Fumes Bring Suit
Portland '(U.R) A $350,000
damage suit brought against the
Reynolds Metals company by
three former Troutdale, Ore.,
residents opened in Federal
court here yesterday.
The consolidated trial will
hear suits brought by Mr. and
Mrs. Paul Martin and their
daughter, Mrs. Paula Yturbi.
The Martins seek $100,000
apiece and their daughter $150
000 for injuries allegedly suffer
ed from fumes caused by the
Troutdale plant.
The three complaints contend
the fumes caused permanent in
juries when the Martins and
their daughter lived on their
150 acre ranch near the alumi
num reduction plant from
1946-50.
Martin was awarded $48,135
in federal court in 1951 for dam
age to livestock, and his suit for
an injunction to halt further
operation of the plant will be
heard following the current
trial.
U.S. District Judge William
East is presiding at the juryi
trial.
Oregon Democratic
Secretary Resigns
Portland '(U.R) Margaret
(Peg) Clarke has resigned as ex
ecutive secretary of the Oregon
Democratic party. Central Com
mittee Chairman Howard Mor
gan announced today.
Morgan said a successor had
not yet been named. The resig
nation becomes effective be
tween Sept. 2 and 9.
Miss Clarke said she was re
signing to take a teaching posi
tion at Portland State college.
She will teach English.
Ike Convinced
On Foreign Aid
Washington (U.R) President
Eisenhower is convinced Amer
ica's foreign aid program is well
worth the money because of the
way it is "stiffening" the free
world's defenses against aggres
sion. In his semi-annual aid report
to Congress, Mr. Eisenhower said
today there" is no other way to
reap so many security dividends
so cheaply.
He reported that the U. S.
economic, military, and techni
cal assistance programs have
helped give the free world both
"stiffer defenses against aggres
sion" and "stronger economies."
"Added together, these meas
ures have brought the free world
as a whole to a position of
measurably greater security and
have made the ground firmer for
further forward movement," he
said.
"In the current world situ
ation, the dollars invested in the
mutual security program have
brought greater security to the
people of the United States than
could the .same amount of dol
lars used in any other manner."
The report, covering the six-
month period ending June 30,
noted that economic recovery has
made it possible to terminate
almost all non-military assistance
to Europe, shifting the emphasis
to Asia, where it is sorely need

Government Delays
Copper, Nickel Orders
Washington U.R) The gov
ernment has postponed its or
ders for 26,000 tons of copper
and 1,250,000 pounds of nickel
to permit private industry to
buy supplies its needs.
The copper was to have gone
into the government's defense
production inventory and the
national stockpile between Oct.
1 and March 31. The deadline is
now postponed by the Office of
Defense Mobilization until next
June 30.
The nickel was to have been
delivered to the goovernment
next month. The government
had already reduced its Septem
ber order by one million
pounds. The additional release
should, make more nickel avail
able for non-defense use than
has been the monthly average
during the past 18 months, ODM
said.
Flash Flood Rips
Railroad Tracks
San Francisco U.R) Western
Pacific railroad officials an
nounced today that passenger
trains were being detoured over
Southern Pacific tracks after a
flash flood ripped out 700 feet
of Western Pacific rails in East
ern Nevada.
The washout took place be
tween Silver Zone, Nev., and
Wendover, Utah. The company
said flood waters rose as much
as 15 feet along the railroad
roadbed following -torrential
rain.
Many motorists on U. S. 40
were stalled when the tiooa
washed out several hundred feet
of highway, but there were no
reports of any injuries or of

Touring Farmer
Says Russians Feel
They Are Not Free
Washington U.R) A Russian-born
American farmer just
returned from a tour of Soviet
farms said today he got the im
pression the Russians do not
feel they are free.
Julius M. Kleiner, Nampa,
la., who was born in Stolnoye,
Russia, in 1892, said, "I could
feel the tensity in the air."
"The air was loaded," Kleiner
added. "I don't know that my
companions got the same im
pressions, but because I speak
the language and understand
the people there, that is the im
pression I got."
Kleiner was one of the 12-man
American farm delegation which
spent more than a month tour
ing the Soviet Union. He and
some of his companions held a
news conference today.
Kleiner, a naturalized Ameri
can citizen, was educated at the
University of Kiev and came
here in 1915.
"I have no desire to live there
again," he said.
Kleiner and six other mem
bers of the American farm group
were welcomed here by Secre
tary of Agriculture Ezra T.
Benson.
Kleiner said the "peasants,
the common folk" with whom he
spoke "appealed to us for
peace."
"They met us with open arms
and flowers' Kleiner said, "but
they felt -we were getting ready
for war."

