Washington 'War' on Highway Slaughter
Described at Conference of Governors
G Chicago (U.R) Gov. Arthur
B. Langlie of Washington told
the 47th annual Governors' Con
ference today how his state
saved an estimated 200 lives by
"declaring war" on highway
slaughter.
Langlie's report on Washing
: ton's campaign was a highlight
of the conference's discussion of
how to improve highway safety.
The subject is one of the most
important being considered by
, the meeting of 46 governors.
Langlie gave newsmen a pre-

Have you ever ridden in a
baggage car on a train? If you
haven't, it is never too late to
try.
The Pacific Northwest delega
tion to the World Centennial
YMCA conference in Paris rode
in one to Amsterdam after a
boat trip across the English
channel from London. The pas
senger cars were filled, so we
had to stand in the baggage car,
like a carload of cattle. It was
a lot of fun.
After a few stops a couple of
Dutchmen climbed aboard. Aft
er introductions, they sang a
few Dutch songs. In return we
sang American songs. Eventual
ly they started to teach some of
us kids a few Dutch words.
17 Boys. 7 Beds
It was 9 p.m. when we arriv
ed in Amsterdam. After meeting
our guides, we got something to
eat, and then loaded our bag
gage on a bus which took us to
our hotel. When we got to our
rooms, we were happy to find
nice soft beds, but then the dis
appointment came when we
found out that 17 boys had to
sleep in 7 beds. We had boys
sleeping on the floor, on dresser
tops, and even on suitcases. It
was quite late before we settled
down for a "soft" night's sleep.
The next morning our break
fast of bread, butter, jam and
tea was brought into our room.
It was a lot of fun grabbing a
slice of bread and jam, and then
dress while we were eating. The
wash basin was crowded 17
boys to one basin.
Finally we were all ready for
our tour of the city. When we
got on the bus, we were surpris
ed for the second time in Europe
Doctor Sends Mamie
To Bed To Get Rest
Gettysburg, Pa. (U.R) Mrs.
Mamie Eisenhower has been
resting in bed at the Eisenhower
farm since the week end, but a
presidential aide says she is

closed Tuesday that Mrs. Eisen
hower's doctor sent her to bed to
rest for three days after an ac
tive week end. But the Presi
dent added that "she is all right."
The President made the re
mark to a group of Maryland
cattle breeders, apparently to
explain why Mrs. Eisenhower
Gttas not on hand with him to
rgreet them. The group gave the
Eisenhowers a registered Hol
stein heifer.
Told To Get Rest
Later an aide said flatly:
Mrs. Eisenhower is not ill. She
4s merely tired from a very ac
tive week end. She had some
guests. The doctor told her to
get a little rest. You know, it
(has been very hot up here."
w (Mrs. Eisenhower's health be
came the subject of political con
troversy last spring when Demo
crats questioned whether her
physical condition would keep
the President from running for
(feelection. Republicans struck
back angrily at the Democrats
for bringing up the subject.
(Later Mr. Eisenhower told a
news conference his wife is
basically in good health.
Mr. Eisenhower plans to fly
back to Washington Thursday
morning, but Mrs. Eisenhower
will stay at the farm.

