of New York,
in which men
have grappled
at last with
the disgrace

off on the plea that, for a few
minutes, he was insane. Three
experts for the prosecution i say
he was sane, while the three
for the defense say he was in
sane. Through the years many
good lawyers and good physi
cians have become distressed
over this sort of thing. In 1917,
Dr. John Oliver showed in the
courts of Baltimore how easily
this scandal could be cleared
up with great satisfaction to
everyone, but so far as I know,

American Tourists
To Exceed Last Year

more than Sl.000.000.000 in for-
eign countries last year ana
this year they will exceed it by
10 to 15 per cent.
That's the. word from travel
experts in Washington who base
their estimates in part on the
fact that applications for pass
ports so far this year are run
ning 13.3 per cent over the same
period in 1955. 1
One reason for this increase
in Americans abroad is that for
eign countries have successfully
engaged in a promotion cam
paign to lengthen the vacation
season so that it includes not
only the summer months but. ex
tends from mid-May to mid
October. Spreading Out
Another feature is that U.S.
travelers this year will range
over a wider geographical area
than previously. Officials say
that not even the relatively
acute political crisis in the Mid
dle East has discouraged travel
ers to that area.
Americans are looking with
sharpened interest to inexpen
sive Spain and to Austria and
some tours are planned . to So
viet Russia. Western Germany
is making its biggest bid since
the war for the tourist trade.
Nevertheless, France and
particularly Paris will prob
ably still hold first spot in Euro
pean popularity with the British
Isles and Italy about equal for
second place and Switzerland
next.
Others Trying
The tremendous dollar flow
that European countries have
found in tourist trade has in
spired other areas to emulate
them. American countries re
cently participated in an inter
American travel congress at San
Jose, Costa Rica, and adopted
the most elaborate program in
history.
Pacific and African countries
also are stepping up efforts to
attract tourists.

GM Lays Off 1,800

unemployed stood at an esti
mated 191,800 Saturday with
the layoff of 1,800 production
workers by the General Motors
Corp.
The workers were laid off at
GM's Fisher body and Pontiac
divisions Friday.

the work force slash was due to
a readjustment of production

Since 1952, in New York City,
an effort has been made to rely
for medical opinion on a panel
of unquestionably expert men
who do not have to depend for
their remuneration on either the
prosecution or the defense. This
is an important point. In some
courts the same sort of medical
panel has been set up to help the
judge and jury appraise the
amount of injury sustained by
a plaintiff in an accident. As a
result, such trials have become
much more dignified affairs with
less hysteria and more good
sense. With the wrangling elim
inated, the trials have been much
shortened, which is good in
these days when courts often
are years behind on their work.
Influence in Court
In the new report from New
York, the experiment is evalu
ated by my good friend, Dr. I,
S. Wright. He showed that in
many cases, with the new meth
od, an impartial expert had great
influence in court because he
j issued in the first quarter of this
year, 95,813 were for pleasure
travel.
The majority of travelers to
Europe this year will be by air,
as in 1955 when air travelers
exceeded ship travelers for the
first time.

to understand the technical as
pects of the problem. Often the
expert found the two parties
to the suit remarkably co-operative
and honest in their deal
ings with him. Perhaps they
knew that they could not fool
him as they could fool 12 lay
men who had no technical knowl
edge of the matter. The doctors
were much pleased with the new
method if only because it did
not waste their time with silly
wrangling.
It is sad that we human beings
have had to learn so slowly what
should have been obvious from
