Three Issues
Debated
By League
Chicago U.R) The League of
Women Voters tried today to de
cide which one of three issues
should be dropped from its ac
tion program for the next two
years.
The issues which came under
debate at the league convention
are the federal loyalty-security
program, water conservation and
economic aid to underdeveloped
countries.
The convention is trying to
limit the program of which the
league will concentrate its work.
A number of member leagues
have asked that the program be
restricted to two subjects.
Mrs. Hewitt Joyce Jr. of West
ern Springs, 111., spoke in favor
of continuing work on the fed
eral loyalty security program
yesterday.
"There is nothing certain
groups would like better than to
see us discontinue this program,
she said.
Foreign Economic Aid
Mrs. Donald Kennett of St.
Louis urged adoption of the issue
involving foreign economic aid.
She said United States economic
policies are "outdated to a large
extent due to recent shifts . in
Soviet cold war strategy."
Mrs. Murrel Loring of Los An
geles said "we have talked a lot
about aid to other countries. It
seems to me we have foreottpn
we have a few underdeveloped
areas in our own country."
Mrs. W. E. Stevens of Laramie,
Wyo.. said the water conserva
tion program was "highly emo
tional" and "someone like the
league should make a study and
present unbiased information on
it."
"Water in the West has been
an emotional question ever since
men with guns guarded water
holes," Mrs. Stevens said. -
She said water is tied nn with
other major Droblems. Part of
the farmer's "plight," she said.

Water Problem Confused"

Calif., said "the nation is in a
state of utter confusion" about
the whole problem of water re
sources, and the league should
take the lead m studying it.

international aspects. In the Pa
cific Northwest, she said, con
trol of water resources in some
instances is shared by the United
States and Canada.
Opponents of the water pro
posal argued it should be
handled on a regional basis.
