his drive for the presidency to
day, jumping in to attack Eisen
hower administration policies al
most as soon as they are an
nounced. His latest blast was directed
at President Eisenhower's farm
program. The program was given
to Congress Monday and Ste
venson charged Tuesday night
that it amounts to election year"
wooing of the farmers.
It was Steverfson's second di
rect attack on Mr. Eisenhower
in three days. On Sunday, he

Air Force Launches
New Type Balloon
Los Angeles U.R) The Air
Force has announced that a new
ly designed meteorological bal
loon, big as a two-story house,
was launched last Sunday in the
continuing study of the causes
of recent severe storms in the
United States.
The giant plastic balloon
'which towers upward some 50
feet from its "tail" of meteorol
ogical instruments to its dome
flies at altitudes above 30,000
feet and is no danger to commer
cial airline traffic which is con
fined to altitudes below that,
the Air Force said.
The first of these new designs
was set loose by the Air Force
at Vernalis, Calif., 20 miles west
of Modesto. The Air Force me
teorological study has been dub
bed "Moby Dick."
Air Force scientists hope that
the information obtained may
help explain, for instance, why
the 1955 hurricane paths shifted
off their normal courses to bring
disaster to the eastern seaboard,
and the causes of dust storms
and gale winds that damaged
Midwestern crops.

The quickened tempo of Ste
venson's campaign for the Demo
cratic presidential nomination
also took the form of an an
nouncement that he will go to
Minnesota Tuesday to lay the
groundwork for a possible pri
mary victory.
Stevenson will file his name
personally in St. Paul for the
state's March 20 primary, one of
five he plans to enter. The for
mer Illinois governor will also
file a slate of 57 Stevenson-
pledged delegates, including Min
nesota Sen. Hubert Humphrey
and Gov. Orville Freeman.
In his statement Tuesday
night, Stevenson said "the Presi
dent's farm message is recogni
tion, at last, that the farmer
needs help at least in an elec
tion year!"
But he charged that all the ad
ministration proposals were orig
inally offered by Democrats and
added , that there is "serious
doubt" that they will be of im
mediate help to the farmers.
"The administration has had
to reverse its field," Stevenson,
said, since "only a few months
ago the Department of Agricul
ture was opposing the soil bank
proposal which is the major ele
ment of the new program."
He charged "the administra
tion still appears to be worrying
more about the farm surplus
than the farmer."
But he added he is sure Demo
crats in Congress will support
"any parts of the program which
promise real relief to our farm
families."
Plans To Transfer
Brazil Capital Made

to transfer Brazil's capital from
Rio de Janeiro to the central
highlands are well along, the
Transfer Commission's president
reported Tuesday night.
Marshal Jose Pessoa said that
expropriation of the 400-square-mile
site has been completed and
a two-mile-long landing strip
has been laid out. The next step
is the laying out of streets and
sewers.
The new city, modelled after
Washington, '' is located on the
so-called Formosa, central pla
teau. It is one mile above .sea
level, assuring cool temperature
throughout the year.

agreed to provide three attend
ants at the showings and allow
volunteers to handle extra large
crowds.
The films are being shown at
Benson high school to benefit a
Presbyterian church fund. The
Portland Central Labor Council
Monday night declared the show
ings unfair because all volunteer
ushers, ticket takers and cashiers
were used.
After the agreement to hire
three union attendants, labor
officials cleared Bond of the un
fair charge and urged union
members to attend the shows.

Commitment Sought
For Child Strangler
Portland (U.R) An attorney
for Mrs. Naidell Filsinger said
today a petition was in the hands 1
of the probate court seeking
state hospital commitment of the
32-year-old admitted strangler of
her 16-month-old son.
Attorney Thomas Ryan was
granted another week's post
ponement of a preliminary hear
ing after .advising Municipal
Judge John J. Murchison of the
petition. The probate court hear
ing was tentatively set for to
day. Mrs. Filsinger was charged
with murder following the death
of her son, Donald Steven, who
