Administration Will Seek Cut in Military Spending To Balance Budget

Nearly Half of

Washington (U.R) Official
sources said today the adminis
tration will try to trim $1,700,
000,000 from scheduled military
spending for the current fiscal
year in an effort to balance the
federal budget.
Nearly one-half of the pro
posed cut, $750,000,000 would
come out of Air Force funds, of
ficials said.
For the Army, the proposed
cut would mean speeding, up a
reduction in strength, already
ordered.
The new defense cut, which
apparently was proposed from
the White House level, already
has run into opposition within
the Defense Deartment.
Air Force Protests .
Air Force Secretary Donald
A Quarles, accompanied by sev
eral of his assistant secretaries,
made a secret visit over the
week end to Defense Secretary
Charles E.' Wilson at his Michi
gan vacation hideaway to pro
test the cuts.
Wilson was understood to
have assured the Air Force lead
ers that he would not agree to
any cut that would interfere
with the Air Force's program to
build up to 17 wings by mid
1957. The administration proposal,
as reported by Pentagon offic
ials, is to cut military spending
in the present fiscal year ending
next July 1 to $34,000,000,000.
The original defense budget,
s presented to Congress in
January, provided for the indi
vidual services to spend $5,750,
000,000. 0
Possible Tax Cut
The administration, however,
gave overall defense spending
figures of $34,000,000,000. It ex
plained that it hoped to reach
the lower spending figure
through "savings," during the
year. It is this $1,750,000,000 in
"savings" which the administra
tion is now trying tb " push
through Pentagon opposition.
Congress approved the de
fense budget substantially as
submitted.
The administration move to
cut defense spending comes at a
time when it is trying to cut
overall government expenditurs
and arrive at a balanced budget
in the present 1956 fiscal year
which ends next June 30.
The drive to balance the bud
get is expected to be tied in
with a move to cut individual
income taxes in 1956, a presi
dential election year.
The Air Force, which would
be the hardest hit by the pro
posed cut, is said to have ob
jected that the reduction would
have to come out of procure-
ment funds for new airplanes.
Four Fires Listed
By Medford Firemen
Four fires were reported to
Medford city firemen over" the
long holiday week end.
Saturday, at about 1:55 p.m.,
a pumper was sent to the 1700
block on Orchard Home dr., to
extinguish a grass fire, which
burned over about 2V4 acres.
There was no damage.
At 10:15 a.m. Sunday, a
pumper was dispatched to the
John Krauss apartments. 4047
South Pacific highway, where a
fire caused damage to a mat
tress and bedding.
Sunday, at 7 p.m. a pumper
was sent to Greenway circle,
near the Rogue Valley Country
club, to extinguish a grass fire.
There was ntf damage.
Monday at 11 a.m., the rural
pumper truck was sent to a re
ported grass fire in the rear of
the Baotist church on Lozier
lane. Firemen found that a
group from the church was
clearing trash and grass, and
(jhey were allowed to continue

rookie policeman picked the
wrong horse. Police, using the
ftokie as a decoy, raided a hand
book and arrested a bartender
who took the bet. The raid net

Heavy Rains Leave
30,000 Homeless in
Mexico; 11 Said Dead

Two tropical storms veered
away from the nation's borders
today, but not until one of them
had drenched South Texas and
caused 11 deaths in the United
States and Mexico.
Tropical , storm Gladys took a
surprise swing into the Mexican
interior late yesterday after
threatening to cause a repeat of
the disastrous 1954 floods in the
Texas Rio Grande Valley.
Disaster in Mexico
The storm's rains and high
tides had already led to the
drownings of 11 children. Two
little girls drowned off Texas'
Padre Island and nine children
were reported dead in a disas
trous slum district flood in Mex
ico City.
The Mexico City flood stemmed
from two rivers swollen by
Gladys' heavy fringe rains. Mex
ican officials counted 30,000 per
sons homeless and feared more
dead would be found.
Also in Mexico, a party of 12
Texans was reported marooned
by flood waters near San Rafael.
Meanwhile, . hurricane Flora
began curving toward the north
far out in the Atlantic Ocean.
The storm, packing 100 mile per
hour winds, was not a danger to
the U. S. coastline, but ships at
sea were warned to use caution.

