PERSONS WHO HAVE
NEITHER CONSCIENCE
NOR SHAME
A few weeks ago the country
was shocked to read the confes
F?nn iW T-p'diated) of a man
who, accord
ing to the pa
pers, said that
in order to get
some insur
ance money
he sent his
mother hur
tling to her
'death. It is
hard enough
to imagine a
man s piotung 10 kill the mother
who had been kind and good to
him and what at the time was
paying back out of her earnings
a few thousand dollars he had
obtained with the help of bad
checks. As always happens in
these cases, he had quickly spent
all the money on riotous living.
It is hard enough to conceive
of a man so callous as to murder
his mother in order to get money
for a binge: It is almost impos
sible to conceive of a man so
utterly without concern for any
one as, thougnuessiy, to send to
their death 43 persons whom he
didn't even know. Many per
sons must have asked them
selves, "What sort of a man can
this be? Can he be sane?"
In most cases like this, such
a man is wnat psycmatrists can
a psychopathic delinquent. He
is a man who has no purpose or
aim in life, no conscience, no
shame, and no desire to settle
down to have a job, a wife, a
home and a future. TJhese'men
(and women) drift along, going
usually from one scrape, to an
other. Fortunately, in most
cases, their crimes are minor
ones, such as petty swindling,
writing checks, stealing , cars
just for a ride about town or
going on an alcoholic binge
which may cost a well-to-do fa
ther a thousand dollars or more.
Home Rental Example
To show what these men will
do: A young man, while, his
parents were out of town for a
week-end, leased their house to
a man, collected two months'
rent in advance, and, with the
money, went on a bender. One
can imagine what a snarl-up
there was when the parents re
turned, and one marvels how an
intelligent man could do such
a dirty trick, knowing that in a
few- days it would be discovered.
A psychopathic delinquent is
born often to highly respectable
and well-to-do parents who spend
most of their days buying off
outraged persons who have been
victimized. One of my friends,
who had such a son, spent per
haps $100,000 keeping him out
of jail.
The best description I know
of these delinquents was written,
by Professor Cleckly. In a series
of brief but vivid biographies he
showed "how aimless a life these
delinquents live. They do what
they want to -do and they never
think of the punishment they
will bring on themselves, the
sorrow they will bring to their
parents, or the annoyance or loss
they , will bring to the vic.tims of
their mischief.
They run up big bills with no
thought of paying them. They
marry, but, being incapable of
loving, they usually soon desert
the wife.
Hope of Rehabilitation
Because they often are clever
and very ingratiating, they are
picked up and almost adopted by
kindly persons , who hope to re
habilitate and reform them. But
as Dr. George Thompson says
(after years of studying these
persons in police courts) they
never stay reformed.
One great difficulty in dealing
with these persons is that after
a man has appeared in court sev
eral times the judge says to the
police, "I am fed-up with this
(-fellow. Don't brine him in here
again. He is not a criminal;
when he steals a car he does not
try to sell it, and he doe not
try to avoid arrest; he is just a
bad boy who has never grown

(or she) is at large his most un
fortunate family is not going to
have any peace, or let-up from

Wrong
From my experience with
many of these persons, I feel
sure they were born wrong and
are likely always to be wrong.
It is no use trying to change
them because when they were
born, decency, honor, good
sense, a purpose, shame, con
sideration for others, and an
ability to reform and go straight
were left out of their nature.
Our laws should be amended
so that these persons can be
quickly recognized and then
kept in a sort of penal colony
for life. Today, because they can
not be committed, and because
their depredations are usually
classed as. misdemeanors, they
are always being quickly set
free to go on from one bit of
skullduggery or crime to an
other. Dr. Alvarez regrets he hasn't
the time in which to read or an
swer requests for information.
