would swing from beams at the
top of their home to the ground
and throw stones back up
through windows.
"We couldn't have that," di
rector G. S. Nottershead said.

Joins Forestry Staff
James G. Fisher recently
joined the southwest district
staff of the state forestry de
partment here as a technical as
sistant. He fills the post vacated by
John Bradish, who is now an
inspector.
Fisher, whose home was form
erly at Klamath Falls, was a
forestry graduate of Oregon
State college this spring. He
has worked for five seasons
