Vinson Iniroduces
Measure To Force
Competitive Bids
Vshington U.R) Rep. Carl
Vinson (D-Ga.) introduced legis
lation yesterday to curb what
he termed the administration's
"shocking" practice of letting de
fense contracts without competi
tive bids.
Vinson, chairman of the House
Armed Services Committee, said
the Pentagon has wasted billions
of dollars by using secret, nego
tiated contracts.
Under present law, competi
tive bidding on government con
tracts may be waived in 17 in
stances, including a national
emergency declared by the Pres
ident. Vinson' bill would per
mit the Pentagon to avoid com
petitive bids during a national
emergency declared only by Con
gress. His bill would, however
continue the other exception?.
Basis for Skip
Vinson'said the administration
mostly has been using former
President Truman's 1950 nation
al emergency proclamation as
its basis for skipping competitive
bids. He said his bill was aimed

As We Live
By ELIZABETH HU.1LOCK. PH.D.
Young Husband Should
Welcome In-Law Help
When a man loves his wife,
he is willing to do anything he
can to make her happy.
(Q) "I am 20, my wife is 18,
and we have a ihree-month-old
baby. For about two months, my
mother-in-law hat been mierier-
ing in our busi
ness and now
1 my wife has
4 taken the baby
. i
ana nas gona
to live with
her mother,
Her mother
lives in an
other state and
my wife insists
Dr. Huriock that I come
there so she can be near her
mother.
"I asked my wife if she loved
me and she said she did but
she won't come back lo live
here. I love my wife and baby
very much and I don't want to
be away from them but if I go
there her mother will be inter
fering in our affairs. So what
shall I do?" R.B.
(A) As you are still very
young, you are doubtless not
well enough established in any
job that you could not get an
equally good job in the commun
ity where your wife lives, if your
in-laws are willing to to help you
locate a job. Give this a try and
see how it works out.
Your wife is still a child her
self and doubtless feels incapable
of managing a home and taking
care of a baby without the . help
and advice of her mother. Your
mother-in-law can be a great
help to your wife and you if
you are willing to let her help
without resenting what you con
sider to bher "interference
in your affairs.
Tako Firm Stand
You can see that she does
not try to run your lives by tak
ing a firm stand in matters that
affect you and your wife. How
ever, you ase expecting too much
of an 18-year-old girl when you
expect her to play the role of a
grown woman, assuming the
duties and responsibilities of a
wife and mother.
Living close enough to your
mother-in-law that she can help
your wife to learn to play this
adult role may solve many of
the problems that are sure to
arise as your baby becomes old
er and makes more demands on
you and your wife. Then you
should be, glad to have the help
and advice of an older and more
experienced woman who can
help you solve these problems
before they become so serious
that they lead you to the divorce
courts.

What are the dangerous years
of marriage? That is, in what
period of a marriage is serious
domestic dissension most likely
to occur? Research indicates
it is the period between the
eighth and 15th years. It is dur
ing that period that nearly 50
per cent of divorces and separ
ations take place. A wide var
iety of reasons have been ad
vanced for this situation. The
major cause seems to be that
after eight years of marriage,
husbands grow restless, long for
more liberty and are harder to
hold. For the wives, after eight
years, boredom begins to set in.

Big Truck Runs Wild;
Three Persons Killed
Castaic, Calif. (U.R) Offi
cers said today it was a miracle
that not more than three per
sons were killed when a huge
truck-trailer streaked out of con
trol down a grade in heavy holi
day traffic and smashed into
three cars.
The .truck, loaded with an es
timated 72,000 pounds of lumber
and with its air brakes gone,
dodged most of the traffic while
bolting down a five-mile grade
on the Ridge Route Monday
with its horn blasting. But event
ually, it slammed into the cars.
One of the cars caught fire and
burned.
The dead were identified as
Leonard Leroy Slee, 47, of SyL
mar, Calif.; Charles Lawrence
Hoffman, 43, of Glendale, Calif.;
and William John Thomas, 40, of
Los Angeles.
California Highway Patrol of
ficers said the truck possibly hit
100 miles an hour down the U. S.
Highway 99 grade. When it
plowed into the cars, the ' cab
tore away from the truck's
trailer and raced another four
miles downhill before rolling to
a stop. Lumber was strewn along
the highway.
About 108 miles of cable must
be laid for every 100 miles of
actual distance for under the
ocean service to provid. for the
necessary slack. '

Two Girls Perish
In Lane County Fire
Eugene U.R) Two small
girls burned to dath Monday
night in the flames of a cabin on
Deadwood mountain near the
Lane-Lincoln county line.
Rosa Elaine Martin, 2, and
Stella Mae Martin, 4, daughters
of Robert Milo Martin, 30, were
in bed when the flames con
sumed the small remote cabin.
Martin told the Lane county
sheriff's office that he had just
put the two girls to bed and gone
to the neighbors to give them
money to buy groceries for him
and his family. He said he had
been gone about one-half hour
and when he returned he found
the cabin in flames. He said he
and neighbors smashed open a
window but the heat was so in
tense they "were unable to rescue
the children.
The children's mother is sepa
rated from their father and now
lives in Texas.
Man Sorts Milk Bottles;

Springfield, Mass. (U.R)
Milk bottle sorter that's Leo
LaMountain's unusual job.
He operates an exchange
where dairies bring in bottles
from various other dairies that
they have collected on their
routes. LaMoutain sorts them
and returns them to their pro
per dairies.
He now handles about 2,000
milk bottles a week. And he's
thankful for the popularity of
the cardboard container, because
he once had to handle about
15,000 glass bottles per month.
