troduced engineering methods
into lumber manufacturing and
modern merchandising into lum
ber selling brought benefits to
the rank and file of the lumber
trade from 1900 onwards.
Lumbermen with vision were
also the prime movers in the or
ganization of lumber trade as
sociations on both the manu
facturing and the retail side and
in which the smallest business
men in the trade could find
voice.
These associations gave strong
service in the coordination of
industry units with the govern
ment agencies as early as World
War I. They served the same
way after the war, when the
then Secretary of Commerce
Herbert Hoover started his pro
ject of standards for major
American products.
The lumber industry had by
then come a long way in setting
up its own American lumber
standards so that dealers, speci
fiers and consumers would have
nationally accepted yardsticks
for use in evaluating the many
lumber species, particularly in
the midwest and eastern mar
kets. Mr. Hoover's over-all stand
ardization program covered,; of
course, all sorts of materials and
patterns outside lumber. There
were axes, for example. The
patterns long used by ax manu
facturers were reduced by half
in number. Hundreds of simi
lar efforts combined to make the
whole Herculean labor of pro
duct standards one of the great-

standards continued to a point
at World War II which promised
that every piece of lumber sold
to the American consumer
should bear a grademark stamp.
The war called a halt to lumber
grademarking. Now it is in re
storation. -
Today the grading bureaus of
the regional lumber manufact
uring industries hold first im
portance among all the organi
zations of the lumber trade."
These bureaus are in fact the
only organizations within the
trade that are regarded as indis
pensable by every lumberman.
The published '"Grading
Rules" of the West Coast Lum
bermen's Association, the West
ern Pine Association, the South
ern Pine Association and the 15
other regional members of the
National Lumber Manufacturers
Association, are the sales cata
logs of these regional lumber
manufacturing organizations.
From any one of the regional
books of lumber grading rules,
buyers as . widely separated as
Bar " Harbor, Miami and San
Diego may order identical items j
and grades from three widely
separated sawmills in a given
lumber producing region, and
they will receive essentially the
same material from all three
sources of supply.
New Lumber Grades ...
The lumber industry's work
in World War II supply was fea
tured by the most complex and
difficult specifications. Aircraft
lumber, for example, had to pass j
rigid inspections and exacting
tests from sawmill to place of
use. So did pontoon stock.
. The West Coast lumber in
dustry was able to meet such
technical demands because of
the great growth of the lumber
trade in merchandising through
standardization grades, highly
developed grade inspection ser
vice, and through advanced tim
ber engineering progress. These
ways of progress are being per
sistently improved.
Grade standards are basic in
all lumber transactions. Grades
are the vital mechanism of the
modern lumber business. Lum
ber, grade standards are as es
sential to peacetime construction
as they were to the war effort.
These standards are being stud
ied and tested as never before.
Herbert Hoover's early efforts
remain a vital 'source of all this
growth and change for the bet