Washington officials therefore
issued a "declaration of war"
against highway accidents.
Publicity Campaign
"We decided whether they
liked it or not, we were going
to enforce the law," Langlie
said.
An intensive publicity cam
paign was waged, to let people
know of the "war" on accidents.
Traffic laws were enforced
ruthlessly. Even some state of
ficials were arrested.
Safety conferences were held,
stressing highway courtesy and
the rules of the road.
A point system was installed
by the same thing all charter
ed buses have a radio and public
address system. For us it was the
best thing in the world. There
are many things we want to
know, and our guide can make
himself heard better with the
speaker. We are also hungry for
music. Our hotels and hostels
don't have radios, so we listen
to music while traveling. At
first I was greately surprised
by the popularity of American
songs in Europe. The armed
forces radio has contributed
greatly to this.
On our tour of the first morn
ing in Amsterdam we did not
see too much because of rain.
We did drive along the canals
and got a fairly good picture of
them. Yes, Venice is not the
only place in the world which
is built on islands. The boats
which use the canals are mostly
freight barges and tourist laun
ches. Saw Housing Projects
We were shown the housing
projects for the city. Amster
dam has a great problem with
her population. She has so many
people that a few have to live
in houseboats on the canals. A
lot of families live on their
freight barges.
In the afternoon we were free
to do as we wished. A group of
us started out looking for a
place to rent some bicycles. We
found three for rent, but that
was all. Then four boys, includ
ing me, looked for a car rental.
We found one, but were sent to
the garage to pick up the car.
We got lost looking for it, so
we took a taxi back to the res
taurant where we ate our meals.
During the taxi ride, we asked
the driver how he and most of
Holland felt about the United
States. His reply was heartwarm
ing. He said that the U.S. is very
popular there, and that Ike is
their friend.
After Friday's cabinet meet
ing, the President will return to
the farm for a day or two be
fore leaving for an extended
work-and-play vacation in Den
ver, Colo., probably on Sunday.
It is expected Mrs. Eisenhow
er will wait to go to Denver un
til after her husband has re
turned east to address the Amer
ican Bar Association in Phila
delphia on Aug. 24.
Talking with the breeders
about the Gettysburg area, the
President said, "The only thing
I have against it this summer is
the drought." As for Mrs. Eisem
hower, he said, "she likes it
here; she doesn't want to go to
Denver." .
Ashes of Tugboat
Captain Going To Sea
Southampton, England (U.R)
The ashes of tugboat Captain
Dan Parker, who rushed to save
the crippled freighter "Flying
Enterprise" two and a half years
ago, will go back to sea with
his ship next week.
The ashes of the 61-year-old
master of the tug "Turmoil"
will be scattered in the English
Channel, his wife Edith said to
day. He died in a fall aboard
ship Monday.

cue of the "Flying Enterprise."

violations and to rule those with
poor records of the roads.
Lose Licenses
"For driving drunk, you lose
your license right there," Lang
lie said. "Reckless driving puts
you right on the edge."
Those who compile enough
points to be close to losing their
licenses are called in and told
"you have so many points to go
and we take your license," Lang
lie said.
The state also launched a
drive to correct any engineering
faults that might result in acci
dents. The governor said that
within 48 hours of any fatality,
an engineer, the man in charge
of the area state patrol, and the
officer who handled the case
examine the site closely for any
design deficiencies.

Federal Funds May
Aid Pollution Study
Corvallis (U.R) Federal
funds may be provided soon to
allow study of air pollution
problems confronting Oregon,
F. E. Price, dean of agriculture
at Oregon State College, said
today.
A $25,000,000 appropriation
for the next five years for re
search on eliminating or reduc
ing air pollution has been al
lowed by Congress. Dean Price
said air rjollution control offi
cials would confer soon as pos
sible research problems that
might be undertaken in Oregon
with funds from the federal
grant.

dents But driving too slow can
be dangerous, too, by tempting
following motorists to take
chances when passing.
Helicopter Used
He said the state often uses a
helicopter to spot these slow
drivers and wave them to the
side of the road so the cars be
hind can get by.
Langlie said the result of the
campaign has been that "there
are about 200 more people liv
ing in the state today than
there would have been other
wise." The number of accidents is
down 12 to 15 per cent, fatalities
have dropped down 20 per cent,
and insurance companies have
slashed their Washington rates
6,000,000.
Contrary to expectations,
Langlie said, the drive has
proved popular with the voters
so much so that if he decided
to run for reelection, "If there
is one thing that would elect me
. . . it would be this."
Polio Outbreak Now
In Epidemic Stage
Boston (U.R) Massachu
setts' polio outbreak passed into
the epidemic stage today.
The Public Health Depart
ment reported 112 new cases for
a total of 1038 thus far this year.
A department spokesman pre
viously said 1000 cases constitut
ed an epidemic.
There were only 98 cases in
Massachusetts at this time last
year.
Today's number of new cases
was the highest for one day in
the state's history.
Of the new cases, 51 were
paralytic, 42 non-paralytic, and
19 were unclassified.
Nineteen of the new cases
were in Boston, hardest hit by
the polio outbreak.

