New York (U.R) The big
question along the Atlantic Coast
of the United States right now is
"will this area be plagued by
hurricans each coming season,
such as has been the experience
1 of the southeast coastal areas in
past years?"
Jerome Namias, chief of the
extended forecast section of the
United States Weather Bureau,
said there is evidence that the
east coast of the United States is
likely to be exposed to a rash of
hurricane threats in the normal
season for these storms for some
years to come.
Namias cites Weather Bureau
findings which Indicate a west
ward drift of semi-permanent
pressure centers over the, Atlan
tic Ocean as being responsible
this tendency.
An Enormous Storm
A hurricane would probably
be best described as an enormaus
storm, comparable to a tornado
in its intensity and occurring
over the dcean, which, when it
strikes a coastal area, can wreak
extensive havoc, because of its
extraordinary high winds.
It is a well-known fact that the
course of hurricanes is consid
ered scientifically almost unpre
dictable, except for very short
periods of time. Meteorologists
closely watching the shifting
course of high and low pressure
areas in the vicinity of these
storms, however, are able par
tially to foretell, to some degree,
their path.
There is little mystery about
the seasonal recurrence of hurri
canes. Such storms are tremend
ous sources of energy, and this
release of power is caused by the
condensation of the great
amounts of moisture contained

this condensation is ample to
keep a hurricane going while it
is over the surface of the ocean.
However, once it strikes land,
this moisture is no longer avail
able and so the storm loses much
of its intensity.
Origin of Hurricanes Known
Science knows that the hurri
canes which plague the east
coast of the United States in the
summer and early fall usually
originate off the coast of Africa
or in the West Indies. They be
gin in the doldrums, north of
the Equator, and usually in a
belt where the" water tempera
ture is abnormally high.
A famous meteorologist has
claimed that a water tempera
ture of about 85 degrees is crit
ical for the formation of this
type of storm. When a warm
cloud containing moisture forms
over such an area, and begins
to lose its moisture in the form
of rain, there can be a sharp
temperature difference estab
lished at the surface, and it is
this temperature difference that
becomes dangerous " when it is
abou 20 degrees.

semblance to tornadoes, the type
of severe wind storms which oc
cur over land areas. The differ
ence between the two may, in
one respect, be considered one
involving the area they effect.
Tornadoes normally strike over
an area of about a quarter mile
However, a hurricane is usually
500 miles or more in diameter.
Lack Firsl-Hand Observation
Meteorologists are always alert
in tornado or hurricane seasons
to note unusual variations
temperature.
The incidence of hurricanes
has been linked to the tempera
ture of the ocean. When those
temperatures rise to or above
a critical point, hurricanes oc
cur more frequently. One of the
gaps meteorologists know and de
plore is the lack of first-hand
observation of these differences
over vast ocean areas, about
which they must know, in order
to make accurate forecasts.
Weather Bureau records show
that during August, about 68 per
cent of tropical storms originat
ing north of the Eqator become
hurricanes. In September, this
drops to 57 per cent, and by
October, only 37 per cent of such
storms reach hurricane force.
Furthermore, there is always a
greater probability of hurricanes
recurring out over the Atlantic
Ocean away from the United
States after mid-September. Most
severe hurricanes which have
struck the continental United
States, particularly along the
north Atlantic coast, have oc
curred in late August or early
September.
Romanian Premier
Says Important
Changes Occurred

Gheorghiu-Dej indicates the Soviet
will keep its troops in Romania until
all foreign troops are withdrawn from
n estern Europe.- The dispatch follows.
Number of Jobless
In Oregon Declines
Salem U.R) The number of
persons seeking work in Oregon
last month was the lowest in
nearly two years, the State Un
meployment Compensation Com
mission has reported.
During July 20,200 persons
were reported out of work. Job
less workers covered by com
pensation collected $533,820 dur
ing the month. This was the low
est monthly total in three years
and half the figure a year ago,
the commission said.

