Libel Suit Brought
By Wallace Dismissed

al Judge F. Dickinson Letts
dismissed a $250,000 libel suit
brought against commentator
Drew Pearson by Lew Wallace,
a leading Democratic politician
in Oregon.
The judge agreed to permit
an attorney for Wallace to file
an amended complaint within 10
days. The attorney explained he
wanted to introduce additional
material and specify damage.
The suit was filod here in
February. It charged that Pear
son libeled the Oregon Demo
crat on Jan. 21 and 22 when he
reported Wallace had written a
letter to President Eisenhower
urging him to exert pressure to
ward getting a mining patent
for the McDonald family, own
ers of the Al Sarena claims.
Wallace denied writing such a
letter. His attorney argued that
the report that he did so am
ounted to a charge of "dishon
esty." Salem Budget Given
Committee Approval
Salem (U.R) A Saiem budget
of approximately $4,200,00 has
been approved by the city's
budget committee. The budget
would raise some policemen's
and firemen's salaries and levy
the entire $35,000 park tax.
City councilmen and other
citizens on the budget committee
had been undecided whether to
levy the entire $35,000 park tax
or only $20,000 of it
Public hearings on the budget
will be held before the city
council July 9.

Authority Transforms
Cauca Valley Into
Productive

more than half a century, the in
habitants of this richest part of
Colombia dreamed of a master
nlan that would transform Cau
ca Valley into the industrial and
agricultural heart of South
America. .
Today that plan is a reality.
Sparked by TVA's David E.
Lilienthal, backed by the Co
lombian government and en
couraged by the International
Bank of Reconstruction and De
velopment, the Cauca Valley
Authority has been formed and
is hard at work.
The basic problems are two
fold. First, complete utilization
of the region's hydroelectric po
tential; second, more productive
use of what Lilienthal has called
"the richest land In the world."
The Cauca Valley, 200 miles
long and lying in a north-south
direction parallel to the Pacific
Ocean, is flanked by two ranges
of the Andes. One of them holds
an estimated 20 billion tons of
precious coking coal. Mineral
reserves of the other range have
not yet been explored.
Dozens of swift flowing rivers
charge towards the Facific from
the slopes f the western range.
Through the broad, green val
ley flows the Cauca River.
Diverse Crops
Already, by Colombian stand
ards, the Cauca Valley is an in
dustrial and agricultural para
dise. Fifty tons of sugar cane per
acre is a high average for most
parts of the tropical world. But
some plantations in the Cauca
Valley produce over 200 tons per
acre. For topsoil in the valley,
washed from the Andean hills
over past centuries, goes down
by actual drilling test as far
as 90 feet!
The varying . altitudes of the
area 3,000 feet at valey level
to 10,000 feet in the mountains,
enable it to produce such diverse
crops as bananas and peaches,
grapes and cocoa, coffee and
pears.
Nearly a quarter of Colombia's
total wealth originates in the
Cauca Valley. It also holds 24
per cent of the nation's 14,000,
000 people.
Cali, which tripled its popula
tion to 400,000 in the past 10
years, is now the fastest growing
city in South America. A size
able section of U. S. corporate
business is represented here.
Some 250 Americans manage
these pharmaceutical, tire, tex
tile, cardboard container, food
products and other firms or con
duct business of their own.
But under the CVC plan, pres
ent manufacturing will be
dwarfed over the next 30 years.
Thirty hydroelectric and steam
generating plants will boost pres
sent power production to 660,
000 kilowatts. Flood control will
put an extra 200,000 acres of
black bottom land into crop pro
duction. New road systems will
give farmers quicker access to
markets. CVC machinery pools
and experiment stations will
help them modernize farm prac
tices and boost the valley's crop
value 500 per cent.

Already the first hydro plant
on the Pacific-flowing Calima
River is under construction. This
will supply 120,000 kilowatts to

1959.
Next year another dam- will
rise from the bed of the Cauca
River south of Cali. By 1962, it
will generate 60,000 kilowatts
and curb the yearly floods.
Also forming in the Cauca
Valley are 135,000 acres of
demonstration areas. Here CVC's
agricultural experts will seek to
prive to the valley's landowners
that scientific land use, involv
ing drainage and irrigation, can
pay dividends.

Takes Home-Farm Loan

borrower under the Oregon
state veterans' home and farm
loan program, Elmo M. Mills,
assistant director of the depart
ment of veterans' affairs, has
reported.
He was James W. Kika, a for
mer Air Force lieutenant, who
borrowed $9,000 to purchase a
new home in Portland.
