To Propose Fund
Sen. Margaret Chase Smith
(R.-Me.) said yesterday she will
propose that congress vote Sl
000,000 to expand medical re
search and help medical educa
tion over a five-year period.
But Folsom disclosed no spe
cific sums in either the medical
or public school proposals which
the administration will submit.
He told newsmen the medical
research program will include
a proposed boost of 25 to 30 per
cent in Public Health Service
funds. It also will include a
brand new program to .help med
ical and dental schools and non
profit research institutions con
struct new buildings and facili
ties. Folsom said the administra
tion will ask a "considerable in
crease" for outright school con
struction grants over the amount
unsucpessfully sought this year.
State Agencies Included
This year's bill, which did
not get through Congress, would
have provided $200,000,000 in
grants to needy school districts
over a three-year period. It also
proposed some $900,000,000 in
loans for school construction,
and called for setting up state
agencies to underwrite the cost
of new school buildings.
The relatively small amount
asked for grants drew criticism
in Congress. Folsom said the
new school aid proposal will
contain provisions similar to the
old one for loans and federal
help in setting up state school
building authorities. But it will
boost the amount for grants by
an undisclosed sum.

Exposition - Recreation commis
sion has informally agreed
as individuals that the Pacific
International Exposition and the
county fairgrounds could be suit
ably merged into a single facility
at the proposed Wood Village
site east'of Portland. ;
The ER commission has not
yet decided whether it will sup
port a single exposition and rec
reation center or a split facility
with- separate accommodations
for the Pacific International.
Officials of the PI have al
ready accepted the Wood "Village
site as suitable, for its operations.
The PI has said it would require
400.000 square feet of barn and
exhibit space for its annual
show.
Springfield Studies
Power System Merger
Springfield, Ore. (U.R)
Springfield's utility board has
hired William S. McCrea, a Ta-
coma consulting engineer, to
study the feasibility of consoli
dating the city-owned municipal
power system with Pacific Pow
er and Light company's Spring
field system.
Springfield city councilmen
last fall approved an investiga
tion into the possibility of buy
ing out PP&L in the city. An
advisory committee appointed
by Mayor Edward C. Harms Jr,
had recommended that steps be
taken to eliminate what was re
ferred to as expensive duplica
tion of electric power facilities,

Condemnation Suit
Filed by Air Force
Portland (U.R) Suit was
filed in Federal Court here yes
terday by the Air Force to con
demn a parcel of Curry county
property as a "military airfield
and other military uses."
The Air Force offered S1000
for the tract but did not specify
what type of airfield it had in
mind for the area. Owners are
Mary B. Stone and Theresa C.
Beach, both of California.
Board of Control
Rejects Offer for
Land at Pendleton
Salem (U,R) The State
Board of Control today rejected
an offer by the Pendleton school
board of $2500 for eight acres
of land next to ,the grounds of
the. Eastern Oregon State hos
pital, on which two appraisals of
$11,000 had been obtained.
Secretary of State Earl T.
Newbry suggested that inasmuch
as the property is located some
distance for the hospital itself,
the school board might be will
ing to buy some property in the
rear of the hospital and trade
it for the tract on which the
board wants to build a high
school.
State Treasurer Sig Unander
said he was opposed to accepting
a sum so far below the appraisal
even though the property was
sought by another public agency.
Gov. Paul Patterson agreed to
this view and approved furth
er exploration of the proposed
deal by E. J. (Bill) Ireland, sec
retary of the board.
Preparation of a master buil
ding plan for the Oregon State
school for the deaf here at a cost
of $100 was approved by the
board. Logan and Murtaugh,
Portland architects, agreed to
prepare the plan for this sum,
the money to be credited to any
work the same architects per
form on future buildings at the
institution.
A delegation of three boys
from the MacLaren school for
boys at Woodburn presented
each member of the board with
a "decorated Christmas candle
on a stand, surrounded by fir
boughs and silvered pine cones.
One member of the delegation
made a brief presentation talk
after which Gov. Patterson ex
pressed the thanks of the board
members and told the boys he
hoped by next Christmas they
would be back in their homes,
leading normal and happy lives.

circling British Comet III jet
liner landed at Dorval airport
12 miles west of Montreal today,
one hour and six minutes after
taking off from Toronto's - Mal-
ton airport. ;
Conventional airliners make
the Toronto-Montreal flight in
an hour and 40 minutes.
It was believed today's flight
had bettered all records except
those established by jet fighters.

State Highway
Commission OKs
Road Construction
Portland (U.R) The State
Highway commission yesterday
approved construction of about
15 miles of asphaltic concrete
pavement on the Idaho-Oregon-Nevada
secondary highway in
Malheur county north from the
Nevada state line.
The project will cost about
$325,000 with $225,000 to come
from federal funds.
The commission also decided
to inform Burns, county seat of
Harney county, that it favored
spending $153,000 for a new
route for an approach for High
way 20 from Hines to Burns in
stead of revising the existing
route, which would cost $163,
000. Ski Past Proposed
The commission said it would
recommend to the TJ. S. Bureau
of Public, roads that either an
underpass or an overcrossing be
provided for skiers when the
new link of the Mt. Hood high
way eliminating Laurel hill is
constructed.
The commission approved
spending of $5000 to conduct a
traffic and bypass study at The
Dalles. Wasco county, the city
of The Dalles, and port of The
Dalles will spend a similar sum,

hold its next regular meeting
next January 26 and 27.

Portland (U.R) Some 20,
000 alien residents - of Oregon
will have to report their addres
ses next month, the Portland
office of the U. S. immigration
and naturalization service said
today.
Agent Roy J. Norene explain
ed their aliens must report their
address each January under a
1952 act of congress. Only ex
ceptions, Norene said, were per
sons with diplomatic status and
foreigners assigned to the United
Nations.
