Ay ORDINANCE providing for the
construction of a wmury trunk
aewer to wrve and drain th South
east Med ford Sewer Area as herein
defined, and for the assessment of the
coal thereof on adjacent property to
be benefited thereby, determining the
area within which property shall he
benefited by said trunk sewer, pro
viding for a public hearing; and meet
ing of the Council thereon to consider
pretests against said improvement and
for the serving of the owners ol said
property with notice of said hearing.
THE CITY OF MEDFORD DOTH
ORDAIN AS FOLLOWS:
Section 1. That, for th purpose of
provide nr sanitary sewer service and
drainage for the property in the area
dscnoed In Section 2 hereof, it is
the intention of the Council to cause
a Sanitary Trunk Sewer to be con
structed along the courses and in the
location described in the plans and
specifications theretofore adopted by
the Council bv Ordinance No. 6457,
and now on file in the office of the
City Manager in the City Hall. Med
ford. Oregon, which plans and specifi
cations are identified by endorsement
thereon of the number of the ordin
ance adopting the same, and are
hereby incorporated herein, made a
part hereof, and referred to herein
for the course, location, details and
estimated cost of said sewer: and to
assess the cost of such improvement
upon each lot or parcel of real prop
erty adjacent thereto and benefited
thereby in proportion to the benefits
received by such lot or parcel as pro
vided by the Charter of the City of
Med ford.

Section 3. That the Council will
meet in the Council Chambers at the
City Hall, in Medford, Oregon, on the
3rd dav of July. 1956 at 7:30 P M-. at
which time and place the owners of
said property are hereby called upon
to appear before said Council and
show cause, if any, why said improve
ment should not be constructed, and
why said property should not be as
sessed for the construction thereof,
Section 4. That warrants for the
costs of the aforementioned improve
ment shall bear interest at four per
cent (4'Vt per annum and shali con
stitute general obligations of the City
of Medford. and the terms and condi
tions of said warrants shall be as pro
vided in Oregon Revised Statutes
287 502 to 287 510 inclusive.
Section 5 That the City Recorder
is hereby directed to serve notice
hereof upon the property owners
aforesaid by publishing this ordinance
once in a dally newpaper, printed,
published and of general circulation
in said city at least ten ilOi days be
fore the date of said meeting, and by
posting five copies of this ordinance
in five public and conspicuous places
in said city for a period of ten UO)

existing gymnasium building, which
will become the College Union Build
ing for Southern Oregon College of
Education at Ashland. Oregon. Sep

chanical Work
The basic bid Includes the com
plete remodeling of and two additions
to the existing gymnasium building.
It includes a completely new me
chanical and electrical installation
throughout. The structure fs composed
of concrete footings and exterior
walls, wood studding, glued laminated
and steel beams and wood floors.
Drawings, specifications and forms
of contract documents may be ob
tained by prime bidders only from
the office of R. J. Keeney. Architect,
210 Fluhrer Building. Medford. Ore
gon, upon a deposit of S50.00 per set.
Such deposit will be refunded upon
the return of the drawings, specifica
tions and forms of contract documents
in good condition by the actual bid
ders within two weeks after the open
ing of bids, but to non bidders only if
returned no later than one week prior
to bid opening.
The drawings, specifications and
forms of contract documents may be
examined at the Builders' Exchange in
Portland. Salem, and Eugene, and at
the office of the Architect.
All bidders must comply with the
laws of the State of Oregon relating
to the qualification of bidders. Chap
ter 279. Oregon Revised Statutes.
No bid will be considered unless
fully comple'ed in the manner pro
vided in the "Instructions to Bidders"
upon the bid form provided by the
Architect and accompanied by a cer
tified check or a bid bond executed
in favor of the State of Oregon and
the Oregon State Board of Higher
Education in an amount not less than
ten percent (10) of the total amount
of the bid, to be forfeited as fixed
and liquidated damages should the
bidder neglect or reiuse to enter into
a contract and provide suitable bond
for the faithtuf performance of the
work in the event the contract ' is
awarded to him.
The Oregon State Board of Hither
Education reserves the right to re
ject any or all bids and to waive all
informalities.
No bidder may withdraw his bid
after the hour set for the opening

Weighs 75 Pounds
Fred, who will be 13 on Oct.
6, stands only 4 feet 8 inches
high and weighs a scant 75
pounds. But the handsome, dark
haired youth packs a lot of
weight upstairs.
The first indication of his un
usual mental" abilities came
early. Fred was only three when
he told his father, a retired uni
versity professor, that he wanted
to learn to read. The boy picked
it up in no time and now he can
read French. German, and
Latin, in addition to English.
Safier Senior said his son
showed a "phenomenal reading
comprehension even then, and
his ability to understand has
amazed everyone who has ob
served him."
Young Fred, whose mother is
a medical social worker, didn't
start school until he was six,
but promptly proceeded to skip
the first, second, seventh, eighth
and ninth grades. He is the
youngest student ever to gradu
ate from the Drew school, where
he stands at the top of his class.
Fred's main forte is science
and he "dives into" related sub
jects with gusto. But he confides
he's "lazy" when it comes to
such things as history and civics.
"I don't work as hard as I
should in some courses," he ad
mits. Fred's father, a writer on
philosophical subjects and a
sometime poet, says the boy is
"no more industrious than others
his age."
"We have to keep after him
to study the things he doesn't
like," Safier Senior said. "If he
has to write an English composi
tion he'll put It off to the last
minute."
Fred is already ahead of his
future university classmates,
having completed his second
year of a college-level course
in calculus.
But despite his obvious scho
lastic talents, Fred insists he is
not a "bookworm."
He's a redhot chess fan, plays
tennis and baseball with the kids
in his block at Berkeley across
the bay, and even goes in for a
little restrained dancing at
school and parties.
"I'm also passionately Inter
ested in fencing and hope to take
it up in college," he says , "I
guess I've read too much of
'Cyrano de Bergerac'."
Fred has one thing tn com
mon with the other kids his age.
"I have two opinions of
school," he said, "the recesses
and vacations are too short."
