feeling of security which the
installment plan shopper does
not have. However, it does not
mean that the more conservative
spender will lack ambition. He
may want more than he can af
ford at the moment, and this
stimulates his ambition to work
and save to get what he wants.
The person who' actually is
living beyond his means and
buys many things which he can
not pay for at the time is con
stantly confronted with the fear
that something will turn up to
make it impossible to pay all
he owes. Sickness, loss of job,
or some unforeseen emergency
can always occur which would
interfere with his installment
payments.
Can Impair Efficiency
This fear can impair his effi
ciency and interfere with peace
of mind and happiness. He then
feels that a load is hanging over
him and . can drop on him and
submerge him at any moment.
This is not a . very pleasant
thought and certainly does not
lead to peace of mind-
On the other hand, there is no
question that buying on the in
stallment plan incites a person
to do better and work harder.
After all, he has many obliga
tions and cannot afford to slack
en pace. , '
Because he can live better than
he otherwise could afford to, he
gets a taste of "better life" and
will not want.to give it up. He is
backed in this by his whole fam
ily, who will also want to con
tinue living better and better
lives. This will serve as a spur
to him to work harder and pro
duce more of the things the fam
ily feels are essential to their
happiness. -

Blurting: "Is there any cure
for a person who blurts out the
first thing that pops into her
mind and then wishes the ground
would open up and swallow her?

(A) Of course there is a cure
for a "blurter," but the guilty
person must apply the cure. She
cannot get over the habit by
some simple method, such as
swallowing a pill. The only real
cure for a "blurter" is careful
weighing of what she plans to
say before she says it. That is
especially important in. dealing
with personalities. If you stop to
think how people will react to
what you say before you say it,
and consider how you would feel
if the same thing were said to
you, you will say fewer things
you will later regret.
Interest in Home: "I am en
gaged to a girl I have known for
two years. Since our engagement.
she has been more interested in
our future home than in me. Nat
urally, I don't want to take a
back seat to a house." Annoyed,

Rear End Crashes
Lead Accident Causes
Salem U.R) Rear-end colli
sions have become the leading
type of Oregon accidents, the
State Traffic Safety Division
has reported.
There were 6080 rear-end
crashes during the first six
six months of 1955, and 5038
of them resulted in property
damage. More than 1000 of the
rear-end crashes caused injuries
and four proved fatal.
The figures compiled by the
division showed that more rear
end crashes happened at non
intersection locations than at
intersections.
Other leading types of acci
dents in the first six months of
this year included: Turning
movements, 6027. Angle col
lisions, 3728. Sideswiped-o'ver-taking,
2925. Parking maneuvers
2869. Backing,. 1923. Side-swiped-meeting,
1430. Head-on
crashes, 371. Unclassified, 58.

is the most discouraging of all
my efforts to make this a better
and less confused world to' live
in. That is the campaign calling
for women fo cease using first
names intended for men. Take
Miss America of 1955. What's
her name? Why, it is Lee Meri
wether. Lee is a man's name.
As for examples, consider Lee
Mortimer, Lee Magee, Lee Tracy
and many other males. There
are at least 25,000 different fem
inine first names to choose from,
yet Miss Meriwether's folks had
to call her Lee. '
Over There
At the Longchamps track in
Paris there is available a form
of wagering, called a "tierce."
This calls for naming the horses
in the big race of the day that
will finish one, two, three. ' In
the recently run Arc de . Tri
omphe Stakes the "tierce" paid
off at the rate of 5,000 to one!
That is, $3,000 for a 60 cent
ticket.

who has inspired my admiration
or gratitude or both. Tonight I
will drink to George Axelrod.
Last year he gave us that laugh
provoking play titled "The Sev
en Year Itch." He has followed
it up with the hilarious comedy
called "Will Success Spoil Rock
Hunter?" In these disturbing
times any opportunity to' give
out with a few hearty laughs is
most welcome. ' Therefore, I feel
we owe a debt of gratitude to
George Axlerod for his clever
contributions to the mirth of a
nation. So here's the toast:

Pigeon, Mich. (U.R) Tele
phone service for residents of
a 50-mile area near here was a
casualty of the first day of
pheasant hunting Thursday.
Hunters shot a cable in half.
The Orinoco river, sixth long
est in South America, is navig
able in the rainy season from
May to November, for 1,300 of
its ,1,700 miles. .

