New Guaranteed Wage
Plans May Result in
Jobless Pay Changes

Detroit (U.R) An all-out as
sault to change the unemploy
ment compensation laws in the
48 states is apt to be the first
big effect on the new "guaran
teed wage" contracts in the auto
mobile industry.
Legislators can get ready for
the most powerful campaign
they've ever seen to have unem
ployment benefits increased.
The measure will come both
from labor and management.
Under the guaranteed wage
plans embodied in the new auto
industry contracts, a laid-off
worker is to receive payments
both from the state and from
special funds to be set up by the
industry.
Many states have laws that
now prohibit such a double-payment
plan. But the CIO United
Auto Workers and Henry Ford
II both have said they anticipate
little trouble in getting such
laws changed.
All Gain
The real fight looms over how
much the states are willing to
pay in unemployment benefits.
The higher the state payments
are, the less the auto industry
will have to pay from its own
pocket to bring lay-off benefits
up to 60 to 65 per cent of normal
take-home pay. as provided in
the new contracts.
CIO President Walter Reuther
said one of the major benefits
he expected from the guaran
teed wage agreement was that
it will put management and the
unions on the same side in lob
bying for higher unemployment
benefits from the states. All
wage earners, not just auto
workers, would benefit from
this.
When unemployment compen
sation laws were first enacted
they gave workers about 50 per
cent of their normal pay during
lay-offs. But wages have gone
up and unemployment benefits
haven't. On the average, an un
employed worker now gets about
a third of his normal pay from
the state.
In many states it is much low
er than a third. High benefits in
some states, like Michigan where
the weekly benefit is $54, keep
the national average high.
Around Detroit, speculation
about the future of the guaran
teed wage has already extended
to 1958, when the new auto in
dustry contracts expire. Reuther
has declared he and his union
will be asking for more in '58.
With the principle of the guar
anteed wage now set up, the un
ion hereafter will be seeking to
increase the amount an idle
worker will receive. The 60 to
65 per cent now guaranteed him
is a far cry from the ideal of 100
per cent.
The prospect of higher and
higher unemployment compen
sation has many men in the auto
industry worried. Henry Ford
II, who was the first to yield
a guaranteed wage plan to em
ployees, summed up the fears
this way:
"We don't want to reach the
point where a fellow would be
just as happy to loaf and draw
unemployment compensation as
he would be to work."
Army Man Sought
For Questioning
In Triple Murder
Dickinson, Tex. (U.R) Au
thorities today sought a husky,
blonde Army sergeant, about 24,
with a crew haircut as the num
ber one suspect in the unsolved,
triple-murder of , a well-to-do
Dickinson family.
Mrs. John McPherson, 44, her
son, George, 12, and her mother,
Mrs. J. N. Norman, 65 were shot
and killed as they slept about
midnight last Wednesday in two
bedrooms of their secluded,
pine sheltered, suburban cot
tage. But their bodies were not
found until Saturday by con
stable Earl Turner, who went
to investigate at the request of a
neighbor.
Turner walked through an un
locked front door to find Mrs.
McPherson's body, dressed in
two-piece pajamas, in the master
bedroom of her $30,000, ranch
style home. The boy and his
grandmother were together in
the bed of another room.
Mrs. McPherson's husband
had been away for three weeks
on a job in Sulphur, La.
Deputy Sheriff Pete Ursy said
a waitress in the Loma Linda
Cafe in Dickinson said she over
heard a telephone conversation
of Mrs. McPherson with her
mother late Wednesday. Usry
said she spoke of "bringing an
old sergeant friend home for dinner."
