Neuberger Asks Dismissal of Jordan as Columbia Negotiator

Loans Left With Government Debt

few GI home loans have gone
sour. But in 40 per cent of re
cent cases in which the Veterans
Administration has had to fore
close, the property has sold for
too little to pay off the balance.
The veteran home buyers,
obviously in financial hot water
and having already lost their
houses, then have been stuck
with deficiency claims by the
government averaging $805 per
loan.
Cause for Concern
House investigators who re
ported this today termed it a
cause for "great concern," since
the upset sales were made in a
booming economy and on a ris
ing real estate market.
Their study was made at the
direction of the House Veterans
Committee, which will consider
next year whether legislation is
needed to throw new safeguards
around the GI loan procedure.
The investigators obtained
from each VA regional office re
ports on its .100 most recent fore
closures on homes bought by vet
erans with the help of govern
ment loan guarantees. A total of
5504 cases was considered.
The study showed that in
2275 cases the government sold
each defaulted home for less
than the veteran owed on it,
leaving the veteran in debt to
the government for the amount
of the deficiency.

duct the appraisal activities in
such a maner that on every fore-

McGowan recently received a
letter containing 10 $20 bills and
a hand-printed note, signed with
an "X," which read:
"Enclosed some bills for your
office. I do not believe that I
owe it, but your way may be
different than mine. I have a
copy of the numbers."
Mr. X will have to go some to
equal the returns of Mr. Roe.
The mysterious- taxpayer sent in
$8,375.25 to the IRS office here
over a 12-year period, but no tax
return ever accompanied his
checks. The payments stopped a
year ago.

survey. However, VA in the past
has pointed with pride to the
low default rate on GI home
loans. Of 4,134,866 such loans
made so far, only 23,577 have
gone sour.
For veterans of World War II
and Korea, VA will guarantee
repayment of up to 60 per cent
of a home loan, with a maximum
guarantee of $7500. This helps
the veteran get favorable financing.

Oregon Teachers
Reproached for
Salary Attitude
Portland (U.R) Oregon
school teachers today were re
proached for what was termed
their "labor union" attitude to
ward salaries.
Dr. Errett Hummel,-assistant
to the president of Portland
State College and professor of
education, submitted an "open
letter to teachers in Oregon" for
publication in the . Oregon Edu
cation Journal.
It urged adoption of the prin
cipal of merit increases in pay
rather then negotiated, across-the-board
increases.
Salary Guide Praised
Dr. Hummel wrote, "It is my
belief that until teachers accept
this premise, they will fail to
reach the status of other pro
fessions."
The educator praised an Ore
gon Education Association guide
to salary scheduling, but he
pointed out that "nowhere do
we find mention that teachers
should concern themselves with
improving the quality of the
education they transmit to chil
dren." "On the contrary," he added,
"we find an oft-repeated theme,
'We need money and we all
want the same monies regardless
of our ability.' "
Serious Question
Dr. Hummel described the
across-the-board increase request
as the labor union or civil serv
ice approach to salaries.
He said "there is serious ques
tion that all teachers can justi
fiably ask for the salaries of the
master teacher, and greater
doubt that the American tax
payer can indefinitely continue
to raise salaries for all in order
that those who may be deserv
ing get their rewards."

Elder, Roman scholar and sol
dier, was close to the secret of
pasteurizing milk 1800 years be
fore Louis Pasteur, according to
Dr. Arthur Patch McKinlay, Uni
versity of California Latin
scholar.
McKinlay, whose hobby is
finding interesting parallels be
tween antiquity and today,
found that in 77 A. D., Pliny had
written on pharmacology that
"milk is most harmless when
boiled," adding that "it is gen
erally admitted that all water is
more wholesome when it has
been boiled."
"If," asks McKinlay, "Pliny
was so close to the secret of bac
teria, isn't it strange that man
kind had to wait 18 centuries
for a Louis Pasteur?"
Chairman of U. S.
Section Declared
To Oppose Plans
Washington (U.R) Sen.
Richard L. Neuberger (D-Ore.),
called today for dismissal of for
mer Gov. Len B. Jordan of Ida
ho as chief negotiator for inter
national development of the
Columbia river.
Neuberger said Jordan, chair
man of the U.S. section of the
International Joint Commission
handling the negotiations, has
"a record of unrelenting oppo
sition to the federal program for
developing the Columbia river."
He also said the "policy mak
ing executive departments,"
should start handling negotia
tions because Canada is consid
ering plans for works on the
river that could have "crucial"
importance to Pacific Northwest
states. He called Jordan's com
mission section an "advisory
committee."
Statemenis in Report
He made the statements in a
54-page report to the Senate In
terior Committee submitted at
the request of Chairman James
E. Murray, (D-Mont.).
Jordan promptly announced
he welcomes a difference of op
inion with Neuberger. "If the
senator agreed with me," Jor
dan said, "I would have to re
examine my position because
I'd figure I was wrong."
Jordan said statements he has
made about U.S. and Canadian
plans have been based on con
clusions reached by a commit
tee representing federal agencies
which "included the -best en
gineering talent in the govern
ment." 'Honest Difference'
He said there could be "an
honest difference of opinion"
over the value to this country of
upstream reservoirs constructed
by Canadians. At first, the value
would be large, he said, but he
added "every study shows" they
would diminish rapidly as new
dams are built in this country.
Jordan said nothing he has
done since he was appointed to
the commission has affected ne
gotiations for construction of
Libby reservoir on the Kooten
ai river or Canadian plans for
diversion of the Columbia.
When he went on the com
mission, he said, Canada already
had announced it wanted to
study the situation. The Cana
dian study and its "evaluation,"
he said, probably will take at
least another year.
Investigation Urged
The Oregon senator said the
interior committee should de
termine whether Jordan should
be disqualified for "profound
bias and prejudice on issues of
federal power policy." He also
said the committee should in
vestigate an "impasse" over de
velopment of the Libby reser
voir site lying on the border.
Canada has not yet built any
hydroelectric plants on the river,
while the United States has more
than a dozen dams in the water
shed and dozens more are au
thorized or planned.
Neuberger said a "key issue"
in Canadian plans for the river
is whether to divert a large
share of it to the Frazer river
which does not leave British Co
lumbia. He said Canada has au
thorized a $250,000 study of the
diversion plan.
Storage Plant Farored
.He said the provincial gov
ernment apparently favors plans
for storage dams financed by
American capital which would
get returns through increased
electric production at present
and future plants in this coun
try. Neuberger said Jordan has
minimized the benefits of up
stream development on grounds
the. Northwest states must turn
soon to steam power. He also
criticized Jordan for opposing
a federal dam in Hells Canyon
on the tributary Snake river.
He also said the interior com
mittee should endorse immedi
ate construction of Libby reser
voir on the Kflotenai river in
Montana and the Mica, project
near the Canadian source of the
river. Construction of the Libby
reservoir, which would flood
into Canada, is blocked by a
commission deadlock, he said.