Chiang Not To Visit U.S.
Until Mainland Regained
Taipeh, Formosa (U.R) Gen
eralissimo Chiang Kai-shek told
his aides he will not visit the
United States until he has re
covered the Chinese mainland
from the Communists, a Nation
alist newspaper reported today.
' The Independence Evening
News said some high officials
had suggested Chiang visit
America at this time as it would
be helpful to the Nationalist
cause. The paper said the presi
dent' dismissed the idea as premature.
Intercom System
Being Installed ,
For City Hall Use
A new "Teletalk" inter-communications
system is being in
stalled in the city hall building,
according to Robert Duff, city
manager.
The system, nearly completed,
is designed to improve opera
tions within the building, Duff
said. During its short period of
use, it has already helped the
office staffs to "communicate
much faster than through the
present telephone system."
The system was purchased
from Trowbridge and Flynn of
Medford for less than S200 and
was installed by the city elec
trician, Ade Wolf, Duff added.
Consisting of a "master sta
tion" situated in the city mana
ger's office, the system includes
the city's receptionist and secre
tary, the city engineer, assistant
city water superintendent, pub
lic works director, drafting
room, building department,
treasurer's office and the street
department shop, which is still
to be tied in. The system was
installed in Wolf's spare time.

Burroughs, yesterday recovered
the body of Robert Fields of
Roseburg from the North Ump

ing Finn twins, whose three-year-long
battle with the federal
government over a war surplus
plane attracted nationwide at
tention, were to be freed on pa
role today from federal impris
onment. '
The twin brothers, George and
Charles, 41, were flown here
from the Springfield, Mo., medi
cal center for federal prisoners
where they served a little more
than 100 days of a year's prison
term.
Release of the former two
Air Force pilots was announced
yesterday by Warden P. G.
Smith of the federal correctional
institution on Terminal Island,
where the twins were to be freed
at 1:30 p.m. (PST).
Joseph Scott, veteran Los An
geles attorney who led the fight
to free the identical brothers,
said he would be present at the
release of the Finns "to protect
their legal rights."
Idaho Power Accepts
License for Dams
Boise (U.R) Idaho Power
Company's directors formally ac
cepted yesterday a Federal Pow
er commission license authoriz
ing construction of the contro
versial three low dams on the
Snake river.
President T. E. Roach said
construction on the Brownlee
dam should begin immediately
because of an urgent need for
power. Construction on the Ox
bow dam should follow as soon
as possible, he said.
The third dam, at Hells Can
yon, will be undertaken "as rap
idly as required by the expand
ing needs of the company's ser
vice area and of the Northwest
Power pool," Roach said.
Work will start as soon as
the commission approves final
design plans, a step required by
license provisions.

"There is an old saying that
though the mills of the gods
grind slowly, yet they grind ex
ceedingly small. I think that is
an appropriate sentiment to de
scribe this whole case."
The Finns had been given a
parole' hearing at Springfield
after they gave up a prolonged
hunger strike, during which they
were forcibly fed by guards.
Their fast lasted 71 days.
Sen. William Langef (R-N.D.)
was credited with obtaining the
pair a parole hearing if they
would end their hunger strike
He visited the brothers at the
medical center and promised
them a hearing before the Senate
Subcommittee on Constitutional
Rights as soon as they were re
leased. The Statement
At that time, the Finns issued
a statement, saying:
"We vowed that we would
either have our constitutional
rights or go out of this prison in
a box. We accept the subcom
mittee and their established in
vestigation of our case as tanta
mount to a restoration of our
constitutional guarantees."
The Finns were sentenced to
a year's term for interferring
with a federal officer by hand
cuffing U.S. Attorney Laughlin

arrest during a dispute over a
