Laying Begins Soon
New York Laying of the
world's lint transoceanic tele
phone cable to ipan the Atlan
tic between Newfoundland and
Scotland will begin June 22, it
wai announced today.
The cable will be extended
300 miles westward from New
foundland to the eastern tip of
Nova Scotia via another subma
rine cable, and from there to the
United States over a 575-mile ra
dio relay system.
Joint Project
The project is a joint under
taking of American Telephone
and Telegraph company, the
British post office and Canadian
Overseas Telecommunication
corporation and will cost about
$40,000,000. Service will be es
tablished late in 1956.
The first cable of a twin
cable system will be spun across
2,000 miles of ocean bottom by
summer's end. Summer is the
only time the Atlantic is calm
enough to permit such an under
taking. Laying operations will
start at Clarenville, Newfound
land. Bill Offered To Create
11th Judicial District

Senate to create an 11th judicial
circuit comprising Alaska, Ida
ho, Montana, Oregon and Wash
ington. He said the population growth
of the Pacific Northwest merited
such legislation as does consis
tent growth in federal court
litigation.

Foreign Service Tests Set
Across Nation on June 24
Washington U.R) The first"
of a series of special examina
tions to recruit qualified persons
for the reorganized and expand
ing U. S. foreign service will be
held in 65 cities throughout the
nation on June 24.
Reorganization plans call for
the addition of about 2,600 offi
cers in the next two years to
bring the foreign service to a
strength of approximately 3,900
career diplomats.
The reorganization program,
based on recommendations of
the Secretary of State's public
committee on personal (Wriston
Committee), is designed to make
the foreign service "... a more
effective instrument for the con
duct of United States foreign
relations . . . ."
The committee, looking into
the organization of the foreign
service last year found that it
was one of two distinct and dif
ferent personnel systems within
the Department of State.
Dual System Scored
While the foreign service man
ned United States diplomatic
posts abroad, the Civil Service
provided personnel for depart
mental work in Washington.
This dual system, according o

with which relations are main

its proposed strength of '3,900 of

two methods: appointment

and oral, and appointment of
civil service employees, already
working for the department
