Duhaime To Speak
On Limited Access
At HRB Meeting
William E. Duhaime, Medford
attorney, will speak at a meet
ing of' the Highway Research
board in Washington, D.C. Jan.
19 on "Limiting Access to High
ways." The board meeting from Jan.
16 to 20 is expected to be at
tended by 1,000 to 1,500 high
way experts, and will review
various types of research relat
ing to highways.
One section will be devoted
to a thorough study of the legal
aspects of improving highways.
Duhaime's speech will deal with
legal problems involved in con
struction of limited access super
highways or freeways.
Cost of Access Righti
The cost of purchasing access
rights, or avoiding them in oth
er ways, 'is often prohibitive,
Duhame said, and he will report
to the board on the legal extent
to which access may be sup
pressed or controlled by state
police power.
An article written by Du
haime on the subject of limiting
access to highways was recently
published in the Oregon Law
Review, and it was on the basis
of that he was selected to speak
at the board meetings.

Two Reds Arrested
In American Zone
Berline (U.5) Two Commu
nistic police tommygunners who
invaded the U.S. sector Friday
night "to buy cigarettes" were
arrested at pistol point half a
mile inside the border, it was
reported today.
One of the Reds turned his
tommygun on the German pa
trolmen who made the arrest,
but a western policeman knock
it out of his hand . before he
could fire. The prisoners were
taken to a police station for
questioning.
It was the second "border
incident" in less than 24 hours
in Soviet-surrounded Berlin.
Early yesterday, Communist
police fired "warning shots" at
British troops sent to retrieve
a jeep wrecked on the sector
boundary.
The Red radio said the trigger
happy Communists were only
trying "to summon the duty
officer."
Blizzard Lashes
Northern Japan
Tokyo (U.R) A blizzard lash
ed northern Japan and surround
ing seas for the second consecu
tive day Saturday. Police report
ed one fisherman drowned and
at least 30 others missing.
Reports from Hokkaido said
several cod fishing boats cap
sized in the storm-whipped seas
off the northernmost Japanese
island. Little hope was held that
any of the missing fishermen
could have survived.
PROPOSED ANNEXATION The above map shows the two
areas in which elections will be held tomorrow southeast of
Medford. The larger area extends from the southwest corner
of Fpothill and Hillcrest rds. south, and then east to the north
west corner of Murphy rd. It is located on the west side and
extends south on Murphy rd. to include the proposed Rogue
Valley Memorial hospital site at the corner of Barnett and
Murphy rds. The boundary then extends along the south edge
of Barnett rd. a short 'distance east of Murphy rd. intersec
tion. The proposed boundary then follows property lines

south around Barneburg hill, and includes the extensive
Mont Crest subdivision development and Rogue Manor Re-'
tirement home. It extends north along the east side of Ellen
dale dr. to a point 300 feet south of Barnett rd. The proposed
boundary extends from there west to Bear creek, the center
of which it follows to the present city limits. The smaller area,
just north of Verde Hills, is a three and a half block area
which presently is surrounded by property within the city in
Siskiyou Heights extension.
Many Threats Made
By Would-Be Bandit
Chicago (U.R) A would-be
bandit hurled all kinds of threats
at dashier Ruth Schroeder, 36,
Friday but none of them bother-
ered her.
"I'll shoot through the plate
glass," the gunman said to Miss
Schroeder, cashier of a currency
exchange. She ignored him.
"I'll shoot this customer," he
said, pointing ' at a man, Miss
Schroder calmly pressed an
alarm button
"I'll toss a bomb at this joint,"
the bandit shouted as he fled.

