Initiative Petition
Portland (U.R) Three Port
landers Friday filed an initia
tive petition aimed at repealing
the voter passed city ordinance
restricting location of a multimillion-dollar
sports and recrea
tion center to the east side of the
Willamette river.
Jack Clenaghen, Ormond Bin-
ford, and Harry Glickman filed
the petition as individuals a few
moments before the deadline for
filing at the city auditor's office.
Voters in May passed by a nar
row margin a ballot measure that
would have required the center
to be built on the east side. The
measure also clouded the legal
authority to the exposition-recreation
center to act.
Clenaghen said that "In view
of the city attorney's opinion
that the east side limitation E-R
measure just passed by the vot
ers may be tied up in the courts
for the next several months or
years, we are filing an initiative
petition to repeal this controver
sial measure."
He added that if the city coun
cil should initiate its own meas
ure to clarify the E-R status, the
three - man petition would be
withdrawn.
Thornton Rules on
Teacher Control
Salem (U.R) Attorney Gen
eral Robert Y. Thornton ruled
Saturday that a public school
teacher has the right to control
misbehavior of pupils outside and
school hours provided the mis
conduct is detrimental to the
best interests of the school or
effects school discipline.
In an opinion requested by
Deschutes county District Attor
ney G. F. Rakestraw of Bend,
Thornton said:
"It seems clear that public
school districts in Oregon have
statutory authority to promul
gate rules and regulations for
the government of schools and
pupils as may be reasonably
necessary to maintain disci
pline." The law specifically provides
that the management, direction
and control of the school house
as a civic center shall be veted
in the district school board and
that such board may appoint a
special supervising officer to pre
serve order and protect school
property, Thornton concluded.
Hamley Resigns Job
On Supreme Court
Olympia (U.R) Chief Jus
tice Frederick G. Hamley re
signed Friday as a member of
the Washington State Supreme
Court.
Hamley, who had been chief
justice since January, 1956. will
be sworn in Monday in San Fran
cisco as a judge of the Ninth U.
S. Circuit Court of Appeals.
Judge Charles T. Donworth
took over as chief justice and will
serve until the new term begins
next Jan. 14. Judge Matthew W.
Hill then will be in line for the
top position.
Donworth, a former long-time
Seattle attorney, has served on
the high court since August,
1949.
A LONELY HONEYMOON

a reason why it would be incon
venient to start serving a 30-day
reckless driving sentence right
now. He's getting married July
14. Reflecting on how the bride
groom's confinement might con
fuse him between marriage and
a jail sentence, the judge said,
"All right, you can start serving
your sentence July 16 two days
after the wedding."

Riddle, 82, of Jacksonville, who
died Saturday, will be held in

Mrs. Riddle was. born in Ster
ling, Ore., March 23, 1874, the
daughter of Spencer and Mary
Gilson. She lived in the Ster
ling and Jacksonville areas all
her life.
Survivors include two sons,
Paul C. Jennings, Portland, and
Louie W. Jennings, Lakeview;
one brother, Harry Gilson, of
Santa Rosa, Calif.; two grand
children and two great grand
children. .

rence Luy, Aubrey Norris, Er
nest Mclntyre, Ray Coleman,
Oscar Lewis and Tom Dunning-ton.

Funeral services were held in
Redmond, Calif., last Monday for
Mrs. Lulu May Jackson, 73, who
died June 30 in Redmond.
Mrs. Jackson, whb made fre
quent visits in the Medford area,
was born Jan. 25, 1883, in Port
land and had lived in Redmond
for the past 22 years.
Survivors include three sons,
Harvey W. Jackson, Culver, Dav
id L. Jackson, Central Point;
and Edwin R. Jackson, Lewiston,
Idaho; two daughters, Mrs. Mar
garet Kelley, Yakima, Wash.,
and Mrs. Fred Baldwin, Central
Point; two brothers, James H.
Coffman, Ketchikan, Alaska and
B. H. Coffman, Terrebonne,
Ore.; two sisters, Mrs. Julia Wil
son, Troutdale, and Ola John
son, Portland; and eight grand
children, including Donald John
son, Central Point, now serving
with the Army in Massachusetts.
Johnson obtained leave to attend
his grandmother's funeral.
Interment was at the IOOF
cemetery at Madras.

Mr. McGraw was born Feb. 18,
1889, in Louisville, Ky. He en
listed in the Army Feb. 11, 1911,
and received his discharge Feb.
16, 1914. He reenlisted on Dec.
19, 1916. and was discharged on
March 13, 1919.
Survivors include two daugh
ters, Mrs. Nora Breuner, and
Phyllis, both of Portland; a son,
Robert Voge, Portland; six sist
ers, Georgia, Palacios, Texas;
Mrs. Carl Lovestedt, Twin Falls,

Body of Drowned Man
Found by Father
Horseshoe Bend. Idaho (U.R)
The body of Frank Tucker,
26, Caldwell, Ida., one of two
men drowned when their canvas
canoe overturned June 19 in
the Payette river, was found Fri
day by his father.
The discovery was made by
Frank L. Tucker Sr. Portland,
Ore., who came to Idaho to aid
in the search for his son.
Boise County Sheriff John
Williams, in whose jurisdiction
the accident occurred, reported
the discovery.
The younger Tucker and Hans
Hoss, 24, Nampa, Idaho, disap
peared when their boat over
turned as they attempted to
"shoot" some rapids in the riv
er above Banks. Hoss' body was
recovered a week later at a pow
er dam near here, some 16 miles
downstream from the accident.
