Council Authorizes
Water Mains; Calls
For Bids on Project
Ordinances calling for bids and
authorizing construction of water
mains in the recently annexed
Laurelhurst addition were adopt
ed by the Medford city council
last night.
A six inch water main will be
installed on Stevens St., from
Oregon Terrace to Crater Lake
ave., and four inch mains will be
installed on Marie, Effie, Bessie
and Pearl sts. between Sahng
ave. and Stevens St. A dead-end
'six inch main on Mary st. will
be extended to Stevens st. .
To Install Hydranls
In addition, seven fire hy
drants will be installed provid
ing the area with adequate wa
ter service and fire protection.
Many residences in the area have
no water facilities other than
pumps, and several residents
own temporary pipes, which will
be eliminated.
The estimated cost per front
foot to property owners is $2.10
Property owners representing
52.3 per cent of the front foot
age signed petitions requesting
the service, which was recom
mended by the water commis
sion. The council also adopted an
ordinance amending present or
dinances to permit installation
of bicycle racks and bicycle par
king on city street parking strips,
subject to the approval of the
county.
A request from St. Mary's
school to install bicycle parking
rack in the parking strip on Ivy
st. near 11th st. was referred to
City Manager Robert Duff and
Public Works Director V e r n
Thorpe. A report of proposed
specifications will be submitted
to the council later for approval.
Recommends Action
Mayor Earl Miller recommend
ed action on the request be post
poned until next meeting to
give residents living in the area
an opportunity to present rea
sons for objecting. He pointed
out that some residents object,
and he believed they should be
heard.
A motion to delay action was
defeated by the council 3-2, and
the ordinance amending present
ordinances to permit bicycle
racks in parking zones was ad
opted 3-2.
Both Jimmy Dunlevy and
Frank Dorigan favored the am
endment, pointing out a bicycle
rack will provide an orderly
place where bicycles presently
are being piled up in the park
ing zone. They pointed out also
that limited ground space at the
school makes parking strip of
bicycles desirable.
An ordinance was adopted re
conveying property back to Wil
liam C. and Frank L. Earhart
along Bear creek south of the
city limits. The land was convey
ed to the city in 1940 with pro
visions certain improvements
would be made by WPA assis
tance. The WPA program ended
shortly thereafter, and provis
ions were not carried out be
cause the city had no finances
for a flood control project.
Alley Vacated
Other ordinances adopted va
cated an alley in the, Cromwell
addition, and accepting J. C.
Compton company work on Ham
ilton st. and East Jackson st.
paving projects.
The council continued hear
ings on annexation of California
Pacific Utilities property on
Groveland ave. and on Benton
Smith and Odell Larson lots at
Murray and Columbus ave. be
cause titles have not been re
solved.
The council instructed City At
torney Frank Farrell to prepare
an ordinance calling for a hear
ing on a- request -from Mr. and
Mrs. James S. Winslow, 349 Sal
ing st., for a change of setback
to construct a carport.
The planning commission rec
ommendations were accepted by
the council.
