night that the nation's defense
9 needs will not take a back seat
behind administration budget
cutting plans.
"This administration will nev
er put its desire to balance the
budget ahead of its determina
tion to maintain adequate mili
tary strength," Nixon said.
Nixon's speech before the In
ternational Association of Fire
Chiefs was an apparent answer
to Democratic charges that pro
posed administration budget
cuts would weaken the nation's
straight" on the Eisenhower ad
ministration's foreign policy.
"The Geneva conference has
not changed our estimate one
iota as to the necessary level of
free world military strength,"
he said. . '

change until we witness signifi
cant deeds as well as words in
the Geneva spirit."

now stronger than they have
been 'at any time since World
War II, "strong enough to meet
and defeat attack by any poten

aluminum plant with govern
ment financial help and a guar
anteed market after threatening
to sue the government for $70,
000,000. Government officials disclosed
today that the proposed suit
maintained that the govern
ment had repudiated a contract
authorizing Harvey to proceed
with construction of an alumi
num plant at the Dalles. The
suit was prepared by the New
York law firm headed by former
Gov. Thomas E. Dewey.
After the company agreed to
waive all claims against the gov
ernment, a final contract with
Harvey was announced by the

light, air and water is a step
nearer solution. ,
University of California sci
entists who last year achieved
the first photosynthesis outside
a plant cell have cleared another
hurdle in their effort to dupli
cate nature's trick.
Mary B. Allen, assistant re
earch biochemist, described to
the American Association for
the Advancement of Science the
"new achievement. She told how
she and four colleagues broke
into chloroplasts without dis
turbing photosynthesis action.
'Chloroplasts are themselves
highly complex entities," shej
said. "To make further progress
we had to take them apart and
reduce them to simpler units.
The first step in this analysis
has now been accomplished.
Broken chloroplasts not only
carried on the regular functions
ff photosynthesis but did them
about six times better than
whole chloroplasts."
Berkeley plant nutritionists
succeeded about a year ago in
taking the tiny light-converting
particles out of plant leaves
without damaging them. The
particles chloroplasts kept
right on manufacturing starch
and sugar from carbon dioxide
and water in the presence of
sunshine. .
OHIO TURNPIKE

Ohio's 241 turnpike across the
northern part of the state will
open as scheduled on Oct. 1. The
turnpike will connect with the

would:
1. Provide power facilities
and give adequate assurances
that he power would be avail
able when construction of the
aluminum plant was completed
2. Through loans or repayable
advance payments assist in fi
nancing the Harvey project to
the minimum extent necessary
for the firm to proceed.

Palmer and Wood arranged the
new contract. He said private
financing had been available at
the time GSA issued a letter of
intent May IS, 1953, but that
the government's repudiation of
the power contract had caused
the bankers to lose confidence
and withdraw.

On June 22, ODM, Interior,
Budget Bureau and GSA offi
cials conferred.
They concluded the govern
ment had made a firm contract
to supply Harvey with power
and the firm probably would
win a court decision if it filed
suit.
As a result, the government
officials decided it was in the
best interests of the government
both financially and as part of
its obligation to live up to its
contracts. - (
Under the agreement, Harvey
will proceed with construction
of a $65,000,000 aluminum plant
near The Dalles with what gov
ernment assistance is necessary
to complete the project.

change to liquid plant food.
Sales of "aqua ammonia," the
liquor fertilizer, amounts to
about 103,000 tons years, about
18 per cent of the half million
tons of fertilizer used. Use of the
liquid is increasing about five
per cent a year, Lemmon added.