Auto Industry Lays
Off 14,000 Workers
Detroit (U.-fi) The auto in
dustry's "big three" in a move
to maintain the balance between
production and demand, has giv
en layoff notices to 14,000 work
ers, half of them in the Detroit
area. ' '
General Motors Corp. said Fri
day, 3,900 workers in plans out
side Michigan would be laid off
immediately. At the same time
officals of Chrysler Corp. said
1,900 hourly rated employes at
its Dodge plant here would be
laid off beginning Tuesday.
Previous layoffs by Ford Mot
or Co. and Chrysler including
7,000 in the Detroit area, brings
the total number of workers af
fected in the three companies to
14,000.
In each case the layoffs were
accompanied by elimination of
overtime operations. t
Non-Communist
Polish Ship Sails
New York (U.R) The first
non-Communist Polish merchant
ship to sail in nearly 10 years
leaves New York Saturday for
Genoa, Italy, on it maiden voy
age. The ship named the "Wolna
Pokla," or Free Poland, lis man
ned by Polish seamen who fled
from behind the Iron ' Curtain.
It is to sail under the Iberian
flag and will operate for the
time being as a tramp steamer
without regular ports of call.
Captain of the ship is Jan
Cwiklinsky, who 'dramatically
renounced command of the Com
munist Polish liner Batory in
1954 to seek asylum in the West,
Lawyers Retained For
Dixon-Yates Case
Washington-OJ.R) Attorney
General Herbert Brownell Jr.,
has named three Democratic
Justice Department lawyers to
represent the government in a
$3,000,000 suit filed by the Dixon-Yates
power combine.
The attorneys, all holdovers
from previous Democratic ad
ministrations, are S. R. Gamer,
chief of the department's claims
section; John B. Miller, assist
ant chief, and Kendell M.
Barnes of the civil division.
The Mississippi Valley Gen
erating Company, which was
set up by Dixon-Yates to build
and operate a controversial pow
er plant at West Memphis, Ark.,
filed the damage suit, after the
contract was cancelled.
Hospital Floor Falls
In During Inspection
Manila (U.R) President Ra
mon Magsaysay escaped injury
Friday when a wooden flooring
collapsed beneath him during
a surprise inspection of the old
San Iazarb Hospital here.
The incident drew -a sharp re
buke from fhe President for the
engineer managing the hospital.
Magsaysay paid a visit to the
new $1,025,000 North General
Hospital inside the hospital com
pound Friday. He "dropped in"
at the old hospital to inquire
into the services afforded in
digent patients with contagious
diseases.

Officers Reelected
To Local Association
Mrs. Wyles Berry was reelect
ed president of the Jackson
County Motor Court and Trailer
association at a recent meeting.
Others reelected included O. L.
Williams, vice president, and
Wally Sterling, secretary-treasurer
The group discussed the new
highway roadside sign law,
which provides for roadside sign
taxes for the first time this
year. The group also voted to
support the Izaak Walton league
for screening turbines at Savage
Rapids dam to protect fish.
Plans for the next meeting al
so were discussed. Wayne Dailey
will report on a law governing
innkeepers at the February
meeting.
APPEAL JUDGMENT
Ashland Attorneys for Lottie
and Sarah Beswick have filed
an appeal with the Oregon
Supreme court on a slander
judgement obtained by Mrs.
Barbeara Phelan last fall in
Jackson county circuit court.
Mrs. Phelan' was awarded judg
ment of $5,000 against each of
the women.
March Off Dimes TV
Auction Scheduled
A March of Dimes television J
auction, with many valuable
items to be offered, will be pre
sented over station KBES-TV
Wednesday, Jan. 25, starting at
9:30 p.m.
The auction is being sponsor
ed by the Crater Lions club and
all money received will be con
tributed to the March of Dimes.
The station is donating time and
items to be sold have been giv
en without cost by valley mer
chants. .
Set Goal
Lon Skinner, chairman of the
event, said the club has set a
goal of $5,000 to be turned over
to the fight against polio from
the telethon. The program will
remain on the air yntil all items
are sold "even, if it takes all
night," Skinner said.

to be auctioned are $5 worth of
groceries every week for a year
from Homer and Roy's Central
Market; a Westinghouse electric
dryer from Trowbridge and

have a postponed business meet

be sued for breach of promise.

about rural fire protection. This
