sale of present suchefacilities to
regional public bodies. He said
Washington was holding the
city's proposed Cowlitz river
dams.
Sufficient Approval Doubted
Allan Smith, attorney for Pa
cific Power and Light, said pri
vate utilities are interested in
continued federal construction
of power projects but that he
doubted Congress would approve
all that was needed in the next
10 years. ,
The Hoover report recom
mended creation of a national
water resources board and that
the government build power pro
jects that were beyond capabil
ities of local areas. It also rec
ommended against overlapping
jurisdiction of several agencies
in the field.
Thornton Rules on
Subdivision Layouts
Salem (U.R) The govern
ing body, or county court, may
adopt subdivision regulations
governing laying out of blocks,
streets and alleys including
width and location of streets
without prior authorization by
voters of the county, Attorney
General Robert Y. Thornton rul
ed today.
He gave his opinion in re
sponse to a question by Marion
couaty District Attorney Ken
nettr E. Brown.
Building codes may likewise
be enacted by the county court
without such prior authorization,
he said.
However, if a favorable vote
of the people has been made on
the question of the enactment of
zoning and land use regulations
by the county court, the powers
of the county court in adopting
subdivision regulations would be
broadened to permit , including
reauirements to provide for ade
ojuite water supply, sewage and
drainage, recreation and other
