Dinner to Honor
Safety Patrol Group
. Members of the school safety
patrol will be honored guests
Friday at a 6:30 p.m. banquet in
the cafeteria of Hedrick Junior
High school.
Capt. Walter Lansing, traffic
safety director from the Secre
tary of State's office, will be
principal speaker.
Attending will be safety pa
trol members from Oak Grove,
St. Mary's, Washington, Lincoln,
Jackson, Jefferson and Roose
velt schools. Mayor Earl Miller
will present individual awards
to the safety patrolmen.
Sponsors of the banquet are
the Medford Safety council, Cra
ter and Medford Lions clubs, Ki
wanis club, Rotary . club, Elks
lodge and the Active club.
Master of ceremonies will be
Claude Haggard, safety engineer
for COPCO. Dinner music will
be presented by a string ensem
ble from Medford Senior High
school, under direction of John
Drysdale.
The banquet will be open to
the public and is scheduled to
conclude at 8:15 p.m. A charge
of $1.25 per plate will be made.
Driver Suffers Slight
Injury, Receives Citation
Jay Wilbur Shaffer, Medford
hotel, suffered a slight cut on
the top of his head and bruises
on his mouth and nose early
Monday morning when the car
he was operating struck a fire
hydrant on Riverside st. between
13th and Earhart sts., Medford
police said yesterday.
Shaffer was cited for failure
to leave information at the scene
of the accident and for driving
the wrong way on a one-way
street, police said.

The Medical Roundup
Should Parents Be Punished
For Children's Crimes?

sprees of slash-
ing tires,
breaking win
dows, and

tested that they could not do a
thing with the children and
perhaps they were right.
For some time people all over
have been wondering why par
ents should not be held as re
sponsible for the depredations of
their more-or-less criminal chil
dren as they are for the bites of
their notoriously vicious dog.
In one city, a boy of eight was
driving the neighborhood crazy
by stealing things and by beat
ing up children. All the boy's
mother did was to laugh! She
probably was well indoctrinated
with the modern idea that the
surest way in which to get a
fine manly son is to let him grow
up a hellion and a criminal.
In another city a man was
sent to jail for 6 months when,
one night, his 8-year-old boy
broke into a barber shop and
smashed everything. The im
portant point in this case was
that the father had ignored pre
vious warnings from a court to
keep his boy in at night. This
man, like so many parents to
day, thought nothing of letting
his children roam the streets
until midnight.
Inborn Delinquency
Knowing how much of juven
ile delinquency is inborn and
due to a bad nervous heredity,
and knowing how difficult it is
for parents who have to work in
a factory all day to look after
their children, and knowing how
many parents are not sane or
sensible, my hunch would have
been that the get-tough-with-par-ents
policy would not work. Cer
tainly, no parent should be sent
to jail for the crimes of a psycho
pathic delinquent, because such
delinquents usually cannot be
taught to behave; they cannot
learn, and they never will re
form. Actually, Mr. and Mrs. Rob
bins found that where the plan
of punishing parents has been
well tried out, it has failed. One
great difficulty should have been
obvious to the advocates of the
law. To jail a wage-earning
father for six months means fi
nancial ruin to the family. Also,
with the father in jail, the city
must support the mother and the
children. Worse yet, it means
that the parents and the child
will get to hate each other. The
father may beat his son so cruel
ly that the boy will run away
from .home and will later have
to be sent to a reform school.
Probably Resembled Father
Mr. and Mrs. Robbins tell of
the stupidity of a court that sent
to jail a young woman who, two
years before, had been deserted
by her husband. As so often hap
pens in families, she had two
sweet, good, easily - controlled
children children who never
caused her any trouble, and one
boy of 10 who was criminal and
uncontrollable. Probably, he was
a chip off the old block, re
sembling his irresponsible fath
er. How stupid and wrong it was
to blame the poor woman for
having such, a son, or for being
unable to look after him while,
perhaps, she worked all day to
support herself and the chil
dren! As wise probation officers say,
there is some sense in haling

some parents into court for a
chat with a sensible judge. Some
are partly responsible for their
children's misdeeds; and what is
so common today, many do not
seem to care what their offspring
do. No one has sympathy for
parents who, while night-club
bing, leave their children to
roam the streets.
We cannot hope to treat all
troublesome children the same
way. Some delinquent boys may
be just mischievous, poorly
brought up, or temporarily led
astray by a gang. They can be
helped. But other boys were born
so psychotic that they will be
criminal all their days. Many
cannot be helped.
Won't Solve Problems
We in America never will
solve the tremendous problems
of criminality until we discard
our ancient idea that the crimi
nal must be punished. First, we
must substitute for this the idea
that society must Be protected
from his very costly and prob
ably life -long depredations.
Next, we must drop our insane
idea that a thief's period of in
carceration should depend only
on the amount of money stolen,
or perhaps, in inverse propor
tion, the amount of political in
fluence he has.
Some day, instead of wring
ing our hands in futile distress,
let us set up camps in which
chronic minor offenders will be
protected as long as need be
from their- own weaknesses. Ifi
such a camp there will be no
idea of protecting both the ab
normal individual and society.
Life will be mads as comfortable
and happy as possible for the
internees. They will have work
to do which will contribute to

es playing Bridey from a little
girl up.
I regressed back to Cleopatra,
or possibly Lady Godiva, and
hastened to Paramount to watch
the picture in action. Director
Noel Langley was working on a
scene depicting Bridey as a 15-year-old
in Ireland.
