Westinghouse Rejects
Another Union Plea
Pittsburgh, Pa. (U.R) West
inghouse Electric Corp., stick
ing by its guns in a 74-day strike
of 44,000 production workers,
rejected yesterday another union
plea to submit the dispute to
arbitration.
The International Union of
Electrical Workers, on strike at
30 company plants throughout
the nation since Oct. 17, pro
posed in writing that two main
issues in the costly walkout be
submitted to a third party "for
settlement.

Tragic Tale
No doubt you have had many
a Merry Christmas but how
about the sad ones? The saddest
Christmas Dorothy Lamour re
calls is one in New Orleans
when she was 11. For Christmas
dinner on that occasion Dorothy
and her mother had canned corn
and ham loaf. Certainly a de
pressing menu for a Yuletide
meal. When they were kids, the
Marx brothers had a similar sad
experience. Living in a threatri-
cal boarding house they were
served mackerel for their Christ
mas dinner.
Only a Woman
It was in the poem titled "The
Betrothed" that Rudyard Kip
ling included the frequently
quoted line, "A Woman is only
a woman but a good cigar is a
smoke." In this celebrated poem
written 70 years ago, Kipling
mentioned two brands of Havana
cigars that are still retailed and
continue popular among discern
ing smokers. ,
Making the Grade

ence. The word as
President Ei
senhower took
off for the
Lyle C. Wilson July meeting
in Geneva was that the United
States would make some pow
erful propaganda medicine
there. It was to be done in a nice
way, not offensively. But it was
to be effective.
One of Mr. Eisenhower's best
propaganda bets was the slave
status of captive peoples behind
the Iron Curtain. American citi
zens of Czech, Polish, Slovak
and such ancestry had an ear
cocked for what the President
would say in Geneva in protest
against the Communist slave
state system. 1
Smiles Block Punch
They listened in vain. The
American determination to
strike a real blow for the captive
nations faded under the phony
smiles of Khruschev, Soviet
Communist Party , chief, and
Premier Nikolai Bulganin. The
odds are long that Mr. Eisen
hower did not pull his punches
on that issue by advice of Sec
retary of State John Foster Dul
les. But the punches were pull
ed, and the President was not
long in regretting it.
Within a matter of days after
the President's return here, the
administration realized its mis
take. The Russian bear already
was shucking his sheep's cloth
ing. So Mr. Eisenhower began
to repair his mistake.
The repair job began Aug. 24
in his address to the American
Bar Association in Philadelphia.
He hit hard in three short para
graphs. "The domination of captive
countries cannot longer be jus
tified by any claim that this is
needed for purposes of security.
"An international political
machine, operating within the
borders of soverign nations for
their political and ideological
subversion, cannot be explained
away as a cultural movement.
Not Part of Peace
"In justice to others and to
ourselves, we never can accept
those wrongs as a part of the
peace that we desire and seek."
The President's Christmas
message broadcast to the captive
nations was a substantial re
statement of that position. It did
not make the United States po
sition any firmer; it. merely said
again that this country does not
and will not accept the condi
tions presently imposed by the
Soviet . Union on most of its
neighbors.
Perhaps Khruschchev did not
hear it the first time. He got the
Christmas message all right,
however; and so, no doubt, did
the millions of American citizens
and voters who came themselves
from the captive states or were
born of immigrant parents.
There will be more of the
same and more after that.
In the lofty phrases of the late
Al Jolson: You ain't heard noth
in' yet.
Air Force Enlistment
Quota To Be Increased
Washington U.R) The Air
Force has announced that its
January enlistment quota will
be increased from 10,000 to 14,
000. The Air Force at the same
time disclosed it will speed up
its basic recruit training pro
gram. After Jan. 1 Air Force re
cruits will spend only six weeks
at a basic training base. The re
maining five weeks of basic
training will ,be combined with
technical training at an Air
Force school.
