"- There are some people who
are frugal with money and yet
who are completely unconcerned
- about how
I they use their
- time. There

money, a happy medium should
be the goal in the use of time.
You do not want to waste time
any more than you would waste
time any more than you would
waste money, because both are
valuable. On the other hand,
you should not be a penny-pinch
er with your time or with your
money. The happy medium,
where the person uses both his
money and time wisely and sen
sibly in the sense that he gets
some return from each should
be your goal.
What possible relationship,
you may ask, is there between
money and time? While it is true
that, time can be used to earn
. money, that is not the relation
ship I want to stress. The im
portant relationship between the
two is psychological, not ma
terial in form.
A person" who is a spendthrift
with his money never really en
joys what his money buys be
cause he has not used it wisely.
Furthermore, he has a certain
feeling of guilt about wasting
money, no matter -. how much
money he may have. He knows
that money is valuable and any
thing valuable should never be
wasted. Exactly the same atti
tude exists in .the time-spendthrift
Feels Guilty
On the other hand, the penny
pincher never enjoys his use
of money because he discovers
that he is feeling guilty when he
parts with every penny. So it is
with the time-pincher. Even
taking time out to sleep, to talk
to people, or to relax makes him
feel guilty about "wasting" his
time. -.-
: Having a . reserve of money
for the proverbial rainy day
gives everyone a feeling of se
curity. The same is true with a
time-reserve. The person who
uses his time wisely will always
find that he has some left over
and this is ready and available
for some emergency use or even
for some pleasure he would en
joy if he felt he could afford it
Because he has this time-reserve
available, he can relax and not
feel pressed when something un
expected turns up, as the time
waster is apt to feel.

Petulance: "What makes peo
ple's voices change when they
are petulant and what is respon
sible for the petulant expres
sion?" Curious Reader.
:(A) Petulance is a form of
anger a mild form, to be sure
but anger just the same. The
petulant person goes around
with a chip on his shoulder. As
a result his face takes on the
typical expression of anger and
it remains hour after hour tw-
cause the state of anger persists ;
that long. With anger, there is j
ways a cnange in the tone of
voice. It is likely to become high
er in pitch and to take on an
unpleasant tone. This happens,
only to a milder degree, when
the person is petulant

is six years old. k always tear
ing his clothes or breaking his
toys. He feels sorry after it hap
pens, but it is too late. How can
I get him to be more careful?" A
Mother.
(A) You cannot expect too
much foresight in the case of a
six-year-old. And, to avoid
breakage and tearings, one must
use foresight Get him clothes
that can stand hard wear and
toys that are not easily damaged.
Then, warn him when you give
him these things of how they
can be damaged. For example,
tell him that he must watch out
for nails that will rip his clothes
or leaving his toys on the floor
where people can step on them.

to develop foresight.

is always late for meals. He
knows when they will be served.
but he just fools around and
that makes him late in getting
to the table. How should I han
die this problem." Annoyed Wife,
(A) So long as your husband's
lateness is due to carelessness on
his part, not his work, you should
not humor him as you otherwise
would. Tell him 10 to 15 min
utes before the meal is to be
served that it will be ready at a
certain time. Then, if he does
not get to the table on time, let
him eat cold food. You should
not make extra work for your
self by heating up his food or
by cooking it separately.

Tinted Cigaret
Fad Spreading
New York U.R) It took a
man to start a new fad among
hostesses.
Women all over the country
some from as far away as Ber
muda and Hawaii are ordering
cigarets tinted to match or blend
either with their party frock or
room decor.
The' idea of the pastel colored
cigarets originated with Nat
Sherman, a New York tobacco
nist, who -credits -a congress
man's wife with helping the fad
spread rapidly. .
Sherman said he'd been mak
ing the colored cigarets for seve
ral years, and in most cases was
selling them to men who wanted
unusual gifts for their wives or
sweethearts.
Then recently . Mrs. Daniel J.
Flood, wife of a Democratic con
gressman from Pennsylvania,
showed up at a Washington par
ty with orchid-colored cigarets
to match her violet dress. United
Press reported the incident.
Sherman said then the boom
was on. Women want the pastels
for bridge lunches, teas, wed
dings and engagement parties.
One customer ordered cigarets
tinted to match the pastels of
her bridesmaids', gowns.