said in an exclusive United Press
interview that "the necessity of
the presence of Soviet troops in
Romania would be removed"
when troops of the foreign pow
ers are withdrawn from Western
Europe.
"Important changes" have oc- j
curred since Russia originally j
promised to withdraw Soviet ;
troops from Romania at the same
time as she withdrew Soviet
troops from Austria, Gheorgiu
Dej said.
His telegraphic response to
United Press questions cabled to
Bucharest did not say flatly that
Russia intends to back out of its
Walta promise to withdraw its
troops from Romania and Hun
gary after the Austrian occupa
tion ends.
Situation Has 'Changed'
But he said the situation in
Western Europe had "changed"
with the formation of Western
military alliances alliances that
have been followed by the Com
munist military groupings under
the Warsaw pact.
On July 31, widespread re
ports were published that the
Soviet Union intended to honor
the agreements and withdraw
troops from Hungary and Roma
nia by Oct. 1 the deadline So
viet Defense Minister Marshal
Georgi Zhukov set for getting all
Soviet troops out of Austria.
United Press on July 31 asked
the Romanian premier directly
for an authoritative answer to
these reports. The reply said
textually:
"Mr. Bradford:
"As it is known, the Soviet
troops are on the territory of
Romania according to the peace
treaty, in order to ensure the
security of communications of
Soviet troops in Austria.
"After the conclusion of the
treaty with Austria it is neces
sary, under the present condi
tions, to take into account the
fact that during the last period
important changes 1 a v e oc
curred in the European situation.
Appropriate Measures Taken
"In the West, military group
ings, numerous foreign military
bases have been created, and
the Paris treaties that provide
for the remilitarization of West
ern Germany and for its inclu
sion in the military groupings
of the Western powers have been
ratified.
"It is as a consequence of
this fact, as it is known, that
the Warsaw treaty was conclud
ed, according to which appro
priate measures have been taken
to ensure the security of the
European democratic states,
among them Romania.
"Of course, if the foreign
troops of the Western states
were withdrawn from the coun
tries of Western Europe within
the limits of their national boun
daries, and the military group
ings created in the West were
liquidated, the situation in Eu
rope would change, and the ne
cessity of the Warsaw Treaty
would be removed along with
the necessity of those measures
ensuring security that are pro
vided by this treaty.
"In this case, it is obvious
that the necessity of the presence
of Soviet troops in Romania
would be removed too, and these
troops would be withdrawn from
Romania."
AFL Meatcutters Strike
Against Safeway Ended
Coos Bay (U.R) A 41-day-old
strike against four Safeway
stores in the Coos Bay area by
local 324 of the AFL Butchers
and Meatcutters union was over
today.
Mrs. Naomi Olson, secretary
of the local, said a three - year
contract was signed in Portland
Wednesday afternoon. She said it
provides for a 40-hour week in
stead of 48 hours with journey
men salaries at $87.50 a week
and head meatcutters at $95 a
week, plus $8.55 a month in
health and welfare benefits.
The U. S. Capitol rises to a
height of 287 feet.
PT&T Ordered To Bargain With Union
San Francisco (U.R) Pacific

pany and Bell Telephone of
Nevada have been ordered by
the National Labor Relations
board to recognize and bargain
with the International Brother
h o o d of Electrical Workers
(AFL).
The order was issued Aug. 9
and released yesterday. It re
quires the companies to cease
and desist from recognizing the
Comrrfunications Workers of
America (CIO) as the bargaining
union for some 1200 long dis
tance toll maintenance workers
in California, Nevada, Oregon,
Washington and Idaho.
The NLRB order accused the
PT&T and Nevada Bell of vio
lating provisions cof the Taft
Hartley law by interfering with
workers exercising their bar-'
gaining rights. It ordered the
companies to cease and desist
from the interference and to bar
gain with Loqal 1011Gof the
IBEW.
