The'first session of the 84th
Congress can be summed up in
two words unity and achieve
ment. Under Democratic leadership,
policy was forged which al
lowed the United State to speak
with a strong and single voice in
world councils. For the first
time in many years, the voices
of discord which sought to di
vide America in the face of world
Communism were reduced to a
ininimum.
Tbis unity was achieved by
eliminating narrow partisanship
from the life and death issues of
national security and exploring
the facts in the light of patriotic
teason. The result was unity by
agreement not unity by coer
'ion. The Democratic Record
The record of Democratic lead

Washington, and others.
Through their experienced and
able leadership, the bills that
were passed were not only num
erous but of high quality. These
include:
A long range trade program
geared realistically to the needs
of our times and seeking to pro
mote the prosperity of the United
States.
A reserve bill placing Ameri
ca's military manpower in a
more effective posture than has
existed previously.
A housing bill that seeks to
meet the needs of a rapidly ex
panding America.
Raised Minimum Wage
A minimum wage bill raising
the floor on wages to a level that
is in accord with modern real
ities. Farm legislation to reduce the
interest rates on farm loans and
cushion the shock of natural dis
asters on agriculture.
Anti-trust legislation increas
ing the penalties for the first
time in 64 years.
Tax legislation closing a loop
hole that would have cost the
Treasury at least $1,000,000,000.
Pay legislation placing feder
al employees in a better position
to meet the high cost of living.
Scores of other measures were
passed to protect the nation's
commodity exchanges from spec
ulation; to control water pollu
tion; to aid small business and to
step up medical research.
In short, this is a session of
which every member can be
proud and every American can
be proud. The Democratic lead
ership has produced a record of
solid achievement, based on a
desire to promote the national
security and welfare, which is
unmatched in many years.

Taking into account the whole
of the Eisenhower legislative
program for this session, the per
formance of Congress was mod
erately satisfactory in view of
the close division that prevailed
between the two major parties
in both the Senate and House of
Representatives. If Republicans
had been in control of the Con
gress and its committees, much
more of the President's domes
tic program would have been
enacted and more of it in ac
cordance with his recommenda
tions. In contrast to practices in the
previous Democratic New Deal
administrations, President Ei
senhower followed the spirit of
genuine bipartisanship in for
eign policy with excellent re
sults in the promotion of peace
and safeguarding of the nation's
security.
Few Domestic Measures
The cooperation that did exist
should not obscure the fact that
the Democratic-controlled Con
gress failed to enact many im
portant domestic measures rec
ommended by the President. Ma
jor administration legislative
recommendations not considered
or rejected included: Highway
bill; atomic peace ship for inter
national good . will; omnibus
health bill; federal aid to public
school construction; a group of
water resource projects includ
ing the upper Colorado; Taft
Hartley Act amendments; Refu
gee Relief Act amendments; Ha
waiian statehood; comprehensive
farmers; and customs simplifica
tion. Democrats Embarrass President
Democrats in Congress acted
in many cases to embarrass the
President and sought to sway
public opinion against him as
part of their strategy for the
1956 political campaign. Among
these instances were the ill-considered
attempt io force a $20 in
come tax reduction, the solid
Democratic vote in the Senate
with the single exception of
Thurmond of S.C. against the
atomic peace ship, the passage of
a postal pay bill which com
pelled a presidential veto, and
the use of investigating commit
tees to try to create political
issues.
Republicans, for the most
part, in contrast to many of the
Democrats, strongly supported

Domestic Acts Lagging
the Presidenfs program, and
made a record outstanding for
its insistence on legislative
policies recommended by Presi
dent Eisenhower to serve the
best interests of the nation.
GOP Support Mora Solid
For example, Republicans sup
ported measures requested or
supported by the President and
the administration far more
strongly than did Democrats in
the following instances: To elim
inate the irresponsible $20 in
come tax reduction, to uphold
the 'sale of government-owned
rubber plants, to support the
President's recommendation on
postal pay, to uphold his veto on
the postal pay bill, to support
the President's highway plan,
to support the President s public
housing request, to prevent un
balancing of the defense estab
lishment, to uphold the Presi
dent's proposal for returning to
private enterprise of certain
commercial-type enterprises in
the Defense Department, to
carry out the Presidenfs request
for funds for an atomic peace
ship, to support the President's
request for home rule legisla
tion for the District of Colum
bia, and legislation to permit
persons of experience and abil
ity to serve government without
compensation.
Suggestions in Operation
The Republican administra
tion has placed in operation
many of the improvements sug
gested by the Hoover Commis-

Fourteen boys and their lead

expected to arrive at Hidden
Valley ranch, off Highway 99
between Central Point and Gold
Hill, late this afternoon for a
two-day visit to Southern Ore
gon. The boys, who camped at Cra
ter Lake last night, will camp
at the ranch owned by LaRue
and Earl Morris.
Special activities which the
Morrises have lined up for the
boys include a tour through Elk
Lumber company, a wiener
roast along the Rogue river, and
sightseeing through the Rogue
valley. The boys, led by Charles
Stotz, plan to leave for San
Francisco Saturday morning.
The 8,000-mile trip will take
the boys through 21 states, and
into Canada and Mexico. The
group left La Grange, where
Stotz is secretary of the 'Y',
June 15.
Stotz and Morris were foot
ball teammates at the Univer
sity of Illinois.

Coatless Peterson
Starts Minor Revolt

Civil Defense Administrator
Val Peterson touched off a minor
revolt yesterday when he remov
ed his coat in deference to the
90-degree heat in a swank hotel
dining room.
As horrified waiters debated
whether to tell Peterson he was
violating an iron-clad hotel rule
another guest followed the for

ample. The head waiter moved
in quickly on the second -man
and told him to put his coat back
on or leave.
But the waiters retreated in
confusion when other guests pro
tested loudly that the head wait
er's action was undemocratic.
Peterson and his fellow coat

peace.
Police Continue Search
For Donald Neal Ware
Salem (U.P.) Police' con
tinued to search today for Don
ald Neal Ware, 21, who escaped
from the state prison annex Mon
day, less than a week before he
was to be paroled.
Warden Clarence Gladden said
Ware had a 'job in California
where he was to have reported
after his parole was signed.
Ware was serving a one-year
term for forgery in Jackson
county when he escaped.
FISHERMEN DROWN
Rio De Janeiro (U.P.) Thir
teen members of the crew of a
Brazilian fishing boat were
drowned Tuesday when the ship
broke up in heavy seas outside
the entrance to Rio harbor.
