There is no chance that Con
gress would reverse itself on the
penalties established for the pur
. pose of curbing" Communist op
erations. If the act is to be
junked, the Supreme court must
junk it. The act was aimed not
only at the Communist party
but at so-called Communist front
organizations, including labor
unions, if the latter became infiltrated.
The Communist party, whose
functioning is considerably ham
pered by the act, seeks Supreme
court action declaring it to be
unconstituitonal. The party has
been joined in that petition by
360 civic leaders, as friends of
the court, of whom freshman
Sen. Pat McNamara (D.-Mich.)
is the major political figure.

Catch-Ail Democratic Bill
McNamara is the only con
gressional figure among the pe
titioners. Congress, itself, . okayed the
legislation with such enthusias
tic vigor five years ago, as per
haps, to persuade members that
the measure had support of both
depth and area country wide. It
was a catch-all Democratic bill.

The whole business was some
what in response to a special
message sent Congress on Aug.
8. 1950, by President Truman.
Mr. Truman sought additional
safeguards against sabotage and
espionage. He warned in that
message against action which
, would violate the Bill of Rights.
He mentioned the effort of
"some people" to enact laws
"which would seriously damage
the right of free speech and
which could be used not only
gainst subersive groups but
against other groups engaged in
political or other activities
which are not generally popu
lar." Threat Caused Concern
That language was believed at
the time to be directed against
the Ferguson - Mundt bill then
pending. Mr. Truman's message
went up less than two months
after the sneak attack in Korea.
The threat of Communism at
home and abroad was a matter
of much concern. Congress was
of a mind to do something about
it.
Mr. Truman vetoed Congress'
effort on Sept. 22 in an uncom
monly long (5500 words) mess
age holding that the omnibus se
curity bill was a "terrible mis
take." His veto plea gained a
handful of votes, but the act
survived the Senate by a vote of
57 to 10; the House by 286 to
48.
The Supreme court before
this has outlawed acts which
Congress passed with lopsided
majorities. Congress or the ad
ministration rarely has failed to
find a new and satisfactory ap
proach which would survive
court inspection or, even, dis
courage further adverse opinions.
Peron May Be Asked for Resignation To Prevent Further Bloodshed

diplomatic sources here specu
lated today that loyalist military
leaders in Buenos Aires may
soon ask for Argentine President
Juan D. Peron's resignation.
These sources said Peron's
ranking generals may try to seek
an armistice with rebel forces
to avoid further bloodshed.
Observers here believed that
unless Peron's goverment forces
can win some decisive victories
over the rebel forces in short
order. Gen. Franklin Lucero, su
preme commander of loyalist
forces, may ask Peron to resign.
They believe Lucero would seek
to reach terms with the rebels.
Speculation on Peron's pos
sible resignation was touched off
by the announcement late yester
day that the Argentine 2nd Army
composed of both army and air
force units, is one of Argentine's
major army groups.
Diplomatic sources said the
defection of the 2nd army from
Peron's leadership was of the
"greatest significance."
In rebel hands, this army
makes possible the encirclement
of Buenos Aires, the Argentine
capital, by land and sea forces,

these sources said. A rebel fleet
comprising Argentina's powerful
Atlantic squadron has steamed
within range of Buenos Aires
and threatened to bombard the
capital unless Peron steps down.
These observers pointed out
that with control of the Western
Argentine provinces and possibly
Cordoba, the rebels are now in
a position to march on the capi
tal from the west and south.
Other key areas reported under
rebal control were the southern
naval base of Puerto Belgrano
and the nearby city of Bahia
Blanca.
The State Department de
clined to make an official com
ment on the outbreak in Argen
tina. Officially it is ' regarded
here as an internal matter in Ar
gentina and one not subject to
U.S. official concern.

The German Society for Bathing
today demanded that all new
houses be furnished with bath
tubs and all old dwellings be re
modeled to accommodate tubs
as soon as possible. Bathing
Society President Ernst Boehm
said, "A house without a bath
tub is like a person who doesn't
own a toothbrush."
Men's Garden Club
Planned in City
Dr. Charles P. Wilson, Mil
waukie, Ore., director of the
Men's Garden club of America,
and Fred Sievers, Washougal,
Wash., will be in Medford to
morrow to organize a men's gar
den club here.
The two men have made ar
rangements through the Jackson
County Chamber of Commerce
to hold the organizational meet
ing at 7:30 p.m. in the Jackson
hotel. All men of this area inter
ested in joining such a club are
asked to call the chamber office,

The aim of the club will be
"more and better" gardens and
also to provide a clearing house
for information and experience
for those who do their own gar
dening, it is stated. No qualifica
tions are required beyond a de
sire to learn or share experiences
in actual garden activities.
In addition to the organiza
tional details, the program will
include a talk by Dr. Wilson
on tuberous begonias, a flower
which he has grown for 25 years,
and Sievers will speak on wild
flowers of the Pacific northwest.

From Carrier Cruise
William J. Peek, manager of
the Southern Oregon Title com
pany, returned Saturday after
he and his twin -brother, Donald
C. Peek, . Portland, had been
guests of the Secretary of the
Navy on a cruise on board the
aircraft carrier USS Shangri La.
They were the only men from
Oregon on the cruise. Ten others
from various western states also
were guests. They made the trip
from San Diego.
They viewed operations on
board the ship, in particular, the
take offs and landings of differ
ent types of jet planes. Pilots
were qualifying for service in
the orient.