McDill Jet Holds
Lead in Bombings

B47 Stratojet, from McDill Air
Force Base, Fla., today held the
lead in the annual bombing com
petition among top-rated plar
crews of the Strategic Air Com
mand. The McDill jet, commanded
by Maj. W. J. Hynds, took top
honors, in yesterday's opening
round of the bombing "world
series.
Seven other B47s placed in
the top 10 positions of the first
&4 planes in the five-day com
petition which will end Mon
day. The planes dropped theo
retical hydrogen bombs on Los
Angeles, Sacramento and Spo
kane during 3000-mile missions.

R. L. Lee Named
To Five-Year Term
On WWO Group
Robert L. Lee, Medford, has
been elected to the Water Works
Operators certification commit
tee, it was announced this week.
Lee is assistant superintendent
of the Medford city water de
partment. Lee received the appointment
after completing a voluntary
certification program in July,
1954, which graded him as a
Water Works Operator I. Re
quirements for the designation
are five years of experience
credits, completion of 76 hours
of training credits, with at least
60 hours obtained from a formal
water works school, and scoring
not less than 70 per cent on a
written test.
Highest Rating
Operators of this category
are deemed, by the committee,
as able to have responsibility
to take complete charge of a
water system serving a popula
tion of 3,500 persons or more.
This is the highest rating
awarded in the field.
"The committee was formed
as a protection to cities, and es
pecially small towns," Lee said.
The purpose of the certification
program is to examine and rate
men in the water works profes
sion to establish a standard of
proficiency.
The certification committee to
which Lee has been appointed
consists of seven members, in
cluding one representative from
the engineering staff of the Ore
gon State Board of Health, one
representative from the Oregon
State college department of civil
engineering, and five water sup
erintendents or operators, se
lected to ' represent "as far as
possible", all grade of operators.
Lee was elected to a five-year
term to expire in 1960.
Benefit Dance

time" dance, to which the public
is invited will be held at Phoe
nix Community hall Saturday,
Aug. 27 from 9 p.m. to 1 a.m.,
sponsored by the Phoenix fire

being held for the purpose of

tor to be used in that vicinity.

Jealous Man Murders
Wife in Crowded
Drive-in Restaurant '
Stockton, Calif. (U.R) A
jealous Stockton punch press
operator shot and killed his
estranged wife last night as she
ran screaming through a
crowded drive-in restaurant
where she was employed as a
carhop.
Willie Lloyd Cartwright, 31,
who later told authorities "I
loved my wife more than any
one in the world," then calmly
pumped four more shots from a
.30-30 deer rifle into the fallen
body of his wile, Eula Bernice,
29, as some 100 patrons watched
in horror.
Cartwright surrendered to
police shortly afterwards in a
nearby tavern. He was booked
on a murder cnaige.
Leg Nearly Severad
The victim, mother of three
children, had her right leg
nearly severed by one of the
five bullets fired by Cartwright,
who went on strike with some
160 other workers at the Inter
national Harvester Co. plant
here this week. The bullets also
ripped through fenders and
hoods of three parked cars in
Dick's drive-in but none of the
occupants was injured.
In a statement to Dep. Dist.
Attys. Wiliam Roberts and Irv
ing Coren, Cartwright admitted
he had planned the slaying.
Cartwright told Roberts and
Corren he was jealous over his
wife's boy friend. Earlier in the
evening, he had warned his old
est child, Mary Louise, 12, "well,
you'll never have him for a
father."
