Reclamation Projects
Proven as Good Cash

' Lincoln, Neb. (U.R) -- Inter
ior Secretary Douglas McKay
aid today that reclamation pro-
, jects have "proved an astonish
ingly good cash investment for
the federal government.
In a speech before the 24th atv
nual convention of the National
Reclamation Assn., McKey said
"It is utterly amazing to. me
that the values achieved through
reclamation . works are chal
lenged. He added that it also is sur
prising that "anyone could even
remotely argue that this admin
istration is against continuation
of the partnership act of 1902,
which is productive .of such
values."
Entire West Benefits
The reclamation act, he said,
made the federal government a
partner of Western states and of
local people "directly concerned
with a particular reclamation
project."
. "Over the years," McKay said,
"projects have been built and
placed in operation until there is
not a Western state which has
not benefited from this partner
ship. ", The present administration,
McKay said, has "reversed a
trend . toward complete federal
responsibility and consequent
control and domination of water
resources."
The federal government, Mc
Kay said, should proceed with
an orderly program of harness
ing rivers and streams.

the past. But, he said, reclama
tion works which are not feasible
by today's standards Will be

Lincoln Official's
Home Now Museum
Auburn, N.Y. (U.R) The
home here of William H. Sew
ard, who was Secretary of State
under President Abraham Lin
coln, will be opened soon as a
museum.
Twelve of the mansion's 40
rooms are being restored and
will be opened to the public.
The house was started in. 1816-17
by Judge Elijah Miller and was
enlarged during the years after
1824 when Seward married the
judge's daughter, Frances. .
The restoration was undertak
en to show family life from the
time the original house now
the northeast corner of the man
sionwas built to the Victorian
era of Seward and his sons. .
The library, which became
Seward's working room, still
contains the bust of Lincoln
which Seward could see from
the couch on which he died .on
Oct. 10, 1872. Also in the room
is the writing chair Seward used
as three-time governor of New
York, U.S. senator and secretary
of state. ,
In a Civil war room is the
sheet that was slashed by a
would-be assassin of Seward the
night Lincoln was fatally wound
ed. There also is a case of notes
signed "A. Lincoln" that shows
him as the joking friend, a 'poli
tician worried over patronage
problems and a wartime admin
istrator. The mansion's so-called dip
lomatic gallery is hung with 132
portrais of world rulers and dip
lomats with whom Seward
dealt. The Emanuel Leutze
painting of the signing of the
purcahse of Alaska, possibly
Seward's greatest achievement
hangs in the place of honor.

notified customers today that the
price of its newsprint will be
increased $5 a ton, effective Nov.
1.
The action in effect permits
an identical increase announced
by the St. Lawrence Paper com
pany of Canada to become ef
fective on the same date. Con
tracts here provided St. Law
rence would not charge more
than either one of two other
companies. One of those is Abit-ibi.
Lebanon Plant Due
To Resume Operation
Lebanon, Ore. (U.R) The
Lebanon Crate company plant
which was destroyed by fire
Aug. 25 will be in limited pro
duction .again by Nov. 1, John
Friesen, head of the firm, said
today.
The plant's principal product
is vegetable crates.

the season swept across the na
tion's midsection today, com
plete with zero temperatures and
four-inch snowfalls.

dian air drove from the Da
kotas deep into the Texas Pan
handle." Indian summer weather
gave way to below freezing tem
peratures almost in a twinkling
over vast areas.
At Fraser, Colo., the first zero
reading of the season was regis
tered eariy this morning. Lead
ville, Colo., had four inches of
snow, Denver almost three, and
International Falls, Minn., one.
More snow fell "in parts of
Wyoming, Kansas, Nebraska,
Iowa and Wisconsin. A hard
freeze was predicted tor areas
in Iowa, Kansas, and Nebraska,
and it was below freezing from
the Western Plains to the Texas
Panhandle and eastward to the
upper Mississippi and central
Missouri Valleys.
Reclamation Group
Differs With Report
Lincoln, Neb.. (U.R) The
board of directors of the Na
tional Reclamation Association
and the association's Water Poli
cy Committee were on record
as sharply disagreeing witji the
Hoover. Commission report on
reclamation today as the associa
tion's annual convention opened
here. . 1
The directors and the com
mittee met here yesterday to
complete work on the commit
tee's report, which will be pre
sented to the 24th annual con
vention.'
The Hoover Commission, said
the Water Policy ' Committee,
implied "that reclamation is an
unjustified subsidy shouldered
by the nation's taxpayers."
Reclamation costs, the com
mittee said, are "being diligently
repaid" by water users, and by
power revenues. The committee
leport also cited increased tax
revenue from reclaimed land.

tion company said the reduction

A hearing on the matter was
held last week at Oak Grove,
where some 40 witnesses ap
peared to protest service cuts.
