MRS. R. J. T. I have been
a widow for many years and
have struggled hard to raise my
children and give them a decent
start in life. Now, my oldest
boy tells me that he is ready
to marry. He Is 24, and I have
no objections to his marrying.
The girl he has chosen however,
comes from a poor family, yet
has not been trained to work. I
am afraid that in such a mar
riage, one misfortunte would
make things hopeless for the
whole family.
I have always hoped that my
children would marry well, so
if death or serious illness should
strike, there would be some re
serve to keep the family to
gether in decent style.
I could overlook the fact that
Tom's girl comes from a poor
family if she had been trained
at some skilled trade or pro
fession so that, in the event of
misfortune, she might not be as
helpless as I was when my hus
band died. I have since become
a saleswoman, but the first few
years when I was qualified for
nothing, was horrible.
TOM I do not see why Moth
er should assume I will not be
able to provide well for my
family. I have been out of the
army a few years, but I feel I
am on the way up in my com
pany. I am earning enough now
to provide a decent home. I
have an officer's rank in the
Reserves, welfare protection
with my company and a little
money in the bank. If I should
die, I feel that Jenny would be
provided for at least for a few
years, so she could train her
self for the future.
My mother wants me to give
up Jenny, whom I love very
much, and go shopping for a
girl who offers better terms.
I cannot control my emotions
so cold-bloodedly, and I think
that my mother is trying to put
me back in the Middle Aages
with her mercenary attitude
towards marriage.
THE COUNCIL: Tom fails to
acknowledge that his mother
makes a good deal of sense. He
would have a much easier time
getting her to understand him if
he made a better effort to under
stand her.
She is being not at all "Mid
dle Ages" in her point of view
when she wants her son to look
ahead to the dangers of life. On
the contrary, she is very much
up-to-date.
This age, far more than than
the pre-war age, is one that re
quires women to have the ca
pacity for economic self-sufficiency.

Successors Lauded

ern successors to the famed Mc
Guffey Reader of a century ago
can be just as useful in instilling
proper moral values in the
younger grammar school set,
and they also can aid in proper
presentation of the American
way of life, according to a text
book authority.
L. L. Bruggeman, a leading
expert on foreign school systems
and head of the international
department of the American
Book Co., returned recently
from inspecting school systems
in Europe and the Far East im
pressed with the need for offset
ting Communist propaganda that
distorts American life and edu
cation. "The Communists are con
stantly trying to depict the Unit
ed States as a nation of crime
and gangsterism, without mor
als or standards, where even the
education of children takes
yigce in a blackboard jungle at
mosphere of violence and ter
ror," he said.
He cited the new Golden Rule
Series of readers as one type de
signed to "stress character build
ing and the basic principles of
morality" and thus give "the best
possible answer to these cunning
slurs."
Bruggeman added that the
readers also aid the cause of in
dividual freedom and democracy
throughout the world by their
use of the most advanced Ameri
can elementary teaching tech
niques. These techniques, he explain
ed, use the child's own initiative
and individuality rather than
the unquestioned authority of
the teacher to teach the basic
moral, spiritual and human re
lations values.

ultimate survival on a citizenry
educated to assume the respon
sibilities of and actively par
ticipate in the democratic
way of life on an individual
basis.

help a chronically sick husband
or support children as a widow.
Tom should, therefore, con
cede to his mother that her con
cerns are well-founded. Once he
grants that, his mother may give
more weight to his arguments for
marrying Jenny. He does ap
pear to have good prospects, and
perhaps Jenny can further reas
sure their future by mapping
some program of training for
herself.
Tom, instead of resenting his
mother as being "old-fashioned,"
should attempt to persuade her
that he is not being extremely
rash in making this love mar

AN ORDINANCE declaring the

water main on Stevens Street from

Street, 250 feet South of the City of
Medford, Oregon, and directing the
Recorder to enter a statement there
of in the Docket of City Liens and
publish a notice thereof as required
by the Charter.
THE CITY OF MEDFORD DOTH
ORDAIN AS FOLLOWS:
Section 1. Whereas the City Council
did heretofore by Resolution declare
its intention to lay an eight (8) inch
water main on Stevens Street from
Oregon Terrace to Crater Lake Avenue
and four (4) inch water mains on Mae,
Marie. Effie, Bessie and Pearl Streets
from Saling Avenue to Stevens .Street
and a six (6) inch water main on Mary
Street from Stevens Street, 250 feet
South, in the City of Medford, Ore
gon, and to assess the cost thereof on
the property fronting on said portion
of said streets in proportion to the
frontage of said property, and did fix
a time and place for hearing protests
against the laying of said water main
on said streets and the assessment of
the cost thereof as aforesaid.
And Whereas said Resolution was
duly posted and published as re
quired by Section 116 of the Charter
of said City.
And Whereas a meeting of the
Council was held at the time and
place fixed in said Resolution for the
purpose of considering any such pro
tests but no protests were at such
time made to or received by the
Council to the laying of said water
main or the assessing of the cost there
of as aforesaid, and said Council, hav
ing considered the matter and deem
ing that said water main was and is
of material benefit to said City, and
that all property to be assessed there
for will be benefited to the extent of
the probable amount of the respective
assessments to be levied against said
Jroperty, did order said water main
aid.
And Whereas a summary of the
cost of the said water main is as fol

description of each piece or parcel of
land below and that each such piece
or parcel is benefited By the laying
of said water main to the full extent
of the amount so set opposite the de
scription of such piece or parcel and
that the respective amounts repre
sent the proportionate benefits of said
water main to said respective parcels
of property and also the proportional
frontage thereof on said portion of
said streets, and the Council does
hereby declare each of the parcels of
property in the City of Medford as
described below to be assessed and
each of the same hereby is assessed
the amount set opposite each respec
tive description for the cost of laying
said water main.
