gossip is the fodder upon which
Washington delights to feed:
The month of
November
turned up
some juicy
snacks, most
ly involving
Vice-President
Richard M.
Nixon.
There was
the Veterans
Day whisper
Lyle C. Wilson which had
friends of Nixon a bit worried.
It related that President Eisen
hower had been persuaded to
ease off on his public applause
of his young vice-presidential
friend. .
Some gesture of White House
coolness toward Nixon was
recommended. And' as the whis
per went, it was decided to ask
former President Hoover in
stead of Nixon to represent Mr.
Eisenhower on Nov. 11 at the
Tomb of the Unknown Soldier.
That whisper made the din
ner table circuit, a-building as
it went. It was a phony, how
ever. Nixon actually participat
ed in the discussion leading to
the eminently proper selection
fcf the only living Republican
ex-president to represent the
Republican now in the White
House.
More highly seasoned was a
morsel about a bit of back stab
bing by a member of the White
House staff. The incident took
place when a representativcOof
the Radio Correspondents asso
ciation sought White House ad
vice on the likelihood of Mr.
Eisenhower attending the asso
ciation's annual dinner next
February.
Group Wants Nixon
Informed that the President
probably would not be there,
the radio man explained it was
customary to give the President
a dinner souvenir and, in his ab
sence, the association would
ask Nixon to receive for him.
"Are you sure you will want
Nixon?" the White House aide
inquired. "He'll be a very con
troversial figure, you know."
When the radio man said he
still felt that Nixon should be
Mr. Eisenhower's stand-in, the
White House spokesman made
another pitch.
"It wouldn't have to be
Nixon," he argued. "Secretary
of State Dulles would be much
more appropriate or George
Humphrey (secretary of treas--ury."
Nixon has heard this one by
now and is convinced it is true,
which it seems to be. The vice
president is considerably more
than merely annoyed. His
political future depends very
icygely on White House .lavor.
There was noGindication that
Nixon Winced, however, when
former President Truman was
quoted this week as calling him
a . He probably
wasn't much surprised, either.
Truman Rejects Nixon
Nixon can recall the truthful
if gossipy item of some months
ago when Mr. Truman visited
CapitolHill and the Senate
chamber. Mr. Truman let it be
known through a member of his
party that he had no interest in
entering the Senate chamber to
be welcomed by the vice-presi-ment,
who normally would be
presiding there.
Discreet inquiries informed
Mr. Truman that Nixon was not
presiding at the moment. He
was, in fact, out of the country.
The former president happily
strode into the chamber for a
gay and noisy welcome.
NJxon figures in much of
Washington's gossipy chit chat
because he is exactly what the

Naples, Florence, Venice, Turin
and Milan, making Rome my
headquarters.. However, I did

two in Paris.
Loathing to live in hotels, I
had a darling house when in
London and two, different apart
ments in Parish And in a few
days I hope to be tucked away
in a beautiful apartment over
looking one of the oldest church
es in Rome, which is just below
the hill on which Rome was first
founded by Romulus and Remus
in 753 B.C. Although I have
never lived in anything but -a
hotel in Rome, still I have the
feeling of going "home" from
the moment I boarded the train
in Paris.
The Discussion
A discussion arose at lunch
eon the second day I was here
about what makespne city more
desirable than another. An Ital
ian present wanted to knovQwhy
I preferred Rome to Paris.
I agreed with him that there
was nothing to compare with the
awesome beauty of the Champs
Elysees at night, even in the rain
as I had last seen it, but that
brick and mortar no matter how
beautiful or historical was only
a background for a people: That
a rlice seemed to have a sort of
personality.
In the case of Paris which I
had always known as a gay city
because its people had a genuine
gaiety, it now seemed to have a
personality that had taken on a
kind of "morning after" grouch
no longer theook of the gay
mistress of the world but a sad
look of a Toulouse Lautrec gal.
Both Expensive
Of course, I never knew Rome
before the waftas I did Paris so
I don't know what changes have
been made, here. But today the
two places Jiave much in com
mon such as two prices for ev
erything. You can find your
money disappearing just as fast
here.OAnd that a direct answer
to a direct question is not pos
sible. Both "yes" and "no" us
ually mean "maybe."
The reason for my feeling
more at home here is that, like
all Americans, I have a crazy
sense of humor. If I'm going to
be "had," I like it done with a
smile, q '
The people here are still at
that gay cocktail party stage.
They haven't yet reached the
"morning after."

tain Water Resources associ
ation were adopted at an organ
izational meeting held recently
in Placerville, according to a
letter received by the Siskiyou
countyboard of supervisors.
Representatives of nine north
ern California counties were
present at the meeting. A reso
lution was adopted urging coun
ty boards of supervisors to join
the association by ratifying the
articles.
The letter stated that the ar
ticles wire an outgrowth of the
metropolitan areas of 5he state"
pressing for. changes in the so
called "county of origin" water
law.
"They seek to take waters
from the mountain counties
where the water originates, and
can be stored," the letter states,
"and transport it to the metro
politan areas.
"The county of origin water
law now stands in their way by
providing that a municipality
may construct a project and
later if the county in which the
water originates wants to use the municipality had been us
the water it may take the water ' ing."
