In his annual report to the
17th CIO convention,- which
opens here tomorrow, the CIO
chieftain painted a rosy future
for the new "American Federa
tion of Labo9and Congress of In
dustrial Organizations." The
merger is scheduled to be ap
proved Monday when the new
AFL-CIO begins its inaugural
convention.
Reuther's report took occasion
to lambast the Republican ad
ministration and the 84th Con
gress,' which, he said, "to date
has not yet measured up to the
mandate of the 1954 elections."
But he added that the Congress
"was handicapped by the ab
sence of real leadership from the
White House and by actual ob
stacles created by administration
forces."
A Warning
Reuther warned that the steps
taken toward merging 16,100,000
union members into one organi
zation "do not provide in them-
advance the cause of labor and

The CIO, at its convention,
and the AFL, which also is hold
ing a two-day convention here
prior to the merger meeting
Monday, are expected to approve
the projsosed AFfi-CIO constitu
tion with only minor changes.
The changes are expected ft be
agreed on by both groups when
they meet Monday.
504 Residents Get
X-Rays at Clinic
A total of 504 persons have
had chest x-ray in the past three
months at the clinic at Sacred
Heart hospital, according to the
chest x-ray committee.
The clinic, which is open each
Thursday between 2 and 5 p.m.,
is operated by the Jackson Coun
ty Public Health association.
X-ray machinery used is being
purchased by Christmas seal
funds. The clinic is to discover
tuberculosis as well as" other ab
normal chest conditions.
The committee said some 62
people have been referred to
private physicians for attention
and further study.
L. O. Boomer, chairman of the
committee, said the response to
the clinic should be more than
the average of about 40 persons
attending each Thursday after
noon. He estimated there are at
least 30,000 residents in Jackson
county who should be x-rayed
within the next year.
Boomer pointed out that the
Sacred Heart clisic replaces th
federal mobile x-ray unit which
no longer is available. The per
manent clinic here is not main
tained through tax funds, and
a small charge is made to cover
operating costs.
Boomer said the clinic at Com
munity hospital will be reopened
when demand for services grows.
Norblad Eyes Okinawa
Land Use Controversy

Norblad (R-Ore.) said today that
extravagant use by Americans of
land in the far Pacific island of
Okinawa has helped lead to a
current controversy between the
Air Force and natives there.
Norblad, who returned here
yesterday after a trip to Okin
awa with a House Armed Ser
vices subcommittee, said the Air
Force wants to expand its run
ways and that the Okinawans
want to keep their land.
Norblad said Okinawa was a
key defense base and that run
way expansion was needed to
keep it that way. But he said he
had seen unnecessary use of
lands by Americans on parade
grounds and housing projects.
The Okinawans also reported the
Americans have "three golf
courses," Norblad said.
Norblad said the Air Force
has offered $28,000,000 for the
additional land and that the Ok
inawans have asked $300,000,-000.

Chinese Freed in Death of Symonds

of court a free man.
Chief Justice John Whyatt
read the judgment which said
Ong's defense plea was not ade
quately put to the jury and that
there was no independent cor
roboration of evidence opresent
ed to the court.
Symonds, 29, of Dayton, O.,
was beaten to death by Chinese
hoodlums last May 12 while cov
ering Communist - inspired
strikes and riots. Two witnesses
testified at the trial of Ong they
saw him in the mob. One said
he saw Ong beat Symonds un
mercifully as he lay unconscioui
on the ground.
Ong was convicted on Aug.
16 and sentenced to death. An
Indian, S. Suppiah, was acquit
ted of charges he was a member
of the "unlawful assembly"
which resulted in the death of
Symonds. Ong appealed the sentence.
