Estes Kefauver says he wants
election-year tax cuts or the
'Voters."
The Tennessee senator said al
though he is against any "great"
tax reduction? "We ought to
give a small - additional exemp
tion to voters" if a tax cut is
feasible.
He said part of the revenue
loss could be regained from
higher taxes on stockholders.
Kefauver also said he is se
riously considering entering the
Florida and Minnesota primaries
against Adlai E. Stevenson.

Kefauver said there is "quite
a field" of issues on which Dem
ocrats will differ with Republi
cans in the election-year session
of the 34th Congress? which be
gan today. O
Kefauver said he favors a
"substantial" increase in foreign
economic aid this year. Asked
whether this might rule out a
tax cut, he said, "that may be
the situation."
"But if it is possible to make
a reduction, he said, then he
thinks voters should be given a
small Increase in their S600 in
come tax exemption. He pro
posed repealing the special tax
dividend credit granted stock
holders by the Republican con
trolled 83rd Congress.
All Ought To Vote
Kefauver was asked whether
he meant to include "non-vot
ers" as well as "voters" in his
proposed tax cut. He said that
everybody "ought to be a voter"
and he has heard it argued that
"if they don't vote maybe they
ought to pay a little more tax."
However, an aide said later
that Kefauver meant the pro
posed cut to apply to all taxpay
ers and not just to those exer
cising their voting privilege.
He listed the top issues in
Congress as farm, housing, re
source development, social secu
rity, education, school construc
tion, and "the way our foreign
policy is being carried out." He
said the conduct offoreign af
fairs will be a major issue in the
presidential election campaign.
