Washington (U.R) A multi
tude of foreign-born and second
generation United States voters
will be listening closely for what
President Eisenhower may say
at Geneva about the captive na
tions of Eastern Europe.
Theirs is the most urgent inter
est in the Communist satellites
because they have relatives and
friends in the old countries. Am
ericans of Polish, Czechoslovak
and German blood do not forget
Mr. Eisenhower's proposals and
the words of John Foster Dulles
during the 1952 presidential
campaign before the latter be
came secretary of state.
There was quite a flap, at the
time. Speaking before the Amer
ican Legion convention in Au
gust, 1952, . candidate Eisen
hower said the United States
must try to obtain by peaceful
means the restoration of free
dom behind the Iron Curtain.
Within a fortnight Dulles
raised the ante considerably. He
was speaking in Buffalo, N.Y.,
where there is a concentration
of American citizens of Polish
descent. Dulles said Mr. Eisen
hower, if elected, would en
courage "quiet" revolution in
the Red-dominated countries
through such methods as passive
resistance, slowdowns, and in
dustrial sabotage.
Harry S. Truman, then presi
dent, snapped that the Republi
cans would increase the risk of
war merely to win votes. Demo
cratic candidate Adlai E. Steven
son said if Mr. Eisenhower were
elected "some reckless action
and happy peoples who would
not leave if the door were open
ed. Some of the Western Allies
fear that strong U.S. pressure in
behalf of the satellites would
wreck ' the summit conferences
beginning in Geneva today.
Mr. Eisenhower and Dulles
have been urged to go easy. . On
unification of Germany the
United States is likely to take
a strong position. Both sides are
talking about putting Germany
together again although the
methods proposed are as distant
as the poles. The. West simply
wants free and adequately sup
ervised elections. It would seem
that Moscow dares not risk that.
As for the remainder of East
ern Europe, Mr. Eisenhower Is
guided by two pressures. The
admininstration holds that the
imposition of the Soviet system
on Eastern Europe was and is
morally wrong and must be op
posed. The second pressure is
political. The American sons
and daughters of . Eastern Eu
rope vote, and that will be
factor in any words of deeds
by the President in Geneva af
fecting those areas.
American diplomatic strateg
ists held from the first mention
of a BlgFour meeting at the
summit that the satellites would
be a propaganda gold mine for
the .Western conferees. It had
been planned to make a lot of
noise about them. They cannot
be ignored, but, under pressure
from Britain and France, Mr.
Elsenhower may pull his
punches somewhat in the inter-

liberate the peoples of Eastern
Europe."
Dean G. Acheson, then secre
tary of state, called the Eisenhower-Dulles
plan "a postive
prescription for disaster." It
would be even less welcome now
in Geneva than it was to the
Democrats in the United States
in 1952.