In Work Accidents
To Stale Teenagers
Salem -A decrease of 13 per
cent in work injuries to-teen
agers during the second quarter
of 1955 over the same period of
1954 is noted in a child labor
report of the State Bureau vof
Labor released Saturday.
The report on minors indus
trial employment shows injuries
of a serious nature on the in
crease with one fatal accident
recorded. Approximately one
out of every six industrial acci
dents to the minors under 18 oc
curred in occupations regarded
as hazardous under child labor
laws.
The incidence rate of minors
on-the-job injuries in occupations
classified as non-hazardous ' for
upper age groups was greatest
in manufacturing work. Whole
sale and retail industries came
next in accident occurrence per
minor employee, followed by
construction. Several accidents
were reported at the scene of
logging operations where every
kind of job is prohibited for
minors under 18.
Unskilled With Tools
Labor Commissioner Norman
O. Nilsen states more accident
of the working teen-agers were
due. to the unskilled use of tools
than to mechanical dangers. Six
ty-three occupations were listed
in the accident accounts. Girls'
occupational injuries ran rela
tively low in comparison with
boys. The boys, comprising 58
per cent of the young work force
in industry, met with 88 per cent
of the job accidents during the
four-month period.
Labor investigators found
more than one-fourth of the em
ployers reporting accidents to
minor employees had bypassed
child labor regulations in failing
to secure work permits for their
employment. Oregon statutes
hold employers responsible for
securing approval of minors'
prospective jobs from the Bureau
of Labor regardless of the safety
of the job. Permits for 10,255
minors' jobs were issued during
the quarter year, a rise of 25 per
cent over the corresponding pe
riod of 1954. Approximately
nine-tenths of the permits were
for the employment of minors
over 16 years of age.

feels "strong enough to play 154

more in the World Series."

County Planning Commission
Setup Outlined for Official's
Organization and problems
confronting a county planning
commission were discussed by
Mark Westling, planning and
public works consultant of the
Oregon bureau of municipal re
search; and city and county . of
ficials here Friday. ,
Members of the Medford plan
ning commission, city council
men, city officials, and the Jack
son county court discussed pur
poses of a county planning com
mission and the .possibility of
obtaining federal funds for reg
ional planning.
Commission First Step
Westling pointed out the first
step would be to organize a
county planning commission,
which would develop a basic reg
ional planning program and sub
mit a request for federal funds
through the state board of high
er education, which serves as a
planning agency in obtaining fed
eral funds.
Available local funds would
be matched with federal aid,
Westling said, for an initial one-
year project, which could be
part of an over-all program ex
tending into the future.
A county planning commis
sion, he said, would serve as an
advisory group only. It would
make recommendations to the
county court, which could take
legislative action. The county
commission primarily would be
concerned with urban areas de
veloping adjacent to city limits,
Westling said, pointing out that
farming areas were not included
in the original plan when the
County Planning act was passed
by the state legislature in 1947.
Basic Program
One of the chief purposes of a
county commission, . Westling
said, would be to work out a
basic planning program for the
area, considering basic maps,
trend of growth, development
trends, drainage problems, ex
isting street patterns in relation
to an over-all arterial street de
velopment, and p o p u 1 a tion
trends.
Another purpose of a county
commission would be to study
character of land and the water
table in relation to septic tank
use and a desirable size for resi

In planning drainage, natural
channels should be preserved,
and worked into an over-all
street program, if possible, West
ling said. '" ' '
City's Role
. The city planning commission,
he said, would maintain control
over subdivision developments
within six miles of the city lim
its until such time the county
court orders regulations govern
ing subdivisions.
Zoning regulations in the
county would be established by
residents only, Westling pointed
out. Authority for county zon
ing regulations would either be
by approval in a county-wide
vote, or by petition from resi
dents who desire zoning in de
veloping urban areas.
Building codes, which could
be ordered by the county court
on recommendation of a county
planning commission, would
function as do present city build
ing codes, Westling said.
Sewer Construction
There is no authority in the
County Planning act, Westling
said, which ' gives the county
power to construct sanitary or
storm sewers. He added, how
ever, that some acts give the
county power to develop an over
all sanitary sewer plan, any por

struct a sanitary sewer according
to specifications in the over-all
sewer plan.
Westling said the basic con
cern for a county planning com
mission is to get a picture of ,
what is needed and what can be
done. He noted a tendency of
planning commissions to carry
planning into a long range fi
nancial program.
A Jackson county planning
commission has been discussed
here for several years, and an
appropriation of $7,500 has been
made in the county budget for
fiscal year 1955-56 for organiza
tion of sucr a commission. ' An
allotment of $2,000 budgeted to
the Medford planning commis
sion probably would be available)