Weathermen could foresee no
real break in the heat, which
kept the temperature in the 100s
over much of California, Ne
vada, Southwest Arizona, and as
far north as Southwest Oregon.
Spaur Resignation
Said 'Premature'
Salem (U.R) -r- State Forester
George Spaur said today that re
ports he was about to resign
were "prepature."
He said he has been offered a
federal job of "international
scope" but has not made up his
mind yet whether to leave state
service. He said he would dis
cuss the offer with the State
Board of Forstry meeting here
Wednesday. Gov. Paul L. Pat
terson is chairman of that board.
Spaur has been with the State
Forestry Department since 1937
and has been State Forester
since 1949. :

The heat wave was blamed for
at least 51 deaths in California
and the Los Angeles coroners
office was on an emergency basis.
The furnace-like winds have
fanned forest fires through 62,
150 acres of California wood
lands. The worst blaze today
was an 11,000-acre flareup
which roared out of control in
Humboldt county. Another 8,000-
acre timber and brush fire was
also out of control in the Sierra
east of Fresno.
Milk Cow Number
Said in Decline
Washington (U.R) The num
ber of milk cows declined dur
ing the last fiscal year after two
years of steady increase, the
Agriculture Department report
ed today.
The 1.6 per cent reduction cut
the number of milk cows to 22,
067,000 on June 30, the depart
ment said.
It also reported a 450,000,000
pound decline in milk output
from January through July and
a 30 per cent cut in price sup
port purchases since April 1.
The department said lower
prices for dairy products and se
rious droughts throughout many
parts of the rountry contributed
to the decrease" in milk cow pop
ulation. The lower returns and
the higher production costs
brought about by the droughts ;
caused many farmers to sell off
stock.
'Air Conditioning' Used
By Engineers In Tunnel
iPerre, S. D. (U.R) Army
engineers are "air conditioning"
the tunnels being constructed for
the Oahe Dam on the Missouri
river near here.
The tunnels are being dug
through shale, which cracks
when exposed to air. To keep the
shale walls of the tunnels firm
until concrete linings can be
poured, the engineers introduce
warm, moist air into the tunnels.
The air keeps the shale moist,
preventing it from drying out
and cracking.
Every prisoner who has escap
ed from the Concord, Mass., re
formatory since it was built in
1878 has been recaptured.

ette county, once was used as
the territorial supreme court
building before the capital was
moved to Madison.
The Wisconsin Federation of
Women's clubs wants to raise
funds to restore the building
and move it across the road be
side the old state capitol near
Belmont.
They figure it will cost $25,'

was started this spring.

10 Basic Pointers

E. Summerfield has some sug
gestions for you.
He outlined 10 "basic postal
pointers" which he said will im
prove the safety, speed and sure
ness of mail delivery.
"The users of the mails can
help themselves get better mail
service by following these 10
suggestions," Summerfield said.
The suggestions are:
1. Address mail fully and
clearly. Use zone numbers and
avoid confusing abbreviations.
2. Put a return address in the
upper left hand ' corner of ' all
letters and packages.
3. Mark letter for hand
stamping when mailing coins or
other hard objects.
4. Do not mail cash, use postal
money orders or checks.
5. Make sure parcels are well
packed and wrapped securely.
Enclose a card with the address
of the recipient and your return
address.
6. Check to be sure your mail
has, sufficient postage.
7. Always place the stamp in
the upper right hand corner.
8. Insure parcels and use regis
tered mail for valuable letters.
If proof of delivery is required
use certified mail.
9. Mail early and often. Sep
arate mail into local and out-of-town
bundles.
10. Be certain your corres
pondents have your correct ad
dress and notify them of any
change.

Muni To Undergo
Surgery on Eye
New York (U.R) Veteran ac
tor Paul Muni undergoes eye
surgery today for an ailment
that forced him to' withdraw
from the hit Broadway play, "In
herit The Wind."
It was reported Muni would
suffer the loss of his left eye in
the operation. Specialists who
examined Muni aftep he left the
play last week reported that he
had a tumor of the eye.
Mount Sinai Hospital said the
operation was scheduled for
early afternoon.
Muni had complained for sev
eral days before his withdrawal
from the play of failing eyesight
and was reported by friends to
have been in severe pain.
The play, built around the
famous "monkey trial," resumes
Sept. 17 with Melvyn Douglas in
the principal role of the defense
attorney. Muni won wide critical
acclaim fo rthe role, inspired by
acclaim for the role, inspired by

John Scopes on charges of teach

Gray Flies Great Aid
To Minnesota Forests
St. Paul (U.R) In its fight
against the leaf-chewing forest
tent caterpillar, Minnesota has a
strong ally in the gray fly.
. The state's conservation , de
partment said the fly, so named
because of gray flecks on its
underside, deposits larvae on co
coons of the caterpillar pupa. The
larvae penetrate the cocoon and
devour the pupa.
Gray flies did such a good
job last year that incidence of
heavy defoliation from the tent
caterpillar probably will be in
parts of only two counties this
year, the department said.
