civilians paused in their flight to catch their breath.
Peace-Loving Switzerland Bristling
With Guns; Ready To Fend Off Attack

Now that we are in the atomic
age some misguided country
may, someday, try to swallow
little" Switzerland. This is to ad
vise against it.
The air age reduced Switzer
land's great girdling chain of
fortress mountains to molehills.
But the spirit and the resolution
of the people behind them have
changed not at all. And although
they have not been at war for
450 years, the Swiss are still
o intrinsically warlike they
have to beg their sons not to
g off fighting other people's
battles.
In lovely Switzerland, as in!
the rest of the West, the price
of peace is preparedness. It star
tles a visitor at first to discover '
that this neutral paradise is ac
tually "bristling with guns" to
u h e the time honored cliche.
Young men in civies go riding
by on bicycles, rifle over shoul
der. Others get on and off trains
carrying guns with th same
unconcern ai if it wer luggage.
Standing Xxrny
You see more guns in a day
in a Swiss city than you see all
year in New York or Chicago or
San Francisco. But then Switzer
land has one of the largest
"standing" armies in the world.
The reason is the unique Swiss
military setup which makes
every male between 19 and 60
a fighting man.-
At 20 the Swiss gets his rifle
and military equipment. He
keeps these at home. In an emer
gency, 1,500,000 citizens would
become as many tough soldiers
in a matter of minutes. The rifle
in his home is a sacred trust to
the Swiss. Rarely is it dishon
ored in crime.
The Swiss defense against a
nuclear attack is based on the
premise that, after the bomb
falls the enemy will still have
to march in an occupying army.
Hence the emphasis is first on
civil defense, then on counter
attck. One hundred tanks have
just been ordered from Britain.
It can be assumed that there
will be plenty of Swiss survivors
ready to meet an invader.
Warlike Swiss
It is hard to think of the tra
ditionally neutral Swiss as war
like but facts are facts. For cen
turies they provided mercenaries
for other armies. Now military
authorities are conducting a

the stuff dreams are made of.
In fact, you will risk your life.
You are in danger of being crip
pled, of contracting disease and
destroying your morals."
I asked a Swiss what he
thought about it. Emile Neider
hauser is tall, powerful and
handsome. He manages the Lau
sanne-Palace Hotel, used to man
age the Mena Mersa Matruh. He
was a Red Cross and prisoner
of war official in both the-Ethio-
pian and second World Wars and
was captured by American
Rangers on D-Day.
Young Swiss Get Bored
Niederhauser's theory is that
the young Swiss simply gets
bored with the perfection of the
country. Life is smooth and easy,
the standard of living very high,
the scenery soaked in beauty.
He climbs onto skis or drives
fast cars to let off steam but
sometimes he feels hemmed in
by his tiny native land and grabs
at what looks like adventure.
"Then," Niederhauser smiled,
"like me he comes back to the
mountains and the lakes and the
quiet and happiness."
Small Farmer Parity
Urged by Humphrey
Washington U.R) Sen. Hu
bert H. Humphrey has proposed
that small farmers ibe guaran
teed 90 per cent of parity for
their crops but that price sup
ports be curtailed .sharply for
large farmers.
Under legislation drafted by
the Minnesota Democrat, farm
ers would Ire given 90 per cent
of parity price supports for the
first $25,000 worth of their crops
and 75 per cent of parity for
the next $25,000. . .
No supports would be pro
vided for farm production above
$50,000.
Humphrey said his bill would
assure a "family farmer" of
meeting living expenses but re
move support incentives "for the
big corporation farm operator to
increase production beyond the
point for which there is effec
tive demand in the open mar
ket." His measure would apply to
all farm products.
Communism Said No

stopover here yesterday that
Communism is not a major prob
lem south of the Sahara.
"The problem is the transition
from colonialism to African par
ticipation in industry and gov
ernment," the 1952 Democratic
presidential candidate said. "The
rapid progress of the African is
seen everywhere except in the
Union of South Africa which is
not keeping pace."

For Layoff Pay
"Detroit (U.R) Ford Motor
Co. officials met with the CIO
United Auto "Workers today to
consider the union's demand for
full pay during layoffs.
Ford officials disclosed Tues
day that the union was seeking
40 hours pay a week during lay
offs as part of its guaranteed an
nual wage formula.
The company reported the un
ion demand in a confidential
memo to top Ford officials but
confirmed the information pub
licly after news of the memo
leaked. 1
Based on 40-Hour Week
It said the union wants laid
off workers to be given benefits
"equal to weekly straight time
pay, after taxes, based on a 40
hour week."
The company said it was giv
ing a thorough study to every
phase of the union proposal but
still hasn't decided what stand
it will take.

The Ford contract with
union expires in two weeks.
The memo was the first public
acknowledgement by the com
pany that the guaranteed wage
had actually been introduced in
