Mr. Sara was one of the half
dozen men on Capitol Hill who
breathed legislative life into the
reforms, reorganizations and
projects which FDR's bright
youngsters conceived downtown
in the years 1933-37, or, maybe,
1938.
Those years were about the
span of the New Deal as Mr.
Roosevelt devised and effected
it. War shadows were lengthen-

not long after that that the Pres

left wing brickbats like those

Hi Jim n nan
of the times back there in the
mid-thirties had required the
services of Dr. New Deal. Times
and ills had changed, Mr. Roose
velt continued, and the country
by now was needing the minis
trations of Dr. Win-The-War.
It will take more than a sim
ple statement to silence, the
critics of the Rayburn-Johnson
program which charts a much
more conservative course for the
Democratic Party in this Con
gress than the left wing elements
thereof would choose.
The program calls on the party
to go part of the way with Presi
dent Eisenhower on many an is
sue, being careful, always, to tag
all good works with the Demo
cratic stamp, if possible.
But in neither Johnson nor
Rayburn is there any reluctance
to fight. Rayburn, the old pro
among his party's big wigs, is a
slugger. He swings for a knock
down when he swings at all.
Johnson, the handsome, smiling
type of politician, has shown ex
treme skill as a bcxer, a political
Benny Leonard, if anyone can
go back that far.
Because of his serious condi
tion, Johnson probably won't be
indulging in any political give
and take for some time. His
office already has announced he
won't be back for the remainder
of this congressional session. And
his assistant, Sen. Earle C. Clem
ents (D-Ky.) the Senate Demo
cratic whip, already is taking
over his duties. Clements is ex
pected to carry on with the same
policy and program set down by
Johnson. .

illness Johnson amply demon
strated his technique as a po
litical battler. There was a back
and forth between Johnson and
the President in which Johnson
rubbed it in rather roughly that
much of the Republican program
this year had been put through
Congress with Democratic votes.
The point he was making was
that Democrats are a high mind
ed group of people who would
not stoop to mere politics.
Comet Said Moving
Away From Earth
Berkeley, Calif. J.R) Dr.
Leland Cunningham, University
of California astronomer, said to
day a comet first seen by a Czech
a month ago is now moving away
from the earth.
Cunningham's observations
contradicted those of Czech
astronomers as reported on a
Radio Prague broadcast heard in
London yesterday. The Czechs
said the comet, the brightest seen
this year, is still "approaching
the earth."
Radio Prague said the comet
was spotted by Antonin Mrkos, a
worker at the State Meteorolog
ical Institute in the Tatra Moun
tains in the night between June
12 and 13.
"Actually, it was getting
slightly nearer the earth at that
time, but never significantly,"
Cunningham said. "Now it is re
ceding rapidly from both . the
earth and the sun."
Even so, -he said, it is still vis
ible easily to telescopes. . v

At his next news conference.
Mr. Eisenhower replied sharply.
not so, and read a list of the
legislative projects which the
Democratic maiorities had cut
down or ignored. Back nonnfed
Johnson ' with an observation
about Mr. Eisenhower which was
sure to sting.
Of course. I can understand
that the President was speaking
from a prepared list that some
one had given him, said the
senator. "After all. he snent last
week in New England, and may
not fully understand all he was
talking about."
Johnson's policies obviously
have not been dictated by any
desire that Mr. Eisenhower loves
him. More likely his idea was
that a young man in his position
may properly think one day. of
getting his party's presidential
nomination. That day might be,
say, in 1960. And the bet way
a Texan could win . an honor
would be by proving to. the mid
dle of the road and more con
servative elements of his party
that he is noradical. A nominee
wants, above all else, a united
party.

Hay Fever Report
Service Announced
Portland (UJ?) A new hay
fever report service was an
nounced yesterday by the State
Board of Health. The report will
provide daily information on
the amount of common pollens
in the air over downtown Port
land. Dr. Harold Erickson, state
health officer, said reports were
being compiled from slides lo
cated on the roof of the down
town medical building.
He said the department was
particularly interested in re
ports on ragweed, which has
been spreading rapidly since it
was first discovered in Oregon
several years ago. Ragweed has
been reported in almost every
area of the state, he said, warn
ing that unless action was taken
soon, control would be virtually
impossible.
The daily counts in Portland
will be compiled for the pollen
survey committee of the Ameri
can Academy of Allergy.
