Oregon Gets $396,142 in Funds
For Fishery, Wildlife Programs
Portland Oregon federal aid
projects for the restoration and
development of the sport fishery
and wildlife resource will have
a banner year in 1956 with an
operating base of $396,142 it was
learned today. The money is Ore
gon's share of the $16,537,900 of
federal aid funds to be appor
tioned to the 48 states as an
nounced by the secretary of the
interior.
Under the Pittman-Robertson
act, which provides for an excise
tax on sporting arms and ammu
nition, Oregon's share in the ap
portionment amounts to $288,
985, the monies to be used for
wildlife restoration programs.
The 10 per cent excise tax on
fishing tackle under the Dingell
Johnson act brought a return to
the state of $107,157 to be used
for sport fishery projects.
As prescribed in the Pittman
Robertson act for wildlife and
the Dingell-Johnson act for sport
fish, investments are made so
that benefits go to hunters and
fishermen who seek recreation
and food from the nation's fields
and streams.
To obtain the benefits of the
federal grants, the states submit
project proposals to the Fish and
wildlife Service. Such propos
als may consist of surveys, in
vestigations,, land acquisitions,
land and water development,
manage ment of restoration
areas, Approval of the projects
are given if they are found to be
substantial in character and
design.
The state fish and game de
partments proceed to carry out
the plans, spending their own
funds, and are then reimbursed
75 per cent of the project cost.
The remaining 25 per cent of the
cost of the project is financed
out of regular department funds.
Some of the more important
projects which have been carried
out in Oregon under the wildlife
restoration acts have been the
acquisition, development, and
activation of the Sauvie Island
and Summer Lake public shoot
ing areas, the rehabiliation of
Diamond lake and Lake of the
Woods, and the acquisition and
development of the White River,
John Day, and Wenaha big game
winter ranges. The re-establishment
of bighorn mountain sheep
in the Hart mountain area of
Oregon was also carried out
under auspices of the federal
acts.

Welsh of Navy shot to the top
of the total offense race today
in major college football circles
on the basis of a spectacular
one-man passing show against
Penn State Saturday.
By completing 15 of 20 passes
for 285 yards, and adding three
yards rushing, Welsh not only
piloted the Middies to a 34-14
victory over the Nittany Lions
but increased his total yardage
gained to 634.
Welsh has racked up his total
in only four games while Art
Luppino of Arizona was second
with a total yardage of 606 in
five games, according to official
NCAA Service Bureau figures.
Welsh spurted all the way
from 14th place in the total of
fense rankings.
Behind Luppino came Jim
Haluska of Wisconsin with 589
yards gained followed by Jim
Swink of Texas Christian with
569 yards and Bill Beagle of
Dartmouth with 556 yards.
Luppino led all major college
players in rushing with 606
yards in 100 rushes and was fol
lowed by Swink in second place
with 569 yards and Henry Moqre
of Arkansas in third place with
417 yards.
' Beagle, who completed 19 of

ship. He has gained an even 600
