Chinese Jet Propulsion Expert
Silent on Return To Homeland

'cChinete jet rocket expert, one of
the world's top authorities in the
field, refused comment today on
reports he if being permitted to
return to Red China as part of
a "swap" negotiated by the
United States for the recently
freed American airmen. '
Dr. Jlsue-shen Tsien, 46, dis
closed he had resigned three
weeka ago as head of the Gug
genheim Jet Propulsion center
at the California Institute of
Technology. He will sail from
here Friday . with his wife and
two children on the liner S. S.
Cleveland for Hong Kong.
'Red Hot' Man
"I have no interest either to
confirm or refute the report,"
Tsien said when questioned
aboutothe 'swap." "I have noth
ing to say." .
A Cal Tech spokesman called
Tsien "a red hot rocket propul-
sion man." He said his resigna
tion "is a great loss for us."
The scientist did not indicate
. how long he would be gone or
whether he planned to return
to the United States. Tsien had
been under a deportation order
fof almost five years, although
his actual deportation was not
authorized until Aug. 4.
Denied Communist Link
Tsien had been accused of be
ing a Communist party mem
ber in the late 1930s. He denied
. the- charge.' '
On Sept. 7, 1950, he was ar
restid by Immigration Service
officers as he prepared to sail
for China. Authorities seized
eight cases of scientific papers
he had consigned for delivery
in Shanghai.
Subsequeit examination of
the papers showed they contain
ed 'no classified information and
they were returned to the scien
tist. His work at the Guggen
heim Jet Propulsion center was
concerned primarily with re
search and was not military in
nature, the school said.
Sec. McKay Clarifies
Position on Proposed
Beaver Marsh Project

House, lived longer than any
other chief executive after leav
ing office, dying in 1826 at the
age of 90.
Portland (U.R) Secretary
of Interior Douglas, McKay to
day clarified his position on the
proposed Beaver Marsh dam on
the McKenzie river in a letter
to Portland newspapers.
McKay said he had advised
the Federal Power commission
that he personally opposed the
project because ' most of the
land is in the national forest
which is used by the people for
recreation."
Favors Recreational Use
He added in a letter to FPC
Chairman Jerome K. Kuyken-
dall "I believe that the McKen
zie should be kept in as near
its natural condition as possible
as it would be of much more
value to future generations as
a recreational stream then the
amount of power that could be
generated by this project."
However, McKay said the fish
and wildlife service, after meet
ing with forest service .person
nel and Oregon state representa
tives, had -made seven recom
mendations to the FPC should

a $65,000,000 aluminum reduc
tion plant near The Dalles, Ore.,
by Harvey Machine company to
day when the company reached
an agreement with Bonneville
Power administration for the in
stallation of power transmission
lines. ' i
Secretary of Interior Douglas
McKay said terms of the agree
ment called for Harvey Alumin
um to advance $2,038,00$ or
the necessary amount of mater
ials and equipment, to provide
for the construction of transmis
sion facilities from Big Eddy
switching station to the proposed
plant.
BP A To. Construct Facilities
McKay said the facilities
themselves would be construct
ed by the BP A, which would
also retain ownership. Harvey
Aluminum would meet line los
ses and pay a monthly charge
for operation and maintenance
of the transmission lines.
Congress earlier had author
ized the company's use of 40,
000 kilowatts of firm power and
80,000 kilowatts of interruptible
power. The new agreement, Mc
Kay 4 said, made the company
eligible for standard "at site"
power rates of $14.50 a kilowatt
year.

would take about. 15 months,
and could be scheduled for com
pletion of the aluminum plant.
McKay said he was "extreme
ly pleased" that agreement had
finally been reached on a pro
gram that he had supported both
as Governor of Oregon and as
Secretary of the Interior. He
estimated the plant would pro
vide employment for 500 persons
in The Dalles area, and would
produce 100,000,000 pounds of
aluminum annually.

At least half of the 800 or
more men living at the Veterans
Administration Domiciliary Cen
ter take part in the recreational
activities provided for them as
part of the newly organized re
habilitation program.
During the past year an inten
sive effort was made by doctors,
volunteers and recreation spe
cialists to encourage disabled
veterans at Camp White to en
gage in the numerous facilities
provided, to occupy their time
and attention.
The largest section of the
membership had to be brought
around to participation by re
awakening forgotten habits of
play or of skill in a craft or vo
cation. The new approach was inau
gurated with the establishment
of the Planning Board. This
board undertook to study each
case from the standpoint of what
could be learned when the vet
eran sought admission to the
Home. -
The follow-up on this plan has
resulted in a comprehensive
program covering all recreation
activities and interests provided
for the members. The 10 group
ings include:
1. Motion pictures three times
a week. 2. Group recreational
and social activities conducted
daily for.ambulent and non-am-bulent
members. 3. Instruction
in music with lessons provided
in piano, accordion and other in
struments. 4. Modified sports
program consisting of croquet,
shuff leboard, horseshoes, soft
ball, pool, bowling and golf put
ting. 5. Photography, with facili
ties for developing and printing
pictures. 6. Off-station trips for
fishing, sight-seeing and picnics.
7. Presentation of special the
ater programs by, neighborhood
groups ana veterans organiza
tions. 8. Organization of member
clubs including a fishing club,
stamp club, garden club, rock
club, writers club, bridge club,
and jig saw puzzle club. 9. Hob
bies, artwork and handicrafts
daily for members interested in
exercising their manual skill.
10. Radio and television with
portable sets and five TV station
sets placed for convenience- of
members.
"Recreation activities at Camp
White are purposely planned to
be an important phase of the
institution's operations." Special
Services Chief Frank Glonning
states." VA officials, cognizant
of the fact that members must
be kept cheerful during the long
hours and days of residency,
look at the recreation program
as an integral part of the total
medical program.. ..
"The effort has been made to
include in this program a com
prehensive, well balanced and
efficiently executed range of rec
reation activities to meet the
needs, capabilities and interests
of all members."
The aims are summarized: to
maintain individuality promote
good fellowship, provide means
ior sen-expression, and create
sense of being a part of and be
longing to the domiciliary pat
tern of operation while here.
"Rehabilitation does not mean
that members will be able al
ways to go out and compete with
otners in private industry," Dr.
C. K. Todd, chief medical offi
cer, has emphasized.
"Recreation arranged through
special services tries to make life
here a little bit happier," he ex
plains in a review of the medi
cal plan for members. "Through
physiotheraphy, corrective or
exercise therapy and occupation
al therapy, it is hoped that time
will not drag and the men can
become rehabilitated to live here
more contented than it would be
without these activities."
The fall schedule of VAVS ac
tivities, including ' Hallowe'en
and Christmas parties at the sta
tion, were discussed at the regu
lar monthly meeting in the Elks
temple Monday evening.

ing Oct. 10, Frank Glonning, ad
