Civic Governmenf
Said Surrendering
Portland (U.PJ The city
manager of San Diego says civic
government duties are being sur
rendered to state and federal ag
encies without a struggle.
O. W. Campbell, here to speak
at the League of Oregon Cities
meeting today, said that timid
city - governments are putting
themselves out of business. He
presented figures to show that
the federal government collects
almost $10 to every $1 collected
by cities and that state govern
ments gather $3 to every $1 of
city taxes.
He said the American people
can have what they want and
that "if civic government won't
give it to them, then state or
federal government will."
He said San Diego has a city
sales, tax which collects $5,000,
000 annually.

Information Sought
On Navy Acceptance
Of Unsuitable Planes
Washington (U.R) House
investigators today sought to
strip the secrecy from informa
tion on the Navy's purchase of
"Demon" jet fighters which
were allegedly unsuitable for
flight.
One congressman said six of
the jets crashed, taking two test
pilots to their deaths.
Findings Disclosed
The staff of a House Govern
ment Operations Subcommittee
headed by Rep. Chet Holifield
(D-Calif.) disclosed the findings
of their own investigation.
The subcommittee then called
Navy Secretary Charles S.
Thomas and other Navy repre
sentatives to a closed-door ses
sion for a full explanation of the
ill-fated jets purchased from the
McDonnell Aircraft Corp., St.
Louis, Mo.
Holifield demanded that
Thomas remove the secrecy
label on "voluminous informa
tion" on the planes and give "as
complete a picture of develop
ment in this procurement as pos
sible" at a later public hearing.
Holifield is investigating
charges that the Navy spent mil
lions on the McDonnell F3H1
"Demon" planes only to find
that they were unsuitable for
flying.
Continued To Accept Planes
The Navy has disclosed that it
learned of the plane's difficul
ties after flying the first few
models delivered in December,
1953. The Navy continued to ac
cept the planes until June of this
year when 60 had been de
livered. Rep. Frank M. Karsten CD
Mo. ), requested the investiga
tion. He said six of the jets
crashed, killing two test pilots.
