As many persons have recent
ly said to me, "You are doubtless
r-Jr-ht as to heredity's being the
most import
ant thing in
determ ining
a person's
character, tem
perament, and
ability, but you
must admit
that m a n y a
child must be
hurt by failing
to get in his
iiome, aiiecuon, steady love, se
curity, good training and good
discipline. How can a child grow
up mentally-well when he has
to live with psychotic or alco
lic or unloving parents who ere
filled with fears and queer ideas,
and who believe in applying the
strap on all occasions?"
My critics, of course, are per
fectly right, and to me one of
the saddest facts in this world
is that a child who is born with
a tendency to psychosis common
ly has to be brought up in an
unhappy home presided over by
a mildly psychotic mother or
father. Often one can imagine
that a child, handicapped by a
bad heredity, would have had a
hard enough time growing into
a well adjusted man if he had
been brought up by very able
and well adjusted foster-parents
who would have shown him
much kindness and love, and
good sensible discipline. What
I often marvel at is that so many
persons with a bad heredity plus
bad bringing-up were able to
turn out as well as they did.
Today, many thoughtful per
sons are trying to contrive some
way in which we in this coun
try can cut down on the enor
mous incidence of mental dis
ease. Some are thinking of the
possibility that some day a dis
tracted mother of several chil
dren, sired by a cruel, abusive,
good-for-nothing or alcoholic
father, can lend these children
to good foster parents. Or per
haps an at-wits-end husband of
a psychotic, slattern ill-tempered
and unloving wife can similarly
get his neglected and abused
children into good hands. The
otner day 1 was talking to a
man who gave me some idea of
what it means to a child to grow
up in a dirty, ill-kept and often
times hungry home in which the
father is a cruel alcoholic and
the mother is a silent, aloof
schizophrenic. So long as we
leave thousands of very nervous
children to the tender mercies
of such parents, we must expect
each year to have a huge crop
of insane persons to support.

The back-to-work movement
centered around a group call
ing itself the "Westinghouse
Telephone Committee" whose
members were scheduled , to re
turn to work this morning.
In New York City, meanwhile,
negotiations were scheduled to
resume today in an attempt to
settle the six -week -old strike
which has idled some 40,000
workers.
The local group asked protec
tion from the Franklin county
sheriff's office and Gov. Frank
J. Lausche against possible vio
lence. Some 4,500 are employed
here.
An afficial of Local 746, Inter
national Union of ' Electrical
Workers, (CIO), said a strike
"captain" would be on duty at
each plant gate to guard against
possible violence. Another un
ion official said an attempt
would be made to "stall cars
entering the plant" without re
sorting to violence.

New York (U.R) Portuguese
Minister Paulo Cunha arrived
today on a two week-good will
visit to the United States and
Canada. v
Cunha will visit California in
addition to paying officials calls
at Washington and Ottawa, the
Canadian capital.
Cunha said before leaving Lis
bon last night the visit "will
serve to strengthen further al
ready strong ties between Portu
gal and the United States and
Canada."
